A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
"'�"' GRAPEVINE, TEXAS IN SUPPORT OF THE METROPORT
STATE HIGHWAY 1 14 PARTNERSHIP'S REQUEST TO THE
TEXAS DEPARTMENT OF TRANSPORTATION TO
EXPEDITE STATE HIGHWAY 114 IMPROVEMENTS AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, State Highway 1 14 (SH 1 14) is a roadway of regional significance
that provides a major travel corridor through the Metroplex area; and
WHEREAS, the reconstruction of SH 114 from Dove Road to BS 114-L is
included in the North Central Texas Council of Government's Transportation
Improvement Program (TIP) for Fiscal Year 2000 funding, and the North Central Texas
Council of Government's Mobility 2010 20-year long range plan and Regional
Thoroughfare Plan Update includes SH 1 14 as an improved freeway facility through
the City of Southlake; and
WHEREAS, on April 8, 1993 the Regional Transportation Council (the
�``�' Transportation Policy Body for the North Central Texas Council of Governments)
endorsed extending the Dallas-Fort Worth allocation of the National Highway System
� program, and included in the extension of the Urban Area and inclusion in the National
System program is SH 1 14 near Kirkwood Boulevard to IH 35 West; and
WHEREAS, the Cities of the Metroport area (the cities between the Dallas/Fort
Worth International Airport and Alliance Airport) and the surrounding municipalities
have experienced significant growth in development that is anticipated to continue
with projects such as the Texas Motor Speedway at SH 114 and IH 35 West, the
expansion of Maguire Thomas Partners' Solana development, and the continued
growth and development of Alliance, which contributes to the already existing high
levels of traffic on SH 1 14; and
WHEREAS, as part of the SH 1 14 improvement program, local area property
owners, in cooperation with local entities including area cities, have participated in the
SH 114 freeway program by providing schematic preparation, environmental
document preparation, and a successful public involvement and environmental
approval process; and
WHEREAS, cooperatively these communities and the private sector have
�, completed the environmental studies, provided more than $4.0 million of engineering
plans, and 520.0 million of right-of-way; and
� WHEREAS, SH 1 14 through Roanoke, Southlake, Trophy Club and Westlake
have a number of signalized intersections, which, with increasing traffic, contribute
to further congestion and motorist delay on the facility; and
WHEREAS, the identified strategic interchange improvements of SH 1 14 would
� alleviate congestion on the facility and allow for the improved flow of traffic and
increased safety of the traveling public; and
`�`� WHEREAS, the City of Grapevine has offered to contribute 55,000.00 to
Metroport SH 1 14 Partnership in order to assist in expediting the consideration of the
SH 114 improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1 . That all matters stated in the preamble of this resolution are true
and correct and hereby incorporated into the body of this resolution as if copied in
their entirety.
Section 2. That the City of Grapevine supports the efforts of the Metroport SH
114 Partnership to encourage Texas Department of Transportation (TxDOT) to
expedite strategic improvements to SH 1 14 from Grapevine to IH 35W.
Section 3. That the City of Grapevine urges TxDOT to respond favorably to the
^�� Metroport SH 114 Partnership's request to expedite the SH 114 improvements,
including the access roads, the Roanoke bypass, the interchange improvements on
,��, Kimball Road and Dove Road in Southlake, acquiring the identified right-of-way for the
interchange projects, and beginning the acquisition process to preserve the remaining
SH 1 14 right-of-way corridor through the City of Southlake.
