A RESOLUTION OF THE CITY COUNCIL OF THE CITY
�"'r OF GRAPEVINE, TEXAS EXPRESSING CONCERN AND
OPPOSITION TO THE CURRENT PROVISIONS OF
SENATE BILL 3094 AS SUBMITTED BY THE
HONORABLE WENDELL H. FORD, CHAIRMAN OF THE
SUBCOMMITTEE ON AVIATION, COMMERCE, SCIENCE,
AND TRANSPORTATION OF THE UNITED STATES
SENATE; AND PROVIDING AN EFFECTIVE
WHEREAS, the City Council has been apprised that legislation
has been sponsored by Senator Wendell H. Ford of Kentucky
hereafter known as Senate Bill 3094; and
WHEREAS, the content of said bill involves the establishment
of a national noise policy concurrently with the establishment of
a passenger facility charge at aviation facilities throughout the
United States; and
WHEREAS, the issue of aircraft noise and how to best serve
aviation and community needs is a difficult one that is extremely
important and delicate matter for the citizens of not only our
� community but cities throughout the Nation; and
� WHEREAS, the City of Grapevine believes it would be
premature for Congress to incorporate a national noise policy
without the benefit of hearings , comprehensive study and
discussions with all of the parties involved with airport noise
issues.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section l . That Senate Bill 3094 and its House of
Representatives counterpart, as may or may not be assigned,
should be re-examined and tabled by Congress through the end of
this session and that testimony be received from cities across
the nation and including the City of Grapevine, Texas as to how
national noise policies and local regulations will be affected by
this proposed legislation.
Section 2 . That the City Council of the City of Grapevine,
Texas advises that this legislation is much too important to be
attached to a passenger facilities charge bill and strongly urge
� that they be severed from each other and studied in the future.
Section 3 . That this resolution shall take effect from and
� after the date of this passage.
