� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING STAFF TO
PROCEED WITH THE EXECUTION OF A NORTH CENTRAL TEXAS
COUNCIL OF GOVERNMENTS (NCTCOG) GRANT FOR A
COMPOST MARKET DEVELOPMENT AND TRAINING PROGRAM;
AUTHORIZING THE CITY MANAGER OR HIS DESIGNATED
REPRESENTATIVE TO ACT AS THE CITY'S CHIEF EXECUTIVE
OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL
MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE
COMPOST MARKET DEVELOPMENT & TRAINING PROGRAM;
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City has identified needs related to education of solid waste
reduction, minimization and marketing; and
WHEREAS, the Compost Market Development & Training Project will assist in
educating nursery professionals and surrounding cities on composting; and

WHEREAS, it is necessary and in the best public interest, health and welfare that
� the City apply for funding under the 1996 North Central Texas Council of Governments
(NCTCOG) Solid Waste Grant Program.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble of this resolution are true and
correct and are hereby incorporated into the body of this resolution as if copied in their
entirety.
Section 2. That the City endorse a proposal approved for funding under the
NCTCOG Solid Waste Grant Program.
Section 3. That the City Council supports the activities as set forth in said proposal.
Section 4. That the City Council directs and designates the City Manager or his
�* designated representative as the City's Chief Executive Officer and Authorized
Representative to act in all matters in connection with this grant and the City's participation
in the Compost Marketing Development & Training Program.

Section 5. That this resolution shall take effect from and after the date of its
passage.
