SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A
WORKFORCE MANAGEMENT SYSTEM ANNUAL CONTRACT
City Council to consider approval of a resolution for the purchase of a workforce
management system annual contract from Kronos, Inc. through a Cooperative
Purchasing Agreement with U.S. Communities.
FUNDING SOURCE:
Funding for this purchase is currently available in account 100-44540-210-1
(Professional Services) in the amount not to exceed $48,655.75.
BACKGROUND:
This purchase will be made in accordance with an existing Cooperative Purchasing
Agreement with the Government Purchasing Alliance, U.S. Communities, as allowed by
the Texas Local Government Code, Section 271.102, Cooperative Purchasing Program.
Bids were taken by the Cooperative and a contract was awarded to Kronos, Inc. The
annual contract includes two, one-year optional renewals. The Purchasing and Fire
Department staff reviewed the contract for specification compliance and determined that
the contract would provide the best service and pricing for meeting the needs of the City.
This request is for automated payroll software that will effectively replace the paper
based manual system and will integrate with the City's Stw, Inc. payroll software. This
software purchase was included in the FY14 Budget. It is web based and will manage
the Fire Department's daily roster which includes real-time station/apparatus staffing as
well as the tracking of employee vacation, comp time, holiday, and sick time usage.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A
WORKFORCE MANAGEMENT SYSTEM FOR THE FIRE
DEPARTMENT THROUGH AN ESTABLISHED
COOPERATIVE PURCHASING AGREEMENT WITH U.S.
COMMUNITIES AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program with other qualified entities in the State of
Texas; and
WHEREAS, the Government Purchasing Alliance, U.S. Communities, is a qualified
purchasing cooperative as authorized by Section 271.102 of the Texas Local Government
Code; and
WHEREAS, the City of Grapevine, Texas has established a Cooperative Purchasing
Agreement with the Government Purchasing Alliance, U.S. Communities and wishes to use
established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Government Purchasing Alliance, U.S. Communities has
established a contract with Kronos, Inc., contract #14-JLR-003, Workforce Management
System; and
WHEREAS, the City of Grapevine Fire Department has a need to replace a manual
workforce management system with an automated system.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of a workforce management system from Kronos, Inc. through a Cooperative Purchasing
Agreement with the Government Purchasing Alliance, U.S. Communities for an annual
amount not to exceed $48,655.75.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said products and services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 15th day of July, 2014.
