� for Ameriean Pad and Paper C'c�spany locat� on South Main 5txeet in Grapevine.
i The funds would be used �.o purchase equigrrent far manufactura.ng paper based
i products, ar�d the project w�uld provide 14 additional jobs.

The next order of business was for the City Council and Planning & Zoning
Conmission to conduct a public hearing relative to Zoning Application Z85-21
su�mitted by Mr. Terry Williams. �
The lic hearin was declared o �

Public Works Director Jim Baddaker advised the property in question was I`
located on the east side of Pool Road adjacent to the Wirx�mill Estates �
subdivision ar�d contained approximately 1.3 acres. The current zoning was �
"R-20" Single-Family Dwelling District and the requested zoning was "R-7.5" �
Single-Family Dwelling District. �
Mr. James Wicker, land planner, 1601 E. Lamar in Arlington, spoke on behalf of �
the applicant. He noted the property was located at Pool Road and High Meadaw �
Drive and briefly reviewed the history of the williams tract. Three single-
family h�s caere proposed for this site on lots averaging about 17,000 square
feet. '
�
Questions and comnents fran the Commission and Council ensued, during which �
the proposed develognent in general was addressed at length. „
�
Mayor Pawers then invited those present to speak either for or against the �
requested zoning. Mr. Terry Williams, 3217 Pool Road, was the awner of the k
subject tract and offered conments concerning the develognent and reasons for �

The public hearing was declared open by Mayor Powers.
Mr. Baddaker advised the proposed rep�at is located on the east side of Park �
Boulevard directly north of the �.xistang office park at the corner af
North�est Highway. The replat w�uld divlde one lat inta four Iot� for "PC}"
Pro�essional Office develo�an�acat. No one was present on behalf af the
applican�..
Follawing brief ca�nents frc�n the Cc�mis�ion and Council M�sr�bers, Mayor Pawers
asked if there were guests present who wished ta speak. Mr. Ed Yatsko, 2025

The next order af business was for the City Council ta conduct a public �
hearing relative to proposeci stree�. improvements on Park Boulevard and take �
any necessary actian. �:

Mayar Pawers declared the publ.ic heari.ng open and called on Public Warks �
Director Jun Baddaker �.o review the proposed street improvements.
Those present vuere advised that the nc>rthbcaund side of Park Boulevard was �
propased to be resurfaced fran Northwest Highway ta Dove Road. This also �
included construction of a center median. Mr. Baddaker review�ed the design
requir�nents for constxuction of left turn lanes as well as the praposed
median cuts and changes in left turn access.
A brief period of questic�ns and c�nts from the City Council ensued, after
which Mayor Pawer� invited �iers of �he audience to offer c,ronm�nts. The

of access at Shenandaah was addressed, and representatives fr�n bc��h churches
requested theis left turn access be re�a.ined. Mr. M�Alister fran the Church
' of Christ also offered an alternative, which wnuld allow left turn access �o
both McPherson Drive and the church property isee attached EXhibit "A") .
Couut�rrcil discussion ensued, during which they addressed the e�isting design af
Park Boulevard and its original construction. The site problem at Shenandoah
and passihle installa�ion of a traf�ic light wer� also nated,
, A mation to close the public hearing was then offered by Council M�nber Glynn
and secanded by Council Memher Brekken. The motion prevailed by the follawing
vote:

It was noted that all public testimony had not been received, and Council

engineers, presented a review of the altern.atives for obtaini.ng right-of-way
for the widening of Ball Street frcan College Street to Wall S�.reet. The
original proposal, presented in public hearing on Ma.y 7, 1985, centered the
roadway between the fronts of �he �is�ang residences. The twa alternatives
proposed. the w�est curb line along the existing west edge of paving, thus
taki.ng more right-of-way frcan the east side af the street, with Alternative
No. 2 requiring the acquisition of twc� houses along the east side of Ba11
Stz�eet.
' A lengthy Council discussion ensued. Tapics of concern included the efiect of
the alternatives on the existing park area, trees to be r�aved, and the
existing residences an bo�h sides af the street. The possibility of staking '
the alternatives for an-sit.e Gauncil revi�w was also nated.

He noted the law bid was su�imitted by Skyhawk Constzuction Ccxnpany in the �
amc�unt of $139,710. Mr. Baddaker reccamtended approval of the low bidder, with �
allocation of funds as follcxas: Tarrant County $88,500 and the City of �
Grapevine, $55,401 (which included a 3$ contingency fee) . �

Spencer to accept the Staff recatunendation and award the bid to Skyhawk �'

VACATE DRAINAGE EASII�NT, MUI�ERRY SQUARE �
The final iten of business was for the City Council to consider a resolution �
vacating and abandoning a drainage easement in the Mulberry Square Addition. }

Mr. Baddaker advised the City was acting as a pass-through agent between the �
State Highway Department and the developer of the Mulberry Square Addition, �
located on the east side of State Highway 121 South between Glade Road and �
Hughes Rr�ad. As part of the develognent a new drainage system had been ���!
designed, ar�d the existing drainage easement was no longer needed. £

The City Secretary then read the caption of the proposed. resolution vacating �
the existing drainage easement and autYiorizing the Mayor to execute a contract �
with the State Highway Departat�nt. '

On the 18th day of June, 1985, the City Council of the City of Grapevine,
Texas, convened in Regular Meeting at the regular meeting place thereof in the City
Hall, the meeting being open to the public and notice of such meeting, giving the
date, hour, place and subject thereof, having been posted as prescribed by Article
6252-17, V.A.T.C.S., and the roll of the duly constituted officers and members of
the City Council was called, which officers and members are as follows, to-wit:
