will be placed on the agenda for public hearing at the discretion of the staff, Based on the sirs
of the agenda, your applicationmaybe scheduled to a later date.

Public hearings may be continued to the next public hosting. Public hearings will not be

Any changes to a site plan (no matter how minor or major) approved with a conditional use or
a special use permit can only be approved by city council through the public hearing process,
Any application for a change in zoning or for an amendment to the toning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. !f after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all riling fees. The application,
along with the required filing Ibe may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

DESCRIPTION OF CONDITIONAL USE
FRANK PARRA AUTOPLEX !
Frank Parra Autoplex, Inc. is proposing to expand the 11.35 acres that was approved for
a Dodge dealership in July of 2000 with the addition of four acres for a Mitsubishi
dealership. The Mitsubishi dealership will contain facilities for new and pre -owned
vehicle sales, as well as facilities for vehicle service and repair.
All aspects of the proposed expansion have been coordinated with the previously
approved site plan. All vehicular circulation has been integrated with the existing
dealership, and no new curb cuts onto either Williams D. Tate Avenue (S.H. 121) or
Prospect Parkway are proposed.
The site design, to the best of our knowledge, meets all requirements of the City of
Grapevine Zoning Ordinance, including open space and landscaping provisions.
The proposed use will cause no substantial harm to the value, use or enjoyment of other
property in the neighborhood. This is an area that is either developed or developing with
LI Light Industrial district uses. As mentioned above, the Dodge Dealership immediately
to the north was approved in July of 2000. The closest significant development to the
south, roughly 800 feet away, is the Pavestone manufacturing plan.
The proposed use will add to the value, use and enjoyment of other properties in the
neighborhood by expanding the employment base which supports other retail and
commercial establishments in the area. The proposed expansion will also produce
additional customer trips to and from the site, which will be an impetus to further
development in the area.

6. There are some errors in the Site Data Table shown on the site plan:
a. In the "Required" Column —
jThe maximum building coverage should be 334,219 sq. ft.;
The minimum 15% open space calculation should indicate a minimum of
100,265.7 sq. ft. of open space is required for this site; and
The maximum allowable impervious area for this site should be shown as
568,172.3 sq. ft.
b. In/e "Provided" Column —
The percentage of open space provided should be 11.7%; and

Please correct these errors.
/The amount of open space shown in the Site Data Table on the site plan is not the
me as shown on the landscape plan. Please correct this discrepancy.
Please include elevations of any proposed signage. The elevations should include
dimensions of height, width, depth and total square footage. Please note that the sign
regulations do not allow flashing signs, rotating or moving signs, animated signs, signs
with moving lights, or signs that create the illusion of movements shall be permitted.
A sign on which the current time and/ or temperature as indicated by intermittent
lighting shall not be deemed to be a flashing sign if the lighting changes are limited to
numerals indicating the time temperature or message and do not change more
frequently than every 15 seconds.
Please note on each elevation sheet that all the sign regulations of Section 60 shall be
met. Please note that 25% of each wall may contain a wall sign.

The following are comments associated with the initial review of the above referenced
site plan. Future plan submittals are subject to further review and therefore may result
in additional comments. The applicant will need to complete the following:
Site Plan:
• A right -turn lane should be provided at the intersection of SH 121 Service Road and
the driveway to the site on the Service Road. The turn pocket should be 12 feet
wide, with a storage length of 50 feet and a transition length of 50 feet.
• A signing and striping plan should be provided as part of the construction design
plans.
• Entry/security gates should be approved by Fire Marshal prior to construction.
Water and Sewer Plan:
• Extend 10" waterline south to Stone Myers Parkway.
• Relocate fire hydrant on southeast portion of the lot to a proposed median. Revise
utility easement to reflect change.
Grading and Drainage Plan:
• Show sizes of proposed curb inlets.
• Show closest drainage inlet to the south of the property. Explore option of tying into
an existing inlet to the south versus the proposed 30" RCP across TXDOT right-of-
way.

PROPERTY LOCATION AND SIZE:
The subject property is located at 2800 William D.
Tate Avenue and platted as Lot 1, Block 1, Frank
Parra Autoplex Addition. The addition contains
15.345 acres. The property has approximately 691
feet of frontage along William D. Tate Avenue,
approximately 111. 11 feet of frontage along future
Prospect Parkway and 226.35 feet of frontage along
future Stone Myers Parkway.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a revision of the approved site plan of CU99-78 (Ord. No. 2000-
68) for an automotive dealership with sales and service of new and used vehicles,
specifically enlarge the site and add a second automotive dealership with sales and service
of new and used vehicles and a second twenty -foot pole sign.
The applicant is proposing to incorporate four -acres located to the south of the current site,
into the previously approved 11.4 -acre dealership, for the purpose of adding a Mitsubishi
dealership to the Dodge dealership currently under construction. The applicant is also
requesting an additional twenty -foot pole sign to be located in the northwest corner of the
proposed Mitsubishi dealership site.

