RESOLUTION NO. g4-57
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
,,�, GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING THE
CITY MANAGER TO NEGOTIATE AN AGREEMENT UNDER
CHAPTER 791 OF THE TEXAS GOVERNMENT CODE
BETWEEN THE DALLAS/FORT WORTH INTERNATIONAL
AIRPORT BOARD, THE CITIES OF DALLAS AND FORT
WORTH AND THE CITY OF GRAPEVINE FOR THE
PURPOSE OF ENCOURAGING AND PROMOTING
ECONOMIC GROWTH WITHIN THE AIRPORT'S PROPERTY
LOCATED WITHIN THE CITY LIMITS OF THE CITY OF
GRAPEVINE, WHICH AGREEMENT SHALL INCORPORATE
THE PRINCIPLES OUTLINED IN THIS RESOLUTION
WHEREAS, the Dallas/Fort Worth International Airport Board is the duly and
lawfully constituted and operating Board of the Dallas/Fort Worth International Airport
(the Airport), which Airport belongs to the Cities of Dallas (Dallas) and Fort Worth
(Fort Worth); and
WHEREAS, the Airport is located partially within the city limits of the City of
� ' Grapevine (Grapevine); and
��-• WHEREAS, since the Airport was first announced and considered in 1966, the
parties to this agreement have discussed the possibility of development and
construction of non-airport related commercial and industrial businesses within the
Airport's boundaries; and
WHEREAS, it is recognized that there are corporations and other businesses
that desire to locate and operate their businesses within the Airport's boundaries even
though the businesses are not airport related facilities; and
WHEREAS, the parties recognize and agree that development within the Airport
boundaries will bring jobs and employment to our region and that all parties to this
Agreement and other political subdivisions and citizens within our region will
substantially benefit from such development; and
WHEREAS, the burdens, expenses and responsibilities of providing additional
governmental services and infrastructure to any new development within the Airport's
boundaries will be allocated on a fair and equal basis by prorating the ad valorem
property tax revenues, city sales tax revenues and alcoholic beverage tax revenues
,,�:� generated by the new development; and
WHEREAS, the parties recognize and agree that for providing future
governmental services to the Airport, it is fair and equitable that certain future
revenues be prorated between the parties and that these mutual promises and
agreements between the parties represent reasonable and adequate consideration.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
��, Section 1 . That all matters stated in the preambles are found to be true and
correct and are incorporated herein for all purposes.
Section 2. That the City Manager and any designated officers, agents or
employees of the City by the City Manager shall proceed promptly to negotiate an
agreement with the Airport Board and the Cities of Dallas and Fort Worth, which
agreement incorporates the following provisions:
1) Delineation of an area of undeveloped property that lies within the city
limits of Grapevine and within the boundaries of the Airport as "the
Property" to be developed.
2) Establishment of an Airport Advisory Committee with representatives
from each entity.
3) Sharing of new tax revenues generated within the Property on a fair and
equitable basis.
Section 3. The City Manager shall report to the City Council the status of
�" negotiations on a regular basis.
