A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS REQUESTING ADDITIONAL
INFORMATION FOR THE PUBLIC ' S USE IN ASSESSING
THE IMPACT OF PROPOSED REDEVELOPMENT OF
DALLAS/FORT WORTH INTERNATIONAL AIRPORT AND
PROVIDING AN EFFECTIVE DATE

WHEREAS, the Dallas/Fort Worth International Airport,
through its Board of Directors, has proposed the modification of
�"` the Dallas/Fort Worth International Airport Master plan, a change
in the boundary lines of Dallas/Fort Worth International Airport,
and the acquisition of additional real property to be made a part
of Dallas/Fort Worth International Airport; and
WHEREAS, the Dallas/Fort Worth Airport Board has commenced
an Environmental Impact Statement process pursuant to the
requirements of the National Environmental Policy Act, purporting
to reveal to the public at large, a full disclosure of all
aspects of the proposed Redevelopment Plan as well as the
environmental impacts of such acquisitions and the mitigation
actions proposed to be taken in Dallas/Fort Worth International
Airport action; and
WHEREAS, on July 31, 1990 , the Dallas/Fort Worth Airport
Board released its Draft Environmental Impact Statement, Volume I
"Documentation" and Volume II "Appendices" which documents
purported to be a full disclosure as required by the National
Environmental Policy Act; and
WHEREAS, based upon reliable review and studies to date of
��-� the Draft documents released by Dallas/Fort Worth Airport Board,
it appears that such documents and their contents fall far short
of the requirements of law, as well as the generally accepted
"`�' principles of disclosure which would enable the average citizen
to understand the impacts of this proposal upon their homes,
businesses and family life as well as the full details of any
proposed mitigation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1 . That the Dallas/Fort Worth Airport Board is
hereby requested to provide additional information for the public
in relation to the proposed redevelopment of Dallas/Fort Worth
International Airport, as follows:
1 . A complete copy of the Airport Development Plan
which is referred to throughout the Draft
Environmental Impact Statement;
2 . FAA Capacity Analysis Report results included in
DEIS;
3 . INM input data and echo reports for 1989, 1992 ,
1997 , and 2010 scenarios for Alternatives 7 , 8 ,
�, and 9;
4 . INM input data and echo reports generating
Exhibits 2 . 35 and 2 .41;
5 . SIMMOD capacity and delay analysis reports for
1989 , 1992, 1997 , and 2010 scenarios for
Alternatives 7 , 8 and 9;
6 . SIMMOD capacity and delay analysis reports
incorporating the flight tracks included in the
INM reports for 1989 , 1992 , 1997 , and 2010
scenarios for Alternatives 7 , 8 , and 9;
7 . FAA ARTS data utilized to determine flights
tracks;
8 . Aircraft arrival and departure data not available
through the OAG, specifically general aviation,
military, and day/night freight operations, both
existing and projected;
,�,,� 9 . Breakdown of fleet mix projections by company;
10. City of Irving Noise Monitoring Report, Pages A4-1
and A4-2 of Appendix 4;

11 . The specific location of proposed new Airport
boundaries;
12. Proposed cost of Mitigation Program for cost
effectiveness evaluation;
13. Al1 public roadways proposed to be closed due to
clear zone acquisition;
14. Time period and yearly acquisition levels under
the Sales Guaranty Program and/or Avigation
Easement Purchase Program.
15. Mitigation proposals, if any, relating to the
obvious loss of public parks, public streets and
infrastructure.
16. Mitigation proposals, if any, relating to the
intention of Dallas/Fort Worth International
Airport to remove all purchased land from ad
� • valorem tax rolls, as well as mitigation proposals
regarding depreciated taxable value of properties

not purchased.
Section 2 . That this resolution shall take effect from and
after its date of passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 21st day of Auqust 1990 .
