The property is currently zoned a combination of "C -C", "RM", and "PCD". We are proposing to rezone the property to the R-TH district with a Planned Development Overlay for changed development standards. This property is a transitional piece situated between commercial developments along SH 121 and traditional single family developments to the north, east, and south. The physical characteristics of the property however, limit the ability to develop it as a typical "single family" neighborhood. As can be seen on the Concept Plan, the property has a fairly unique shape. Secondly, the on- site topography poses engineering design concerns. If developed as single family, retaining walls will need to be incorporated into the design of most of the lots. Thirdly, there are a number of major utility easements which traverse the property and as a result, have an impact on the developability of the site. While one or two of these issues may be able to be overcome in a development, having to simultaneously address all of them creates a situation that may be prohibitive for the creation of a single family detached neighborhood. To help counter the additional development costs which will be incurred as a result of the above issues, we are proposing to increase the density allowed for the property. DESIGN CONCEPT Our goal when designing this neighborhood was for the project to work with the site's physical attributes, not in spite of them. Additionally, we have steered away from the neighborhood having the "institutional" look that sometimes is created in a townhome community. The R-TH zoning district allows for up to 9 homes per acre. Per the zoning district, 208 townhomes are allowed within the development. We are proposing to build 116 townhomes which equates to approximately 5 homes per acre, which is a 44% decrease. The district also requires at least 20% of the gross area of the project be devoted to open space, which equates to 4.64 acres. Our proposal provides for 13.34 acres of open space. This is a 287% increase compared to the required amount. Finally, the zoning ordinance requires at least 275 square feet of the open space per home be devoted as permanent, usable recreation area. Per the ordinance, we are required to have 31,900 square feet. We are proposing approximately 64,500 square feet, which is 202% of the required amount. With respect to the specific design of the neighborhood, we have minimized street lengths with the longest street being less than 700' long. Along that street, we have also provided open space linkages mid -block. This not only provides easier pedestrian access through the neighborhood, but also breaks up the development pattern along the street. As can be seen on the concept plan, we are siding lots to the open spaces. This allows for all the home owners along the street to receive a comparable benefit versus having a few homeowners receive that benefit when they back to the open space. THE VfNEYARDS 1 FEB 6, 2006 The townhomes themselves will primarily be built as three-plexes. While the zoning ordinance allows for total building length to be 240', we are proposing building lengths of approximately 75'. This type of housing product creates a feel comparable to a single family neighborhood versus an apartment community, which sometimes happens when the buildings are longer. All of the townhomes will be served by alleys which eliminates garage doors facing the streets. While the streets in the community will be public, the alleys will be private. In order to provide this type of community, we are asking for a number of changes to the development controls typically required for property zoned to the R-TH zoning district. These changes are due to the specific buildings being proposed, as well as the impression of the neighborhood we are trying to create. These proposed changes are attached. The community we are proposing to build is well suited for this location when the physical characteristics of the site and the proximity to SH 121 are analyzed. The type of home proposed meets the needs of people who want to live in Grapevine yet do not want to be burdened with the maintenance responsibilities of a larger lot. With an anticipated starting home price of $180,000 we feel these homes will be very complimentary to other developments in the area. MAXIMUM DENSITY: The maximum density shall not exceed 5 dwelling units per gross acre. 2. LOT SIZE: Lots for any permitted use shall have a minimum area of 2,875 square feet. 3. MAXIMUM BUILDING COVERAGE: The combined area occupied by all main and accessory buildings and structures shall not exceed 60% of the total lot area. 4. FRONT YARD: The front yard will have a minimum depth of 19'. 5. REAR YARD: The rear yard will have a minimum depth of 20' to the edge of the private alley. 6. SIDE YARD: A minimum side yard of 6' shall be required for each end unit in a row of townhouses containing 3 or more units.
