RESOLUTION NO. 95-13
,� �, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS URGING AND ENCOURAGING THE
GRAPEVINE-COLLEYVILLE INDEPENDENT SCHOOL
DISTRICT'S BOARD OF TRUSTEES TO PASS A
RESOLUTION RESCINDING ITS PRIOR ACTION TO TAX
CERTAIN TANGIBLE PERSONAL PROPERTY PURSUANT
TO THE TEXAS CONSTITUTION, ARTICLE 8, SECTION 1-J
AND THE TEXAS TAX CODE SECTION 11 .251 ; AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the Texas Constitution was amended by the voters of this State in
1989 by adding Article 8, Section 1-j (the Freeport Exemption Provision) that
authorized ad valorem tax exemption on certain tangible personal property (Property)
for the purpose of promoting economic development; and
WHEREAS, the Freeport Exemption allowed cities and school districts to tax the
property provided official action was taken before April 1 , 1990; and
"�b"� WHEREAS, both the City of Grapevine (City) and the Grapevine-Colleyville
Independent School District (School District) timely elected to tax the Property; and

WHEREAS, the City studied and analyzed fully and in depth the impact of the
decision to tax the Property and concluded that the City and its taxpayers would
benefit substantially in terms of encouraging economic development by providing a
tax exemption for such Property and the City rescinded its prior decision to tax such
Property with the passage of Ordinance 94-74 on September 20, 1994; and
WHEREAS, Tarrant county has elected to exempt the Property; and
WHEREAS, there are large amounts of undeveloped acreage in the City and in
the School District that would be enhanced in value and would be more attractive for
both expanded and new commercial and industrial development if the School District
also elected to rescind its prior action which action results in the granting of a tax
exemption for the Property; and
WHEREAS, the City Council of the City of Grapevine encourages and urges the
Board of Trustees of the Grapevine-Colleyville Independent School District to take
official action and grant the Freeport Tax Exemption.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:

Section 1 . That all matters stated in the preamble are found to be true and
correct and are incorporated into the body of this resolution as if copied in their
entirety.

Section 2. That the Board of Trustees of the Grapevine-Colleyville Independent
School District is respectfully encouraged and urged to take official action rescinding
its prior decision and to grant tax exemptions for certain tangible personal Property
pursuant to the Texas Constitution, Article 8, Section 1-j.
Section 3. The this resolution shall take effect from and after its passage.
