� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, APPROVING THE LAND USE
ASSUMPTIONS THAT WILL BE USED TO DEVELOP A
CAPITAL IMPROVEMENTS PLAN PURSUANT TO WHICH A
WATER AND WASTEWATER IMPACT FEE MAY BE
IMPOSED; DIRECTING THAT THE CAPITAL
IMPROVEMENTS PLAN BE DEVELOPED BY FREESE AND
NICHOLS, INC., IN ACCORDANCE WITH TEX. REV. CIV.
STAT. ANN. ART. 1269j-4.11 AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, Texas Local Government Code, Chapter 395, Sections 395.001 -
395.080, provides a procedure for enabling municipalities to enact impact fees; and
WHEREAS, the City Council of the City of Grapevine, Texas (the "City") has
heretofore appointed an advisory committee in accordance with Section 395.058 of

the Texas Local Government Code, Chapter 395; and
WHEREAS, the City intends to impose water and wastewater impact fees and
+�� established a public hearing date to consider land use assumptions within the
designated service area that will be used to develop the capital improvements plan;
and
WHEREAS, on May 6, 1997, the City Council of the City of Grapevine, Texas,
(the "City") held a public hearing, after proper publication of notice as required by Tex.
Rev. Civ. Stat. Ann. Art. 1269j-4.1 1 , to consider land use assumptions that would be
used to develop a capital improvements plan pursuant to which a water and
wastewater impact fee may be imposed; and
WHEREAS, at the public hearing, all members of the public were given the right
to appear and present evidence for or against the land use assumptions; and
WHEREAS, the City Council has determined that it is in the best interest of the
City to approve the land use assumptions; and
WHEREAS, this resolution is being adopted within thirty (30) days from the date
of the public hearing at which the land use assumptions were considered.

� NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
,�, Section I. That all matters in the preamble of this resolution are hereby
incorporated into the body of this resolution, as if fully stated herein for all purposes.
� Section 2. That the City Council hereby approves the land use assumptions, a
copy of which is attached hereto as Exhibit "A" and incorporated herein for all
purposes, that will be used to develop a capital improvements plan pursuant to which
a water and wastewater impact fee may be imposed.
Section 3. The City Council hereby directs that the capital improvements plan
be developed by Freese and Nichols, Inc., in accordance with Tex. Rev. Civ. Stat. An.
Art. 1269j-4.1 1 . .
Section 4. That this resolution shall take effect immediately from and after the
date of its passage.

PurFose
The purpose of land use assumptions,as required by the State Impact Fee Legislation, is tro serve
as the basis for p�vjecting the capital improvements that will be necessary to serve the City of
Grapevine for the ten year planning pexiod of 199b to 2006. The land use assumpCions are
es�nates and prajections of growth in �e reside�tial and commer�cialfindustrial as�eas of the city
that will create a demand on the City's watu and wastewates facilities. Tltese increased demands
will in same instances neaessitaie impravements or uggrades t�o the existing systems. Accurate

projections of the inc�ased demand c�n be utili�ed to allocate the ma,jority of the costs associated
with n�e�ssacy improvements to the new resideuts ar businesses that will create those needs The
����� passing vf these costs on to new development is accamplished by means of an Impact Fee.
ASSUMPTION N0. 1: x'. t'ng�pulation (lan 1 19961
Current efforts dirocted toward the development of an existing population estimate for Jan. 1, 1996
were conductsd in 000rdinatian with G�-apevine P�anning Staff effats. The Planning Staff of
Gtapevine has prepared total population estimates and projections for the City. Our efforts were
oonductod with the knowledge of the City's established figures but were develaped using a
different mdhodology. The result of our populatioa 1996 populaiion estimate was within 500
persons of the Staff e,stimate, which is a good ceirelation of daia. 'Therefore, the 1996 population
estimate was calibrated to match �e City's established poQ�ilation number. 'I�e population
estimate for Jan. 1, 1996 is 33,358. A breakdown of this total inoo residential types is as follows:
Low Density (Single Family): 27,378 pea�sons
High Density(Multi-Family): 5,980 persons

In addition to providing a population estimate foc Jan. 1, 1996 for the City of Grapevine prog�er,
the pc�wlatioris were also disaggregated intn service planning ar,evs (SPAs). SPAs are ar�eas of
land that rep�resent a particular drainage area within the City of Grapevine. Various defined
characxa�isfics of the SPAs allow the engineers to determine water demands and wastewater flows
which will subsequently define pipeiine sizes and other improvemertts n� The di�ggregated
total population f� tite G�ty of Ga�evine is provided in the table titled C�ty of Grapevine -
Exisring PopulQtion (Jan 1, 19516)Acronding to Planning Ar�as.

Future gopu]ation projections for the City of Gaapevine u�re obtained by determining che
residential status of va�cant land and applYing a�Pp�priate unit per acxe and persons per unit
multipliets. Data obtained fram the building ins�ection dep�nent of the City provided an
acx,ounting of residential lots that have boen platted but not yet build upon. In ad�rion, the area oF
�,u:� uncievelo�ped residential }and was obrained from 1"�00' s�cale maps pcepared by Freese and
Nichols, Inc.
A vari�}r of residenriat zaung distiricts ezists witfiin Grapevine. Densities vary from one (1)
dwelling unii par a�ne for the R-20 Resdenrial district to eight(8) dwelIing units per acre for the R-
5 Residential districL The pr�e�ominate iesidential z�orung district, regardin8 total area, within the
Ciry is R-7.5. Ttiis cListrict permits a maximum of four(4} dweliing units per acre.
However it is important to note that rarely does any restdeatial district actually yield the mazimum
lvts per a�afta develvpment The Cit}r of Grapevine De�artment of Community Devdapcnent
lias conducted studies that indicate the average density of R-7.5 deveiopntents to be approumately
3.4 units per a�cre. Since the majo�ity of developable land area is eitt�er zoned or planned for
residential developcnent oomparable to the R-7.5 zorung districi, the 3_4 unit per acne figure was
u9ed t�o detamine tfie number of umts t�o be allocated to all land planned for single family
residential purposes, regardless of curre�t zaiing. Similarly, the unit p� acne for multi-family
uses was assumed to be eighteen (18) units per acre, which is oomparable ta the RMF 2 (multi-
family) �oning�istrid.

