placed on the agenda for public hearing at the discretion of the staff. Based on the size of the
agenda, your application may be scheduled to a later date.

Any application for a change in zoning or for an amendment to the zoning ordinance shall have,
from the date of submittal, a period of four months to request and be scheduled on an agenda
before the Planning and Zoning Commission and City Council. If after said period of four months an
application has not been scheduled before the Commission and Council said application shall be
considered withdrawn, with forfeiture of all filing fees. The application, along with the required
filing fee may be resubmitted any time thereafter for reconsideration. Delays in scheduling
applications before the Planning and Zoning Commission and City Council created by city staff
shall not be considered a part of the four month period.

1. Please add case number CU11-12, the case name and location to

2. Please replace note #1 on sheet A-1 with the following:
Conditional Use Request CU11-12 is a request to amend the
previously approved site plan of CU08-16 (Ordinance 2008-35)
for an existing automotive dealership with sales and service of
new and used vehicles and a 40 -foot pole sign, specifically to
allow a 6,301 square foot addition to the new car sales building,
a 1,537 square foot addition to the pre -owned care sales
building and the addition of a 1,871 square foot car wash.
3. Please contact the City of Grapevine Fire Marshall (Randie
Frisinger) at (817) 410-3482 to discuss fire prevention requirements
for the proposed additions.
4. Please provide the size and elevation of the pylon sign.
5. Please contact John Robertson in Public Works/Engineering at (817) 410-
3136 regarding an easement for the fire prevention requirements.
The above comments must be reflected in the revised submittal,
which is due by Tuesday, May 31st at 12:00 p.m. for the June 21st
joint public hearing. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) mylar of each sheet (minimum size 22" x 34")
one (1) colored version of landscape plan (without text) on 11" x 17" or a
digital version of the same
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU08-16 (Ord. 08-35) approved at the July 15, 2008 meeting
for an automotive dealership with sales and service of new and used vehicles,
specifically to allow a 5,329 -square foot expansion to the new car sales building, a
1,537 -square foot expansion to the pre -owned car sales building and the addition of a
new 1,871 -square foot car wash and take any other action necessary.
BACKGROUND INFORMATION
Originally, Conditional Use Request CU99-72 (Ord. 99-184) was approved at the
December 21, 1999 meeting to allow for the development of an automotive dealership
(Don Davis Jeep/Chrysler) with sales and service of new and used vehicles along with a
18,950 square foot service building and a 40 -foot pole sign. The Site Plan Review
Committee at their July 25, 2006 meeting approved Conditional Use Request CU06-28
(Texas Nissan of Grapevine) to replace a 40 -foot pole sign with a 35-foot,150-square
foot pole sign.
At the September 18, 2007 meeting Conditional Use Request CU07-26 (Ord.07-53)
approved a 1,964 -square foot expansion to the new car sales building which was never
constructed. Conditional Use Request CU08-16 (Ord. 08-35) was approved at the July
15, 2008 meeting to allow for a 6,112 -square foot addition to the new car sales building,
a 1,079 -square foot addition to the used car sales building and the addition of a new
2,040 -square foot car wash which were never constructed.
With this request the applicant proposes to add a 5,329 -square foot expansion to the
new car sales building, a 1,537 -square foot expansion to the pre -owned car sales
building and a new 1,871 -square foot car wash within the southeast quadrant of the
subject site. The proposed addition to the new car sales building will enlarge the new
car sales building to 13,779 -square feet and will expand the showroom and increase the
amount of available office space. The proposed addition to the pre -owned car sales
building will enlarge the pre -owned car sales building to 4,663 -square feet and will
provide an expanded sales area. The new stand alone car wash will be used for
customer vehicles. The proposed changes to the subject site will displace 45 parking
spaces. The total parking provided of 491 spaces exceeds the minimum number of 150

required parking spaces for the use on the subject site. Two landscaped areas totaling
1,154 -square feet are being added adjacent to the northeast and northwest quadrants
of the subject site to mitigate landscaping displaced adjacent to the new car sales
building.

This letter is to verify that your request for a conditional use permit located at 1401 West State
Highway 114 and platted as Lot 1 R, Block 1, Regency Center Addition, to amend the previously
approved site plan of CU08-16 (Ord. 08-35) for an automotive dealership with sales and service of
new and used vehicles, specifically to allow a 5,329 -square foot expansion to the new car sales
building, a 1,537 -square foot expansion to the pre -owned car sales building and the addition of a
new 1,871 -square foot car wash was approved by the Site Plan Review Committee on August 3,
2011. A copy of the approved site plan is enclosed.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

automotive dealership with sales and service of new and used vehicles. The intent of the CUP
request is specifically to allow a 5,329 -square foot addition to the new car sales building, 1,537
square foot addition to the used car sales building, the addition of a 1,871 square foot car wash,
and the remodel of the exterior building elevations to comply with Nissan image requirements.
The proposed Conditional Use will not cause substantial harm to the value, use or enjoyment of
other property in the neighborhood, as it is an addition to the existing quality automotive
dealership. Any future expansion is to be completed with the same quality and care as the
existing dealership, and would therefore add to the appearance of the area rather than detract
from it.
