C NUMBER- 11.0 PREPARED BY: Human Resources REVISED DATE: 06/20/2017 PAGE: 1 of 1 PURPOSE 11.1 The purpose of the Compensation policy is to ensure consistency for Pay Plan Updates to maintain jobs at the 50th percentile of Grapevine's City Survey Market. POLICY 11.2 When salary survey results identify a job which is paid more than 5% below the 50th percentile (also called the median or middle) of Grapevine's municipal survey market, placement on the pay plan will be reviewed for internal and external equity and consistency. If appropriate, the job will be moved to a pay range which more closely aligns with the market data if it is financially feasible as determined by the City Manager. If the job is paid using a step pay plan instead of an open pay range (minimum — maximum), each step will be adjusted appropriately. Salary surveys will be conducted by Human Resources staff members or consultants working in conjunction with the Human Resources Department. Job comparisons will be made by examining actual job duties, not by job title. The survey market will be a consistent set of pre-determined municipalities for all jobs. A minimum of four solid job matches from other cities is required to consider a potential change for a job's pay grade/pay step. The 50th percentile target was established by City Council directive in 2005.