Department of Community Developm�t and verified by the North Central Texas Council of
Governments. The multiplier use� to determine populations for single family use was 2.89
persons per uni� Historical data from the City indic�tes a occupancy rate for single family of
Ob.499b, which was used w develop populaiion esdmates and projections for eacti period In
additi�, the multiplier used tn det�nnine papulati,ons far multi-family dwellings was 1.99 persons
per uni� The occupancy rate for mula-family was also obtained from City data artd was 85.68�0.
Conversatians with representarives of Noith Cefltral Texas Council of Governmerit and
theGd�apevine Departn�t of Cammunity Developme�nt were in agreecnent that�multipiier were
reasonable r�tarions of occupancy for single and multi-famiiy residential units.
Utilizing the units per acre figures d�n'bed above m determine the wtal number of single family
and multi-family uaits and the pearsons per unit multiplie.rs for tt�se uses, a tutal popularion at
� buildout was determined to be 46,685 persons. The ulticnate (buildout} pogulation for the City of
,�„ Grapevine was then disaggreg,ared in to SPAs in atdes w det�ermine the esiimazed loading and
dernatids required far vvastewater and watet f�cilities. The disaggt�egate ultimate population fa� the
City of Grapevine is provided in the table titled G�ty of Gnapevine - Uttimate Population
Accorrling to Planm�g Areas
ASSL�p'i'ION NO. 3: 2006 Pu�ala 'on Proiection
The Depart�net►t of Community Deve]opment has projecbed populations aocv�ding tfl unit type
within the planning paiod of the Impact Fce Study. A listing of total populativa for the C�ty, for
each year until residea�tial buildout, is provided 'm the table fitled Population Dtstribution [o
U1tin�au Buildout (lan 1, 2009). These figiaes have be�n reviewed and appear to be consistent
with reant growth treud for the City of C�a�evine and repnesent a consistent rate of growth for the
�* rernaining period of time pria tn ultimate buildout of reside�rial units. Total papulation far the
City of GYa�evine is pnojacted to be 43,555 persons. The total 2006 population has been

ASSIJMPTION NO. 4� Eacistiag Non-Residential Land Use -
In arder to estimate the impa�ct of non-residential land use ou water demand and wastewater loads,
the area af non-residential land use within the Service Planning Areas was developed. This data
was developed fi-om aexial Pt�otogzaPhY data that was re�roduced hy computer as "planimetric"
mapping. This ma�ping indicated the location of buitdings and parldag facilities. Field
investigations and consultation with the De�utment of Community Develaptnent provided updated
data,which brought the ezisting non-resideatial development current to January 1, 1996.

Aa�rding to the existing land use analysis, 994 non-resicle�tial acres have beeu developed within
the Sexvice Planning Area. This development includes 683 acres of commercial/industrial use, 29
acc�ees of Hote]/Cv�arate Office uses, and 232 acres of governmental use (excepting the D�IF'W
airpo�t and U.S. Corps of Engineers areas) as indicaood in the table below titled .iaescription of
I.and Use by Acres for the City of Gmpevine.

ASSUMPTiON NO. 5: 1ltimate Non-Recidential Land UcQ
Grapevine has a substantial quantity of land area available fa non-resid�tial use. Ultimate
developme�nt would suppart app�ozimately 4,019 acres of commercial / industrial prapeaty, 59
acres of Hotel praperty, 182 a,cxes of Co�porate Offioe propaty, and 409 acares of Governmental
use property. In addition, approximately 12,415 arres is allocated for U.S. Corps of Fngineers
and DlFW IntQnational AirpozL �e ultimaie non-residenrial a�cres have been disaggcegated into
the Service Planning areas, which are indicaied on t�e table tided City of Grapevine - Non-
Reside�uiul Disiribution of Acres.
A.��UMPTION NO. 6: 2446 Non-Recidential L.and se
,,,� Commacial growth in the City of Grapevine has been aggressive in recent years. As resiciential
buildout nears completion,it is likdy that the grovvth rate far the undevelo�eci non-c�esidential land
� areas will inccease. It is very unlikely that pa4t commercial growth treads will be useful in
determining the future non-residential g�owth rate. Therefore, future non-residential growth for
the Caty of G�apevine was develvped by conducang an analysis of the individual Service Ptanning
Areas. Interviews were conducted with City staff inembers, who are closely involved in the
devcloprna�t prvcess of the City. Ftnm tfie.se int�views, each Service Planning anea was
evaluated and assigned a poteritial growth rate, based upon known development projects and
� poteniial development, which was deemed as being lik�ely. For service areas that did not
demonstrate rapid growth or which may have ti�e potential of little growth, a standard growth rate
develvpod farm hisooric employment tz�nds, as provided by NC'TC'OG were applied. The non-
resident'sa! acres of land for 2006 are pravided below in the table tided Acres of Non-Residuuial
