HomeMy WebLinkAboutD06.0 Clean Fleet and Anti-Idling �'l3llRl�ll `Y 111CJ- 1' E A S CITY OF GRAPEVINE ADMINISTRATIVE POLICY SUBJECT: CLEAN FLEET AND SECTION: D NUMBER: 6.0 ANTI-IDLING PREPARED BY: Fleet Services REVISED DATE: 02/01/2014 PAGE: 1 of 6 PURPOSE 6.1 The purpose for the Clean Fleet and Anti-Idling policy is to ensure the City of Grapevine adheres to clean air standards and prevents excessive wear on City vehicles. 6.2 CLEAN FLEET STATEMENT: 6.2.1 Vehicle idling gets zero miles per gallon; unnecessary idling waste fuel and pollutes. Running an engine at low speed (idling) also causes excessive wear on internal parts compared to normal driving speeds. The break-even point for shutting off and restarting gasoline engines or leaving it to idle is 30 seconds from the point of view of both emissions and fuel consumption. 6.2.2 Over the past few years, North Central Texas Council of Governments and the City of Grapevine have been attempting to lessen pollutants that pose a detriment to the regions air quality. These pollutants include nitrogen oxide, carbon oxide, particulate matter, and volatile organic compounds. However, the region is still in a non-attainment status as referenced in the City of Grapevine Resolution No. 2008-07 Clean Fleet Vehicle Policy. 6.2.3 Idling of vehicles consumes approximately 17% of the fuel that a vehicle has on- board. 6.2.4 The City of Grapevine has implemented a Vehicle and Equipment Anti- Idling policy effective immediately, unless exempted. PROCDURE 6.3 REDUCING VEHICLE IDLING: 6.3.1 No vehicle or piece of equipment is to be idled in a non-emergency situation. The operator of the vehicle/equipment is to turn off the unit and the keys removed from the ignition if left unattended. �'l3llRl�ll `Y 111CJ- 1' E A S CITY OF GRAPEVINE ADMINISTRATIVE POLICY SUBJECT: CLEAN FLEET AND SECTION: D NUMBER: 6.0 ANTI-IDLING PREPARED BY: Fleet Services REVISED DATE: 02/01/2014 PAGE: 2 of 6 6.3.2 No vehicle is to be left idling in an emergency situation without an operator within an attentive distance, and all safety measures taken, or in place as vehicle transmission being in park, park brake being applied, flashers on, and wheels chocked on steep inclines, and not obstructing traffic in an unsafe manner or impeding the mission. 6.3.3 Non emergency or vehicles with emergency lighting for the sole purpose of directing traffic or safety awareness will not leave engines idling during lunch breaks or break times when units are not providing mission functions or sanctions. 6.3.4 Vehicles will not be left idling for the sole purpose of extreme heat climate comfort when temperatures are below 90 degrees Fahrenheit. When extreme heat conditions apply, personnel will follow safety measures as dictated in the City safety policy. 6.3.5 In severe winter conditions engines may idle in order to reach a comfortable climate within the vehicles interior and then shut off until the vehicle reaches a temperature that is below a less than comfortable temperature and only when vehicle is occupied. 6.3.6 No vehicle or equipment will be left idling for the sole purpose of entertainment as in listening to an am/fm radio or similar electronics and devices. 6.3.7 Vehicles will not be left idling in designated parking areas, assigned parking, loading zones, metered parking, parking lots or similar parking areas unless it meets the criteria listed in idling exemptions. 6.3.8 Any time a vehicle or equipment is not performing a vital function or in mission status and the idling exemptions do not apply, that vehicle or equipment will be shut off and not idling. 6.3.9 No vehicle or equipment is to be left idling if or when abandoned for unforeseen reasons. �'l3llRl�ll `Y 111CJ- 1' E A S CITY OF GRAPEVINE ADMINISTRATIVE POLICY SUBJECT: CLEAN FLEET AND SECTION: D NUMBER: 6.0 ANTI-IDLING PREPARED BY: Fleet Services REVISED DATE: 02/01/2014 PAGE: 3 of 6 6.4 IDLING EXEMPTIONS: The following situations will allow idling as needed when: 6.4.1 Emergency vehicles at scenes where lights, PTO's (power take-off units), and other accessories are needed to accomplish the mission. 6.4.2 A division of Police Department vehicle is working traffic enforcement detail. 6.4.3 A Department of Public Safety, Police, Fire, Department of Parks and Recreation, Department of Public Works and/or Utilities vehicles at job sites requiring the use of emergency lights, PTO's, and/or other accessories to accomplish their mission. 6.4.4 Inclement weather situations where the supervisor authorizes the use of the vehicle/equipment, a/c, heater-defroster for personnel well being and safety. 6.4.5 Any time a human life is at risk and survival depends on the operation of the vehicle or equipment. 6.4.6 Idling is directly related to a fleet maintenance service or repair. 6.4.7 A passenger bus may idle a maximum of twenty minutes in any forty minute period to maintain passenger comfort while non-driving passengers are aboard, unless extreme conditions apply. 6.4.8. A vehicle may idle while forced to remain motionless under normal traffic conditions, traffic control devices or signals, trains or other mass transit situations, or at the direction of a law enforcement official. �'l3llRl�ll `Y 111CJ- 1' E A S CITY OF GRAPEVINE ADMINISTRATIVE POLICY SUBJECT: CLEAN FLEET AND SECTION: D NUMBER: 6.0 ANTI-IDLING PREPARED BY: Fleet Services REVISED DATE: 02/01/2014 PAGE: 4 of 6 6.5 MEASURES AND RESPONSIBILITIES: 6.5.1 Another measure for reducing idling time is engine block heaters, which cut down on warm-up time for the engine on cold days or nights. If unit has a block heater and there is an available outlet near the vehicles assigned parking area, an effort should be made to plug the unit in when not in use during cold weather. 6.5.2 Cold weather startup and typical idling time usually takes 3 to 5 minutes for the engine to reach a safe operational temperature. Make sure a Pre-Trip Inspection is done and all fluid levels, tire condition and pressures are as manufactures specifications. 6.5.3 Operators of vehicle/equipment and supervisors will be judicious in the idling of units at emergency scenes and job sites. If not all of the units at the scene/site need to be idling, those units should be turned off and safety measures taken. 6.5.4 Each vehicle/equipment operator will be responsible for the idling operation of their unit and will take the appropriate measures to ensure that employees don't arbitrarily violate the policy without the operator knowledge. 6.5.5 Supervisors in each department/division will be responsible for the adherence and enforcement of the idling policy. Violations of the policy will be documented as to the vehicle/equipment operator, vehicle unit number, location, date and time, weather conditions, and circumstances of the violation. 6.5.6 The vehicle/equipment operator will be informed of the violation by the supervisor at the time of the infraction. 6.5.7 The appointed authority of each department/division will be responsible for �'l3llRl�ll `Y 111CJ- 1' E A S CITY OF GRAPEVINE ADMINISTRATIVE POLICY SUBJECT: CLEAN FLEET AND SECTION: D NUMBER: 6.0 ANTI-IDLING PREPARED BY: Fleet Services REVISED DATE: 02/01/2014 PAGE: 5 of 6 the discipline of employees found to be violating the policy. Discipline will be per City of Grapevine disciplinary procedures. 6.5.8 Contractors or vendors doing work or supplying materials for the City of Grapevine should be informed of the City of Grapevine Anti-Idling Policy and asked if they would abide by the policy while providing their services to the City. 6.6 PLAN OF ACTION: 6.6.1 Fleet Services will provide Anti-Idling and Air Quality Awareness Training annually for those who operate, maintain and manage fleet vehicles and equipment. 6.6.2 Fleet Maintenance will include the following actions: 6.6.2.1 The adoption and Implementation of Clean Fleet Vehicle Policy, Resolution No. 2008-07. 6.6.2.2 Operations including an Anti-Idling Policy. 6.6.2.3 Vehicle Acquisitions meeting the Clean Fleet Vehicle Policy. 6.6.2.4 Maintenance, Preventive Maintenance, including annual emission and safety inspections. 6.6.2.5 Implementing and installation of anti-idling devices. 6.6.2.6 Operators maintenance responsibility training. 6.6.2.7 Refueling guidelines and procedures. 6.6.2.8 Fueling Facility Stage I and Stage 11 Requirements. 1�1E- T E A S CITY OF GRAPEVINE ADMINISTRATIVE POLICY SUBJECT: CLEAN FLEET AND SECTION.
