I reside at 1408 Savannah Ct and I represent eleven other homeowners that currently live in this cul-de-sac, which we call the Savannah Ct. community. I wanted to express two of our concerns regarding the application submitted by Crown Architecture & Development LLC for property located at 1414 North Dove Road (CU20-01 /PD 20-02/Ordinance N0.2020-035 (the Dove Rd Country Store. Our first concern is regarding the light brightness currently in existence. The current light fixtures at the top of the building structure face the premises of the property where the gasoline pumps currently exist. The problem for us, as a community, is that the bright illumination of these lights shine past the property and directly into our community. We have had to endure this brightness for quite some time, although they were not fixated when we moved in to the community. They are on all through the evening hours and slightly past midnight. We believe that if these lights were positioned from the N Dove Rd curbside(facing the store property)and shining towards their premises, we would not object to this. Our second concern, is that if they plan to build a drive-thru window, how will it affect our traffic congestions on N. Dove Rd, especially when all twelve homeowners'only enter/exit is on N Dove Rd. Has there been a traffic study regarding this matter. Thank you for your time and consideration on this matter. In addition, we appreciate that you accepted our concerns at this time. Our home address is 1405 Savannah Court, which is across the street. We only recently learned of this hearing scheduled for August 18, 2020 after we moved into our home and we respectfully request that you consider our below written comments as we do not have time to submit a form to the city P.O. Box by August 17 as stated on the hearing notice. The Store/Station is poorly maintained and is an eyesore that detracts from the community. The Store/Station appears to draw mostly business from outside the immediate area, including visitors to and from Lake Grapevine and Oak Grove Park. We trust the leadership of Grapevine to make sound decisions to improve and maintain the appearance of this wonderful community. Attracting "substantial trade from outside of the neighborhood" is not consistent with the "CN" zoned district,which is intended to serve the immediate neighborhood. See Section 24 ("Purpose"). There is a serious question as to why this Store/Station would qualify for the special/conditional permits it requires to operate primarily to sell alcohol in a residential area. We do not oppose upgrades to this property, as they are long overdue. We must respectfully suggest, however, that the City Council should very carefully consider and deliberate on what modifications and limitations should be pernutted and/or required in connection with the suliject application. Fundamentally, we respectfully request that the Store/ Station should not be exempted from the important buffers, setbacks, landscaping, and other requirements explicitly set forth in the Zoning Ordinance. The Store/ Station is adjacent to residential neighborhoods and is near parks that are used and enjoyed by the residents of Grapevine. The beauty and value of the surrounding area--important to many specific homeowners and to the city at large--is in your hands. Any improvements that are permitted, therefore, should comply with all requirements to screen from view all trash receptacles, A/C units, and other equipment as required. Currently, for example, the trash dumpster on site is visible from Dove Road (it is screened from the other street, Dove Loop Road). Ixnportantly, we also respectfully submit that the Store/ Station should comply fully with all setbacks and buffer requirements, as those requirements are necessary to protect the appearance and value of the surrounding area. See, for example, Ordinance Sections 24(F), 24(G), 24(H), and 24(M). Currently, all ingress and egress to the Store/ Station occurs across the street from our residential neighborhood, and our residents received a Notice of Hearing as "a property owner within 200 feet of the subject tract of land" and the Store/ Station. In particular,please enforce and require that the Store/ Station erect an appropriate fence and landscaping around the property. Such a "Buffer Strip" is expressly required as set forth in Section 24(M)(4) to screen the CN zoned property from our residential neighborhood across the street(Dove Road). Appropriate setbacks, 1 . fencing, and landscaping also are essential to preserve the appearance of the area and enforce the letter and spirit of the Zoning regulations. See also Section 24(M)(6). Finally, we note that the presence of federally registered underground fuel storage tanks on the property potentially raises important environmental concerns and compliance issues, and we request that the Store/ Station be required to provide proof of compliance with all local, state, and federal environmental laws and regulations, applicable to the application and/or all work that is planned or that may need to be added for purposes of full compliance by the owner of the Store/Station. Again, thank you for your time in accepting and considering the concerns of local residents who stand to be directly impacted by this application. We sincerely appreciate your service and leadership as you determine how best to proceed and take appropriate steps to protect the residential neighborhoods and homeowners in the surrounding community.
