� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING
STAFF TO EXECUTE NECESSARY AGREEMENTS RELATED
TO A GRANT REQUEST TO THE TEXAS FOREST SERVICE
FOR A SMALL BUSINESS ADMINISTRATION TREE
PLANTING GRANT FOR A PROJECT TO BE UTI�IZED AT
OAK GROVE PARK BASEBALL COMPLEX IN GRAPEVINE,
TEXAS; GIVING NECESSARY ASSURANCES REGARDING
THE LOCAL COST SHARE OF SAID PROJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, it is the considered belief and opinion of the Grapevine City Council
that participation in the Small Business Administration Grant Program and the Texas
Forest Service will best serve the needs of the community; and
WHEREAS, the Grapevine City Council is of the opinion that such participation
in the Small Business Administration Grant Program may provide for the efficient use
of City resources; and

WHEREAS, the Grapevine City Council is of the opinion that providing for trees
� at Oak Grove Park Baseball Complex through the Small Business Administration Grant
Program will benefit the overall community; and
WHEREAS, the Grapevine Parks and Recreation Advisory Board supports and
endorses the application and project, and advises the Grapevine City Council to act ''
appropriately in proceeding with the project.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF I
GRAPEVINE, TEXAS:

Section 1 . That a grant for the City of Grapevine has been awarded for �
participation in the Small Business Administration Grant Program. I
Section 2. That the City Manager is hereby authorized to execute an agreement ;
with the Texas Forest Service for a Small Business Administration Tree Planting Grant, ,
a copy of said application being attached hereto as Exhibit "A" and incorporated ,
,�� herein for all purposes. �

Section 3. That the Small Business Administration is hereby assured that the i
local cost share, as more specifically set out in Exhibit "A" hereto, will be provided by �
the City of Grapevine. !

IV. Technical Proposal
Each grant application must include a technical proposal of no more than two(2)typed pages. This
narrative should address all the points listed below: �

� � TREESCAPE PROJECT
TECHNICAL PROPOSAL
�� _
OBJECTIVE
� The City of Grapevine originally leased the current Grapevine Baseball
complex in 1969 for the development of its first two baseball fields .
Since that time little league baseball participation has grown to 1, 500
in 1993 with six baseball fields . Voters in March of 1992 voted to
spend $600, 000 to construct two 300 foot fields, lighted, and irrigated,
a concession stand, and renovate one existing field. Funds were
efficiently used to accomplish that project . However, funds were not
sufficient enough to complete the landscape concept of the Master
Plan. (Exhibit "A" ) The City had intended to plant trees over a five
year period to help shade the many youth and spectators visiting the
park. The planting of the proposed 190 trees in this grant, would
complete the treescape concept of the Oak Grove Master Plan and
positively enhance the natural surrounding of Grapevine Lake .
PLANTING LOCATION
The project is focused on the Little League Baseball Complex in Oak
Grove Park on scenic Grapevine Lake. The trees will be placed to
delineate parking areas, shade spectators and participants, playgrounds,
and enhance the overall natural beauty of Grapevine Lake . A total of
_ 190 trees will be planted of the following species and sizes :

�STANDARDS
1) Site selection and preparation-- The contractor shall stake all tree
locations according to the landscape plans and then wait for approval
�N�
for the City and all utility companies before digging holes . Holes
�;-.� shall be dug a minimum of 12" larger in diameter than the root ball and
the same depth as the root ball .
2) Planting-- Al1 trees shall be set in holes, centered, and planted to
�"� such a depth so that the finished grade around the tree after settlement
will be the same as that at which the tree was grown. Each tree shall
be faced to give the best appearance from the street . Rope, wire and/or
burlap from the top of the root ball shall be removed and tucked under
the root ball . Native soil shall be used as backfill . The hole shall
be filled to the finished grade and a water-holding basin twice the
diameter of the root ball shall be constructed around each tree . The
contractor shall water the trees upon installation but not thereafter.
Finally, all excess soil and debris shall be removed from the site upon
completion of work.
3) The planting methods and overall care and maintenance program must
conform to the standards set forth in Section 11 . 0 (Tree Planting
Guidelines) .
USE OF SMALL BUSINESSES
Treescaping Oak Grove Park can involve as many as six (6) small
businesses : one (1) to design the treescape plan, one (1) to design the
drip irrigation system, two (2) to purchase the trees from, one (1) to
install the irrigation system, and one (1) to install the trees .
� �DMINISTRATION OF PROJECT
�� � The project will be administered by Joe Moore, Assistant Director of
Parks and Recreation. He has a degree in Forestry from Stephen F.
Austin and has administered four other Texas Forestry Service grants and
several State grants . Douglas Arendt, Parks Superintendent will
coordinate the actual project . Douglas has been with the City since
Januaryo uf 1991 and has overseen numerous landscape and construction
projeets . Kraig Harris, a licensed irrigator and Parks Department
foreman with the City of Grapevine since March of 1988 will supervise
the installation of irrigation. Steve Huddleston, City Horticulturist
since January of 1990, has experience with the Dallas Arboretum and the
City of Grand Prairie before joining the Grapevine Parks Department .
Steve will oversee the installation of plant material . Chris Nunes, a
10-year Parks employee and crew chief of the horticulture crew, will
assume the maintenance responsibilities of watering, mulching,
fertilizing, and weed control around the trees .
INSPECTIONS AND AUDITS •
The City of Grapevine welcomes all interested Texas Forestry Service
personnel or the public to inspect any part of this proposed project
during any phase of its construction. The Texas Forest Service is
�`"`:�' encouraged to conduct a post-audit of the project by notifying this
department for an appointment .
