RESOLUTION NO. 93-14
,�, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS REQUESTING THAT THE FEDERAL
AVIATION ADMINISTRATION REEXAMINE ITS
PRELIMINARY DETERMINATION REGARDING FUTURE
RUNWAY SEPARATION AT DALLAS/FORT WORTH
INTERNATIONAL AIRPORT FOR THREE AND FOUR
PARALLEL RUNWAYS TO PROVIDE A MAXIMUM
RUNWAY SEPARATION OF 4,300 FEET; AND PROVIDING
AN EFFECTIVE DATE
WHEREAS the Federal Aviation Administration is responsible for matters of
airspace allocation in the United States; and
WHEREAS,the Federal Aviation Administration has considerable responsibilities
and experience in matters relating to air safety and the safe transportation of people
and goods in the national air transportation system; and
WHEREAS, the Federal Aviation Administration establishes standards for the
'� `� location, design and construction of runways at airports throughout the country, with
due regard to the land use concerns of the municipalities encompassing these airports,
� including standards for the location ot two or more parallel runways which are to be
used for independent simultaneous operations; and
WHEREAS, the Federal Aviation Administration until recently has required that
two independent parallel runways be separated by at least 4,300 feet if they are to
be used simultaneously; and
WHEREAS, the Federal Aviation Administration has revised its separation
requirements for independent simultaneous operations on parallel runways so that
such runways need only be 3,400 feet separated; and
WHEREAS, Dallas/Fort Worth International Airport has proposed constructing
two new runways so as to permit three and four simultaneous operations; and
WHEREAS, the location for those two runways was proposed based on an
assumption that the FAA would require two parallel runways to be separated by
4,300 feet and three and four parallel runways to be separated by 5,000 feet; and
�,,, WHEREAS, the recent revision in the minimum separation between two parallel
runways suggests that it may be safe and efficient to operate three and four parallel
runways simultaneously with a separation of less than 5,000 feet.

� A NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE GTY OF
GRAPEVINE, TEXAS:

Section 1 . That the preamble to this Resolution is found to be true and correct
and is hereby incorporated herein in its entirety.
Section 2. The City Council recommends that the Federal Aviation
Administration reassess its preliminary determination that three and four parallel
runways be separated by at least 5,000 feet and consider whether it would be safe
and efficient to allow simultaneous independent operations on three or four runways
at a separation of 4,300 feet.
Section 3. The City Council requests that the Federal Aviation Administration
reexamine the minimum separation required for the proposed two new runways at
Dallas/Fort Worth International Airport and that it revise the siting of those proposed
runways to take advantage of the new determinations for runway separation.
