A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
� GRAPEVINE, TEXAS EXPRESSING CONCERN OF
FEDERALLY MANDATED REGULATIONS REQUIRING
ACTION BY LOCAL ENTITIES WITHOUT ACCOMPANYING
FUNDING AND PROVIDING AN EFFECTtVE DATE
WHEREAS, the Grapevine City Council is concerned about the across the board
water, wastewater, solid waste, resource decisions being impiemented at a Federal
level without regard to need or cost; and
WHEREAS, the Federal and State Governments have utilized a command and
control regulatory approach that has reached the point of diminishing returns as
agencies target smaller and smaller pollution sources demanding high capital
investment; and
WHEREAS, Federal and State agencies have not taken fiscal responsibility for
mandated requirements, requiring local rate increases not justified by cost/benefit
analysis; and

WHEREAS, the Grapevine City Council requests Federal and State consideration
,,,�„ for funding of mandated improvements as a result of legislation effecting
muni�ipalities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1 . That all the above premises are found to be true and are
incorporated into this resolution as if copied in their entirety.
Section 2. That the City of Grapevine requests the following actions be tal<en
by Federal and State Government prior to mandating regulations effecting delivery of
service:
A. A cost versus benefit evaluation be conducted to ensure effective
expenditure of rate payers' dollars.
B. Federal or State funding accompany Federal or State mandated rules and

�, Section 3. That this resolution shall tal<e effect from and after the date of its
passage.