TXDOT has indicated that a total of 75 -feet of right-of-way may be necessary for the future
widening and realignment of the State Highway 121 and 114 interchange. The applicant
has provided enough room along the western side of this site to accommodate the right-of-
way requirement and still provide the necessary thirty-foot wide landscape buffer and the
required parking. A note has been placed on the site plan indicating that any required
parking removed as a result of the widening of the highway will be replaced with display
parking.
PRESENT ZONING AND USE:
The property is currently zoned "PID", Planned Industrial Development District. The
previously approved portion of this site is currently under development, with the remaining
four acres vacant.
The subject property and the property to the south were rezoned from the "R-1", Single
Family District to "PID", Planned Industrial Development District during the 1984 City
Rezoning. The property to the north was rezoned from 1-1", Light Industrial District to
"PID", Planned Industrial Development District in 1984. Zone Change Z86-15 rezoned the
northern portion of the site from "PID", Planned Industrial Development District to "CC",
Community Commercial District. The property to the east was rezoned from "I.D.A.",
Industrial District Authority to "R-20", Single Family District after the 1984 Rezoning. The
property to the west was rezoned from "R-1 ", Single Family District and "C-2", Community
Business District to "R-20", Single Family District and "CC" Community Commercial District
in the 1984 Rezoning. The site was again rezoned in January 2000 (Case No. Z99-10,
Ord. No. 2000-03) changing the zoning to "CC", Community Commercial District. Zoning
Case Z98-19 (Ord. No. 98-100) was approved in August 1998, changing the zoning of the
northern portion of the site to "PID", Planned Industrial Development. Conditional Use
CU99-78 (Ord. No. 2000-68), for an 11 -acre automobile dealership was approved for the
northern portion of the site in July 2000.

The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.

This letter is to verify that your request for a conditional use permit located 2125 Ira E. Woods Avenue and platted
as Lot 3, Block 1, DFW Business Park, to amend the previously approved site plan of CU99-78 (Ord. No. 2000-68)
for an automotive dealership with sales and service of new and used vehicles, specifically to enlarge the site and
add a second automotive dealership with sales and service of new and used vehicles and a second twenty -foot pole
sign, as shown on the approved site plan, was approved by the City Council on June 5, 2001. Copies of the
approved plans and Ordinance 2001-46 are enclosed.
On April 17, 2001, the Planning and Zoning Commission, recommended the City Council approve the request.
Any changes to a site plan approved with a conditional use or a special use (no matter how minor or major)
can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on which the City
Council grants the Conditional Use, unless within such one (1) year period: (1) a Building Permit is obtained and
the erection or alteration of a structure is started, or (2) an Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written application, without
notice or hearing. No additional extension shall be granted without complying with the notice and hearing
requirements for an initial application for a Conditional Use Permit.

The Conditional Use Permit for Frank Parra Dodge was approved by the City of Grapevine in
July, 2000. Construction is presently under way on this 90,918 square foot showroom /
service center, and completion is scheduled for July of this year.
Frank Parra Autoplex, Inc. is proposing to expand the previously approved Dodge dealership
with the addition of a 22,536 square foot Mitsubishi showroom /service center.
All aspects of the proposed expansion have been coordinated with the previously approved
site plan. All vehicular circulation has been integrated with the existing dealership, and no new
curb cuts are proposed onto either William D. Tate Avenue or Prospect Parkway.
As requested by the City staff, we are revising the previously approved site plan to provide a
200 foot deceleration lane to the driveway accessing William D. Tate Avenue. We are also
providing for all buildings to be set back over 220 feet from the current front property line in
anticipation of the future widening of State Highway 121.
The site design, to the best of our knowledge, meets or exceeds all requirements of the City
of Grapevine Zoning Ordinance, including open space and landscaping provisions.

Frank Parra Autoplex, Inc, anticipates the Dodge dealership will employ approximately 100
people, including sales personnel, office staff and service technicians. The proposed Mits i�i*NN/tV
dealership will employ an additional 30 people.
In addition to the economic impact generated by the employment, the development will also
generate significant tax revenue for the City of Grapevine, Tarrant County and the Grapevine-
Colleyville Independent School District. The Frank Parra Autoplex Chevrolet / Mitsubishi
facility in Irving is of a similar magnitude to the facility proposed in Grapevine. The following is
a summary of the taxes paid in Irving by Frank Parra Autoplex, Inc. in 2000:
