A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS AFFIRMING THAT THE
PROPOSED EXPANSION OF THE DALLAS/FORT WORTH
INTERNATIONAL AIRPORT IS NOT REASONABLY
CONSISTENT WITH THE CITY�S LAND USE MASTER
PLAN AND WILL HAVE A SIGNIFICANT ADVERSE
EFFECT ON THE CITY'S ENVIRONMENT AND VALUE OF
LOCALLY SIGNIFICANT PROPERTIES; AUTHORIZING
THE CITY�S SPECIAL COUNSEL TO CHALLENGE THE
FINAL ENVIRONMENTAL IMPACT STATEMENT IN
FEDERAL COURT; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the Cities of Dallas and Fort Worth and their aqent,
the Dallas/Fort Worth International Airport Board, have indicated
their desire to expand Dallas/Fort Worth International Airport,
including construction of two new runways; and
WHEREAS, the City of Grapevine, since the initial rumors and
information surfaced regarding a possible expansion has attempted,
through all reasonable means, to express its concerns and position
to the Dallas/Fort Worth International Airport Board, such action
� being recorded in the following Grapevine City Council Resolutions,

all of which are attached hereto:

WHEREAS, the Federal Aviation Administration (FAA) prepared a
Draft Environmental Impact Statement on the proposed expansion of
Dallas/Fort Worth International Airport on which the City presented
exhaustive comments; and
WHEREAS, the FAA has released its Final Environmental Impact
Statement which purports to examine the environmental impacts of
the proposed expansion of Dallas/Fort Worth International Airport
and to respond to the City's comments on the Draft Environmental
Impact Statement; and
�.,� WHEREAS, the City Council, and, at its request, the City's
professional staff, its attorneys, and its special counsel have
reviewed the Final Environmental Impact Statement in detail with
particular attention to the impacts of the proposal on the City and

on whether the proposal is reasonably consistent with the City's
land use master plan; and
WHEREAS, that review has revealed that the proposed
- Dallas/Fort Worth Airport expansion, as outlined in the Final
Environmental Impact Statement, is not reasonably consistent with
the City's land use master plan; and
WHEREAS, in preparing comments on the Draft Environmental
Impact Statement, the City Council received reports from its Parks
and Recreation Department and Community Development Department
: which concluded that the proposal outlined in the Draft
Environmental Impact Statement would substantially impair locally
significant properties and the value of parks and historic sites in
the City for their intended use; and
WHEREAS, the Final Environmental Impact Statement contains no
new information to call into question the conclusions of the
reports by the Parks and Recreation Department and Community
Development Department; and
WHEREAS, the action taken to date by the Dallas/Fort Worth
International Airport has failed to comply with the provisions of
the National Environmental Policy Act; and
'i � WHEREAS, the proposed expansion of Dallas/Fort Worth
International Airport would have a significant adverse impact on
G the environment of the City, its neighborhoods, businesses, and its
�-���,� quality of life; and
WHEREAS, neither the Cities of Dallas and Fort Worth, as joint
; owners of the Dallas/Fort Worth International Airport, nor their ;
agent, the Dallas/Fort Worth International Airport Board, has '
applied for zoning approval for any of the projects outlined in the '�
Final Environmental Impact Statement; and ;
�
WHEREAS, the Texas courts have found that the City's zoning
laws apply to land owned by the Cities of Dallas and Fort Worth and '�
the Dallas/Fort Worth International Airport Board located within ,
the City of Grapevine. ',
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the City finds that the proposed expansion of '
Dallas/Fort Worth International Airport, as outlined in the Final
Environmental Impact Statement is not reasonably consistent with
,� � the City's land use master plan.
Section 2 . That the City finds that the proposed expansion of
Dallas/Fort Worth International Airport, as outlined in the Final
`�"�' Environmental Impact Statement will have a significant adverse
effect on the City's environment, and will substantially impair the

value of locally significant properties, including those areas
� � designated as future listings on the National Register of Historic
Places, as well as local parks, including Heritage Park, Hutchins
Park, Cluck Park and Town Square, in addition to the Grapevine
� Convention Center, Grapevine Library and City Hall, and thereby
prevent their use for their intended purpose and normal activity.
Section 3 . That the City authorizes its special counsel to
pursue litigation to challenge in federal court the sufficiency of
the Final Environmental Impact Statement and the validity of any
federal agency decisions which are founded upon that Statement and
accompanying documents.
Section 4 . That the City Secretary is directed to send a copy
of this resolution to the Federal Aviation Administration and the
Dallas/Fort Worth International Airport Board.
Section 5. That this resolution shall take effect from and
after its final date of passage, and it is accordingly so ordained.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS, ESTABLISHING A GRAPEVINE
TASK FORCE ON AIRPORT EXPANSION; ESTABLISHING
ALL RESPONSZBILITIES OF SAID TASK FORCE;
� ESTABLISHING A QUORUM AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the Mayor and the City Council of the City of
Grapevine are deeply concerned on a vital issue of public
importance involving the expansion of Dallas/Fort Worth
International Airport as it pertains to proposed plans on Runway
16/34 West; and
WHEREAS, the City Council of the City of Grapevine feels
that this is a matter of urgent public necessity and requires an
informed public; and
WHEREAS, the expansion and creation of Runway 16/34 West
will create a cause for concern as it pertains to public health
and safety for all citizens of the City of Grapevine.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
_,__,._,,, .,_,,, Section 1. That the Grapevine Task Force on Airport .
Expansion is hereby created, the composition of said board shall
consist of nine (9) members representinq various areas, both
residential and commercial, and representatives of the business,
public and private sectors.
Section 2. That a quorum of said board shall be said to be
a simple majority.
Section 3. That the purpose of said board shall be
established to provide a forum for input, discussion, study and
review of all issues as they pertain to the expansion of Runway '
16/34 West. Among those duties, but not exclusively shall be
included:
1. Responsibility of disseminating positions and
information to the general public and the citizens of
the City of Grapevine for the purpose of creating an
informed populace.
2. Closely examining the positions of the Dallas/Fort
Worth International Airport Board and their appropriate
aqencies.
3. Coordinating information as presented through the
Federal Aviation Administration and corresponding
federal agencies as they relate to the airport
expansion project.
� 4. Coordinating public information efforts in the
�' surrounding communities throughout Tarrant, Dallas and
Denton counties.
��� Section 4. That there shall be a Chairman appointed by the
Mayor. Each Grapevine City Council Member shall appoint one (1)
board member each with the remaining two (2) members of the board
to be selected at large and approved by the Council as a whole.
One (1) Council Member to be appointed by the Mayor and will
serve as exofficio member of the Board, along with the City
Manager. The Task Force and/or the City Council can name
exofficio members to the Task Force as they deem necessary and as
is required.

Section 5. Due to the nature and necessity of creating an
informed public, it is urged that the Task Force establish a
regular meeting schedule with reports and minutes of those
� meetings to be submitted to the City Council for their
information. The Task Force is available to select their meeting
date and shall keep the City Secretary advised as to that date so
proper posting and notice of such meetings may be made in
��� � accordance with State law.
Section 6. That the Grapevine Task Force on Airport
Expansion may establish sub-committees of various subject matter
and responsibilities as they see fit and necessary within the
scope of the Task Force's responsibilities and definitions.
Section 7. That this resolution shall become effective from
and after the date of its passage.

A RESOLUTION OF THE CITY COUNCIL OF TFIE CITY
OF GRAPEVINE, TEXAS, REAFFIRMING THE POSITION
' THAT THE DALLAS/FORT WORTH INTERNATIONAL
AIRPORT BOARD COOPERATE WITH HOST CITIES IN
�' J DEVELOPING AN EXPANSION PLAN COMPATIBLE WITH
EXISTING LAND USE IN THE METROPLEX REGION AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas, has specifically
expressed the concerns of the citizens of Grapevine regarding the
proposed plans for the expansion of Dallas/Fort T4orth
International Airport; and
WHEREAS, Dallas/Fort Worth International Airport Board and
the Federal Aviation Administration initiated an Environmental
Impact Analysis Statement for the proposed Runway 16/34 East to be
located within the city limits of the City of Irving, Texas and
subsequently a proposed Runway 16/34 West which is to be located
in the city limits of Grapevine; and
WHEREAS, the City of Grapevine submitted formal statements to
the Federal Aviation Administration supported by a position paper
and legal brief which outlined the concerns and issues of the City
of Grapevine as they related to the expansion of Dallas/Fort Worth
International Airport in general and the proposed construction of
Runway 16/34 West in particular; and
WE�EREAS, the Dallas/Fort Worth International Airport
Executive Director has now announced the intention to conduct
� separate, yet simultaneous, Environmental Impact Analyses on both
proposed Irving Runway 16/34 East and Grapevine Runway 16/34 West,
and has formed an Airport Liaison Committee consisting of
,_ . representatives of the Airport Board and neighboring communities;
and '
WHEREAS, the City of Grapevine acknowledges the beneficial
impact of the Dallas/Fort Worth International Airport on economic
growth in the Metroplex Region.
NOW, THEREF012E, BE IT RESOLVED BY THE CITY COUNCIL OF THE I
CITY OF GRAPEVINE, TEXAS:
SeCtion 1. That the City of Grapevine seeks to maintain a
cooperative relationship with the Dallas/Fort Worth International
Airport Board for the purpose of promoting further economic
development in the Metroplex Region, but that the City believes
that such a relationship can only exist with full recognition by
the Dallas/Fort Wortli International Airport of the sovereignty of
the City of Grapevine over property within its city limits as
established during the original airport agreement between Dallas, ,
I'ort Worth and t}ie surrounding cities.
Section 2. That the City Council reaffirms its position on
the proposed Environmental Impact Statement as outlined in t}ie
City Council position paper and legal brief previously submitted
to the Federal Aviation Administration.
Section 3. That the City Council acknowledges that the
proposed actions of the Dallas/Fort Worth International Airport
Board to conduct "simultaneous" Environmental Impact Statements
for Runways 16/39 East and West and to create an Airport Liaison
Committee constitutes initial steps in creating open dialogue in
addressing the concerns of the City of Grapevine.

Section 4. That notwithstanding these positive steps, there
remain substantive unresolved concerns of the City of Grapevine
,�� ;, regarding the proposed expansion of Dallas/Fort Worth
International Airport.
Section 5. That, specifically, the City of Grapevine
�� * reaffirms its position that the environmental review process for
the expansion of Dallas/Fort Worth International Airport should
not proceed until the Federal Aviation Administration has
finalized the Metroplex Air Traffic System Plan and until the
Airport Board has completed and finalized the Dallas/Fort Worth
Airport Development Plan.
Section 6. That the City of Grapevine reaffirms its position
that the components of the Metroplex Air Traffic System Plan, the
Dallas/Fort Worth Airport Development Plan and other reasonably
foreseeable actions which collectively are intended to increase
the capacity of Dallas/Fort Worth International Airport operations
beyor�d the levels addressed in the 1974 Final Environmental Impact
Statement should be included in the subject matter and scope of a
single Environmental Impact Statement.
Section 7. That the City of Grapevine reaffirms its position
that only through the compliance with the request stated above
will Dallas/Fort Worth International Airport and the Federal
Aviation Administration meet the minimum requirements of the
National Environmental Policy Act, the regulations of the Council
on Environmental Quality and the regulations of the Federal
Aviation Administration, all of which clearly require that a
federal agency conduct one comprehensive Environmental Impact
Statement when several related actions are components of a larger
scheme to achieve a particular goal.
"°""`' Section 8. That the City of Grapevine reaffirms its position
that one comprehensive Environmental Impact Statement must address
all reasonable alternatives to the proposed expansion of
� ° Dallas/Fort Worth International Airport.
Section 9. That the City of Grapevine reaffirms its position
that the Dallas/Fort Worth International Airport Board should
cooperate with the host cities in developing an expansion plan
compatible with existing land use in the Metroplex Region.
Section 10. That this resolution shall be effective from and
after the date of its passage.

BY AMENDING SECTIONS 2, 3, AND 5 THEREOF
RELATING TO REPORTING AND NOTICE REQUIREMENTS
AND BY DECLARING THE TASK FORCE TO BE AN
ADVZSORY BOARD AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the Grapevine Task Force on Airport Expansion (the
"Task Force") , as created and established pursuant to Resolution
No. 89-12 of the City of Grapevine, Texas (the "City") , exercises
and performs only those duties and responsibilities set forth in
Resolution No. 89-12, and is therefore not a deliberative body
having rule-making or quasi-judicial power.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TIIE
CITY OF GRAPEVINE, TEXAS:
Section 1. That the above and foregoing preamble is true
and correct and is incorporated into this resolution as if copied
herein in its entirety.
Section 2. That Sections 2, 3, and 5 of Resolution
No. 89-12, establishing the Grapevine Task Force on Airport
Expansion are hereby amended so that they shall hereafter read as
' follows:
"Section 2. The Task Force is composed of thirteen
- •• �• � (13) voting members and as many City Council appointed
non-voting ex-officio members as deemed necessary.
Seven (7) members, whether voting or non-voting, of the
Board shall constitute a quorum for conducting
business, however, a quorum is not required for
discussion by the Task Force. The Board shall act on a
majority vote of the voting members present.
Section 3. That the purpose of said Board shall be
established to provide a forum for input, discussion,
study and review of all issues as they pertain to the
' expansion of Runway 16/34 West, and in accordance with
this purpose shall serve solely in an advisory
capacity. Among those duties, but not exclusively
shall be included:
� 1. Responsibility of disseminating positions and
information to the general public and the
eitizens of the City of Grapevine for the
purpose of creating an informed populace.
2. Closely examining the positions of the
Dallas/Fort Worth International Airport Board
and their appropriate agencies.
3. Coordinating information as presented through
���-� the Federal Aviation Administration and
corresponding federal agencies as they relate
to the airport expansion project.

� WHEREAS, the City of Grapevine has expressed the concerns of
� its citizens over the proposed plans for the expansion of
Dallas/Fort Worth International Airport; and
i WHEREAS, the Dallas/Fort Worth International Airport Board and
the Federal Aviation Administration have initiated an environmental
review to assess the impacts of the proposed airport expansion; and
� WHEREAS, the City of Grapevine has experienced tremendous
� residential, commercial, and industrial growth since the initial
� planning and construction of the Dallas/Fort Worth International
, Airport, which growth has occurred both because of, and
; independently of, the airport; and

� WHEREAS, the City of Grapevine is directly affected by
� commercial, industrial, residential, and airport-related growth;
and
I
� � WHEREAS, the City of Grapevine desires to use its limited
funds to preserve and enhance the quality of life for citizens of
! Grapevine in the most efficient and effective manner; and
�, _, �
' WHEREAS, accessible and attractive park land, open spaces,
i recreation areas and historic sites are essential to preserve and
enhance the quality of life for the citizens of Grapevine; and
WHEREAS, unchecked growth threatens the viability of park
land, open spaces, recreation areas and historic sites, therefore,
the quality of life for the citizens of Grapevine; and '
WHEREAS, the City of Grapevine desires the advice of its
citizens on the best ways to protect park land, open spaces,
! recreation areas and historical sites; and
NOW� TH�REFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS: '
Section 1. That within 45 days of the date of this ,
resolution, the City Manager shall prepare and submit a report to
the City Council analyzing and discussing from a city and regional
perspective:
, (a) The present status of park land, open space,
recreation areas and historic sites within the City
of Grapevine, emphasizing the value to the citizens
� � of Grapevine of all such land; and
(b) Threats to the accessibility, attractiveness or
integrity of existing park land, open space,
recreation areas and historic sites within the City
of Grapevine from industrial, commercial,
residential or airport-related growth in or near the
City of Grapevine; and

(c) Additions to existing park land, open space,
, recreation areas and historic sites within the City
of Grapevine which would improve the quality of life
of its citizens; and
! (d) The local and regional significance of each parcel
of park land, open space, recreation area or
' historical site to the citizens of Grapevine and to
� the citizens of the region, identifying the uses of
each parcel, the projected future uses of the
parcel, and the uniqueness of each parcel to the
, users of the parcel; and
(e) The extent to which the value of each parcel of park
land, open space, recreation area or historical site
; of local or regional significance would be affected
directly or indirectly by proposed majar changes in
nearby land uses, including the proposed expansion
� of the Dallas/Fort Worth International Airport; and
(f) Whether and how any adverse effects of such proposed
major changes in nearby land uses including airport
expansion on park land, open space or recreation
� areas and historic sites can be mitigated.
• Section 2. In preparing its report, the City Manager shall
identify the effect on park land, open space, recreation areas, and
; historical sites from existing and projected noise, traffic, air
pollution, and similar environmental impacts; and shall identify
; economic impacts on park land, open space, recreation areas and
historical sites from increased population density, changes in the
City's land use and neighborhoods, and similar causes.
Section 3. The staff of the City of Grapevine shall be
available to assist the City Manager in collecting information
: necessary to complete the report.
�"" ' Section 4. The Grapevine City Manager shall consult with
parks and recreation boards or similar entities of cities near
! Grapevine to address the issues referenced in Section 1 from a
regional perspective.
, Section 5. The City Council shall consider the report ,
submitted by the City Manager in its budget process and in
consideration of any future master plan, comprehensive zoning, or
zoning change request.
Section 6. This resolution shall take effect from and after
the date of its passage.

