2. Please add the following notations to the site plan sheet of the revised submittal:
a. Conditional Use Request CU01-27 is a request to establish and automotive
dealership with the sale and repair of new and used vehicles.
b. All the requirement of Section 25, "CC" Community Commercial District shall
be met.
3. Revise your required parking calculation. Required parking is based on 1 space per
2,000 square feet of site area. 338,826 s.f. / 2000 = 170 spaces. Also please
differentiate between display parking and parking for patrons.
4. Please revise the vicinity map to reflect the new roadway development i.e. Prospect
Parkway.
5. Please provide a dimension control line from each building face to the property line.
6. Please dimension from all appropriate property lines the location of all signage. Be
advised that all signs must be setback a minimum of 10 -feet from all property
lines—for pole signs this is calculated from the cabinet of the sign not the pole itself.
While still on the topic of signage, you may only request two on -premise signs. You
show three types of signs on sheet 8 of the submittal. I recommend you provide an
alternative "monument" sign design in case P & Z or Council asks that you do so—
which I expect they will.
Lastly, I spoke to you earlier this week about the large wall/roof sign #5 on sheet 7.
You will need to slide it down below the 24 -foot roof line. You must also absolutely
ensure that this painted sign does not exceed 25 percent of the entire wall surface.

7. Label the elevation sheet for the parts distribution facility.
8. A comment has been made relative to the size of the current Hummer vehicle and
the standard 9' by 18' parking space. Is this enough room to adequately park and
display the Hummer?
9. Ron—please place a note on the site plan relative to the maintenance of the existing
Arlington -Grapevine road until such time that Prospect Parkway and Stone Myers
Parkway is completed.
10. Please show a 5 -foot sidewalk adjacent to Prospect Parkway. You will be required
to escrow monies relative to a 5 -foot sidewalk along William D. Tate Avenue.
11. Please dimension the distance from the drive access off of Prospect Parkway to
William D. Tate Avenue.
The above comments must be reflected in the revised submittal, which is due by
Wednesday, June 13th at 12:00 p.m. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) mylar of each sheet
two (2) folded blueline copies of each sheet
forty (40) reduced, sorted, and collated copies at 11" x 17" three hole punched,
stapled, collated, and z -folded (fold the right edge to the left edge and then
fold the right edge in half to form a z -fold).
If the correct revisions and appropriate submittals are received by the Department of
Development Services by the due date, you will be scheduled for the June 19, 2001 joint
public hearing at 7:30 p.m.

You received this notice because you are a property owner within 200 feet of the
subject tract of land as shown by the most recent City -approved tax rolls. If you can
not or do not wish to attend the hearing, the attached form is provided for your
convenience.
If owners of more than 20% of the property within 200 feet of the subject tract object
to the case, a 3/4 vote of the City Council is required to approve the request. To be
considered a part of the area property owners that object, the attached form, or a
written response must be returned to the Department of Development Services no
later that 5:00 p.m. on the day preceding the public hearing.
You may appear in person during the public hearing to state your opinion
concerning the request in lieu of a written response however, your in-person protest

Purpose of Request:
The public hearing is to consider an application submitted by Ron Hamm for property
proposed to be platted at Lot 2, Block 1, Classic Hummer Addition and generally located
at the northwest corner of William D. Tate Avenue and Prospect Parkway. The applicant
is requesting a conditional use permit to allow for new and used automobile sales and
service in conjunction with a Hummer dealership. The property is zoned "CC" Community
Commercial District and is owned by Tom Durant.

The subject property is located at 2501 William D.
T Tate Avenue and is proposed to be platted as Lot 2,

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to establish and automotive dealership
with the sale and repair of new and used vehicles.
This proposed Hummer dealership will contain a 19,952 square foot show room and sales
area for the Hummer franchise. The owner, Mr. Tom Durant, also proposes to relocate his
fleet sales office from the Classic Chevrolet location at William D. Tate Avenue and State
Highway 114 to this site. The parts inventory warehouse for his GM product line is also
proposed for this location.
The applicant proposes two pole signs for this request—one just north of the main
entrance off of William D. Tate Avenue and the other just north of the William D.
Tate/Prospect Parkway intersection.

PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District and is undeveloped.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and the property to the north were rezoned from 1-1 ", Light Industrial
District to "CC", Community Commercial District during the 1984 Citywide Rezoning. C000-
43, allowing the development of a Corvette Museum on the site located to the north, was
approved on September 19, 2000.
The Stone property, located to the west and south, was not zoned when it was a part of
unincorporated Tarrant County. When the property was annexed into the City on July 20,
1993, it was automatically zoned "R-20" Single Family. Zone Change Z98-19, approved
in August 1998, rezoned a portion of the A.C. Stone Tract from "R-20", Single Family
District to "LI", Light Industrial District for the development of Frank Parra Dodge. CU99-78
was approved on June 20, 2000 allowing for the development of the Frank Parra Dodge
dealership. Zone Change 99-10 was approved on January 18, 2000, rezoning the
remaining Stone property from "R-20", Single Family District to "CC", Community
Commercial District, "LI", Light Industrial District and "BP", Business Park District. A
conditional use request (C000-45) for an automotive dealership (Audi) was considered on
this site at the November 21, 2001 meeting but was denied.

AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the "Aircraft
Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. In "Zone B" the
following uses may be considered only if sound treatment is included in building design:
multifamily apartments, motels, office buildings, movie theaters, restaurants, and personal
and business services. Single family residential and sound sensitive uses such as schools
and churches should avoid this zone. The applicant's proposal is an appropriate use in

The Master Plan designates the subject property as Commercial land use. The applicant's
request is in compliance with the Master Plan.

Classic Chevrolet has rapidly grown to become one of the largest Chevrolet dealerships
in the nation. Classic currently ranks number one in the Metroplex, number three in the
Southwest region and number six in the nation. The relocation of Classic Chevrolet to
Grapevine nine years ago has proven to be a great success for Tom Durant and the City
of Grapevine.
In November of 2000, Tom Durant was awarded the Hummer dealership franchise, one
of only five in the State of Texas. The Hummer, or high mobility multi-purpose wheeled
vehicle, was developed for the military. Its ability to traverse hazardous terrain is
unmatched and has made the vehicle famous. The popularity and demand by the general
public led General Motors to acquire the Hummer brand and exclusive marketing rights
from A.M. General of South Bend, Indiana. Mr. Durant is presently selling the vehicles
out of his Classic Chevrolet location. The long-term plan to sustain sales includes the
introduction of the H2 model in April of 2002. This model will be a sports utility vehicle
to compete in the S.U.V. market. An additional model, the H3, will be introduced in
April of 2005.
As you will see in the submittal package and during our presentation, the building design
is as unique as the vehicle itself, and will be the first prototype to be built in the United
States. The half round shape of the building is made of materials as rugged and durable
as the vehicle. Site improvements include a series of berms and extensive landscaping at
the front of the property, which will visually screen the vehicle inventory along Highway
121. An obstacle course with natural features and materials will be incorporated into the
site for test-driving the Hummer.

This site also offers Tom Durant the ability to relocate two of his profit centers from
Classic Chevrolet. The commercial specialty vehicles or fleet sales will be relocated to
the Hummer site and will occupy a building of its own, which will help alleviate the
overcrowding of vehicles at Classic Chevrolet. The building design will be compatible to
the Hummer facility and be enhanced by some of the same site features described earlier.
Mr. Durant will also relocate his parts inventory to the new location. A warehouse will
be built at the rear of the property for the distribution of parts for Classic Chevrolet and
Classic Hummer.
As we study the use of land in this area, we find that the construction of a dealership will
blend well with surrounding development. The project will be unlike any other business
in Grapevine. We are not just another car dealership. This project incorporates a
significant sales tax generator from the part sales building on the rear of the property and
essentially will be two dealerships in one. The project will also be a destination location
due to the premier nature of the project, the novelty and popularity of the Hummer and
the unique landscaping we will be installing. As a result, the project will be a visual
improvement to the immediate area.
Our proposed use, in comparison to big box warehouses that increase truck traffic on
already congested public streets, should be preferred. Our project will bring shoppers to
town, and will provide a higher level of free advertising for Grapevine than virtually any
other business.
We believe the development improves property value in this area by attracting new
customers and providing another reason to travel to this somewhat difficult to access
commercial property.
Mr. Durant has already purchased this property with the intent to build the same quality
business that Classic Chevrolet is for Grapevine. We vividly remember how the City of
Grapevine welcomed Classic Chevrolet to town and recognized it for its economic impact
on the community. Mr. Durant has a proven track record of being a good neighbor and
an active supporter of Grapevine, its projects and its goals. He will strive to make the
dealership a continuation of the great success at Classic Chevrolet.

Attached please find the revised drawings reflecting the revisions listed in your letter
dated June 6, 2001. The revisions are a result of your comments items 1 — 11. As
requested by you, I have also enclosed the letter from Tom Durant regarding the future
expansion of S.H. 121. With regards to comment item 8, the Hummer is 7'-2" wide by
15'-6" long and can adequately be parked in a standard parking space.

Re: Classic Hummer Addition
Dear Mr. Hardy:
As a response to a city comment for Conditional Use Request CU01-27 we acknowledge
that the Texas Highway Department may widen Highway 121 in the future. The amount
of right-of-way to be purchased along the front of my property has not been determined
but has been speculated to be 90'. I acknowledge that the site improvements that are to be
made in the 90' R.O.W. allowance will be removed if and when highway construction
begins. We have made allowances in our site plan design for the potential purchase of
the right-of-way by moving the buildings well beyond the required setbacks and laying
out future parking patterns.
Please let me know if any additional language is needed in this letter and I look forward
to presenting our proposal on June 19th.
