D NUMBER: 4.0 PREPARED BY- Facility Services REVISED DATE: 02/01/2014 PAGE: 1 of 3 PURPOSE 4.1 This purpose of the Fleet Replacement policy is to consider maintenance cost, depreciation, down time, fixed and variable cost, operational issues and budget limitations to provide a safe, dependable fleet while exercising fiscal restraint. PROCEDURE 4.2 The Fleet Replacement Policy utilizes three specific benchmarks for replacement consideration. The most important of the benchmarks is Life Cycle Cost, Subsidiaryto the Life Cycle Cost, and Time in Service. 4.2.1 Life Cycle Cost Analysis Based on fleet maintenance records and reports, vehicles or equipment will be considered for replacement when the repair cost exceeds 51% of the actual purchase price of the unit. Irrespective of time in service or miles/hours, Life Cycle Cost Analysis may justify replacement at any time within the life of the vehicle or equipment. 4.2.2 Time in Service and Miles/Hours Time in service and Miles/Hours are evaluation thresholds indentified in the "Approximate Replacement Interval Chart". When a unit is projected to reach either of these thresholds in a budget year, the unit's life cycle costs are evaluated to determine the need for replacement. Mileage/Hours and special circumstances will be considered in the decision for replacement. 4.2.3 Special Circumstances Special Circumstances will be considered in the replacement determination as appropriate. These circumstances include but are not limited to obsolescence, impracticality, safety, legislative requirements. 4.2.4 Order Lead Times Specialty vehicles and equipment such as; fire pump trucks, fire aerial apparatus, special police vehicles, buses, large trucks, etc. often require �'l3llRl�ll `Y 111CJ- 1' E A S CITY OF GRAPEVINE ADMINISTRATIVE POLICY SUBJECT- FLEET REPLACEMENT SECTION. Fleet Services staff will coordinate with each department and the manufacturer to ensure an appropriate order date to meet the replacement time line for units authorized for replacement. 4.2.5 Approximate Replacement Interval Chart The "Approximate Replacement Interval Chart" is only a guide that reflects bench marks for replacement consideration for various classes and types of vehicle or equipment. It should not be used as the determining factor in the replacement procedure of this policy. Replacement of any vehicle or equipment will be decided based upon an individual evaluation using the Fleet Administrative Replacement Procedure.