WHEREIIS, the substantial growth and development which has
occurred in the City of Grapevine during the last two decades
generally has been compatible with the Dallas/Fort Worth
International Airport and consistent with the Airport's Master
Plan; and
WHEREAS, the City of Grapevine always has attempted to
accommodate in a reasonable manner the Dallas/Fort Worth
International Airport; and
WHEREAS, proposed plans for the expansion of Dallas/Fort Worth
International Airport would impose significant increases in
airport-related noise and vehicular traffic and other adverse
environmental and economic impacts on the residents of the City of
Grapevine; and
WHEREAS, the City of Grapevine has expressed the concerns of
the citizens of Grapevine regarding proposed plans for the
expansion of Dallas/Fort Worth International Airport; and
WHEREAS, it is essential that the City Council be provided
' with sufficient information upon which to base a final
determination concerning the consistency of the proposed expansion
�`"" of the Dallas/Fort Worth International Airport with existing plans
for the development of the City of Grapevine; and
WHEREAS, such determination should be made before funds are
expended towards the construction of additional facilities and
structures at Dallas/Fort Worth International Airport.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the City Council instructs the City Manager
to prepare a report to determine whether the proposed expansion of
Dallas/Fort Worth International Airport is reasonably consistent
with existing plans for the development of those areas of Grapevine
in immediate proximity to the Dallas/Fort Worth International '
Airport, or with existing plans for the development of the City of
Grapevine as a whole.
Section 2. That the City Manager shall include in his report
a determination of whether the creation of additional airport
controlled compatible land use areas, as that phrase is defined in
Tex. Local Gov't Code § 241.003, would be consistent with existing
plans for the development of the City of Grapevine.
`�`'" Section 3. That staff inembers of the various departments of
the City of Grapevine shall cooperate with the City Manager as
necessary in the preparation of this report.

to the City Council within 45 days of the passage of this

Section 1. That the reports of the City staff of the City of
Grapevine, Texas, be acknowledged and recognized in their entirety
as to their statements in regards to impacts of proposed Runway
16/34 West. Furttier, the reports entitled Parks and Historic Sites
Impacted by Proposed Runway 16/34 West and Impact on Existinq and
II� Future Development from Proposed Runway 16/34 West are hereafter
adopted as official statements and policy reports of the City of
Grapevine, Texas, as identified impacts by the proposed Expansion
Plans at Dallas/Fort Worth International Airport.
Section 2. That the City Secretary is directed to enter these
reports into the official permanent records of the City of
Grapevine, Texas, as it pertains to all rights, documents and
references thereto, both now and in the future.

r-- ENVIRONMENTAL IMPACT STATEMENT RELATIVE TO
THE PROPOSED EXPANSION AT DALLAS/FORT WORTH
INTERNATIONAL AIRPORT IN WHICH TO SUBMIT ANY
NECESSARY WRITTEN RESPONSES AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the Dallas/Fort Worth International Airport Board of
Directors has contracted to have produced an Environmental Impact
Statement to be considered by the Federal Aviation Administration
regarding the proposed $3.5 billion rebuilding and expansion
program at Dallas/Fort Worth International Airport; and
WHEREAS, the Draft Environmental Impact Statement, which has
been in preparation for approximately one year is expected to be
released on or about March 1, 1990; and
WHEREAS, it is anticipated that the Draft Environmental Impact
Statement will be a voluminous document with considerable
information of a highly sophisticated and technical nature; and
WHEREAS, it is the desire of the City of Grapevine that it
have adequate time to review and comment on the contents of the
Draft Environmental Impact Statement so that the interests of the
�� municipality and its citizens can be fully represented.
� NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the City of Grapevine hereby requests that
the Dallas/Fort Worth International Airport Board of Directors and
the Federal Aviation Administration allow a minimum of ninety days
from date of public release of the Draft Environmental Impact
Statement in which to submit any necessary written responses.
Section 2. That this resolution shall be effective from and
after the date of its passage.
