Call to order 11. Invocation Ill. Approval of the July 16, 2020 meeting minutes IV. Citizen Comments Any person who is not scheduled on the agenda may address the Parks & Recreation Advisory Board under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the staff. A member of the public may address the Parks & Recreation Advisory Board regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chairman or upon the consent of the Parks & Recreation Advisory Board in accordance with the Texas open Meetings Act, the Parks & Recreation Advisory Board is restricted in discussing or taking action during Citizen Comments. Kevin Mitchell, Director of Parks & Recreation CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks & Recreation Advisory Board met August 20, 2020 at 6:00 p.m. in the Stewart Hall at The REC of Grapevine, 1175 Municipal Way, Grapevine, Texas with the following members present, to -wit: MEMBERS Christian Ross Roy Robertson Ray Harris Joe Luccioni Dana Gibson Mark Assaad Lavon Light Terry Musar Morgan Nichols --Virtual ABSENT: Darlene Freed — City Council LIAISONS Doug Noell — GCISD Lina Grace Assaad — GHS Paul Slechta — City Council Constituting a quorum with the following members of City staff: Kevin Mitchell, Director Chris Smith, Deputy Director Kathy Nelson, Capital Improvement Projects Manager Trent Kelley, Recreation Manager Elisha Davis, Recreation Coordinator Christian Ross called the meeting to order at 6:00 p.m. A moment of silence was observed Approval of Minutes A motion was made to approve the July 16, 2020 meeting minutes. Motion: Assaad Second: Luccioni Ayes: Ross, Robertson, Harris, Luccioni, Assaad, Musar, Gibson, Nichols and Light Nays: None Absent: None Approved: 9-0 Citizen Comments Georjean Sherriff presented concern about bike riders in large groups biking at high speeds through trails. New Business A motion was made to approve the following renewal adopt -an -area agreements: o Texas Society Order of Confederate Rose o Sons of Confederate Veterans o Ameriflight o The Taylor Family Motion: Harris Second: Robertson Ayes: Ross, Robertson, Harris, Luccioni, Assaad, Musar, Gibson, Nichols and Light Nays: None Absent: None Approved: 9-0 A motion was made to approve the new adopt -an -area agreements. o Bob Dansby o The Moyer Family Motion: Assaad Second: Musar Ayes: Ross, Robertson, Harris, Luccioni, Assaad, Musar, Gibson, Nichols and Light Nays: None Absent: None Approved: 9-0 Presentation Elisha Davis, Recreation Coordinator over recreation programs and camps gave a presentation on The REC Summer Camps and Virtual Learning Camp. Elisha discussed 2020 participation numbers compared to 2019, 2020 COVID-19 changes that were made to prevent the spread of the virus. PARD Information Items: Kevin Mitchell gave an update on the Park and Recreation Department including Parks Maintenance crews moving out of construction phase and back into maintenance mode. Parr Park Bridge and Katie's Woods were discussed as well as neighborhood Go Wild Pop -Up events and the Go Wild Trunks. Hotel Vin grand opening is set for September 3. Trent Kelley discussed Active Adult information, provided Athletic league updates and stated outdoor pools are open weekends only now through Labor Day. Chris Smith discussed the additional safety items being implemented on Horseshoe Trails for the large number of users of the trails. Lavon Light asked about the break-ins at Pleasant Glade Pool. Kevin provided response. Mark Assaad asked about Dallas Road. Kevin provided response. Miscellaneous Board Items: Lina Grace reported that football, volleyball, dance and band participants are all practicing. September 25 is rivalry game. Doug Noell reported that back to school "virtually" has been mostly smooth. As of right now students will be able to go back to school in person Tuesday, September 8. Doug mentioned about 45% of students plan to stay in school virtually and the other 55% plan to go back to in person when the campuses reopen.
