HomeMy WebLinkAboutD07.0 Transporting City Equipment and Machinery CITY OF GRAPEVINE ADMINISTRATIVE POLICY SUBJECT: Transporting SECTION: D NUMBER: 7.0 City Equipment and Machinery PREPARED BY: Fleet Services REVISED DATE: MARCH 2019 PAGE: 1 of 4 Purpose 7.1 The purpose of attachment D in the Administrative Policy is to insure the safe and proper transportation of city owned motorized equipment and machinery on public streets, roads and Highways. Transportation meaning the driving under its own power (roading) or by trailering on appropriate size and rated trailers as well as the tow vehicle with appropriate combined gross weight rating (CGWR). Policy 7.2 Categorized Trailered Equipment and Machinery 7.2.1 Equipment and/or Machinery will be transported on the appropriate sized trailer meaning proper width and length trailer and weight rating. Trailer must be registered and have current license plate. All equipment will be secured by appropriate chains and boomers. Nylon or cargo straps are not allowed for securing heavy machinery or equipment, refer to section 7.3.3 and 7.3.8 for more details. 7.2.2 If equipment and/or Machinery is oversized by width or length but not the CGWR then tow vehicle and trailer will be marked with appropriate signage, flags and lighting indicating oversized load and will have a lead and follow vehicle with flashers, lights, strobes or other visual means of attracting the attention to the tow vehicle and its oversized load. If load is oversized check with State for any permit requirements. All equipment will be secured by appropriate chains and boomers. Nylon or cargo straps are not allowed for securing heavy machinery or equipment, refer to section 7.3.3 and 7.3.8 for more details. 7.2.3 Equipment and/or machinery that is overweight must be hauled by appropriate rated tow vehicle and trailer and have signage, flags and lighting indicating oversized and weight load and will have a lead and follow vehicle with flashers, lights, strobes or other visual means of attracting the attention to the haul vehicle and its oversized/overweight load. If load is overweight check with State for any permit requirements. All or equipment will be secured by appropriate chains and boomers. Nylon cargo straps are not allowed for securing machinery or equipment, refer to section 7.3.3 and 7.3.8 for more details. 7.2.4 No equipment and/or machinery with solid tires or tires that are marked "not road rated" or steel wheeled will be driven on public roadways and will be transported by trailer. Equipment and/or machinery that cannot maintain a speed of 15 MPH and/or does not have turn signals or lights must be trailered. Equipment and/or machinery that has a foot print of less than 18 square feet or less than 25 HP must be trailered unless mounted on manufacturers axles that meets approved trailering laws such as cement mixer, air compressor, light-plant, etc. and meets safe trailering speeds. Equipment and/or machinery that are not registered and does not have a current Texas Machinery license plate must be trailered. No steel tracked or steel drummed equipment may be driven on streets or roads for the purpose of traveling to a work site and must be hauled on the appropriate trailer and by an appropriate rated tow vehicle. 7.2.5 All trailers and tow vehicle will be inspected for condition of trailer ball or pintle hook, electrical connections and/or glad-hand connections and trailer jacks prior to use. Pre-trip inspection will be made to insure proper operation of lights and air brakes if equipped. Trailer must have current license plate. Equipment or machinery transported by over-road haul truck and trailer may not require a lead or follow vehicles depending on location and traffic conditions of the drop off site. 7.3 Allowable Driven Equipment or Machinery 7.3.1 Definition of equipment and machinery related to this policy and allowed to drive on roadways and streets are equipment that are pneumatic rubber tired motorized and/or self-propelled excavation or construction equipment or machinery that has been registered and has a Texas Machinery license plate and can maintain a speed of 15 mph and has turn signals and warning lights and slow moving vehicle signage. 7.3.2 Equipment and/or Machinery that may be allowed to be driven or roading, may travel roads and streets if the travel distance is no further than two CITY OF GRAPEVINE ADMINISTRATIVE POLICY SUBJECT: Transporting SECTION: D NUMBER: 7.0 City Equipment and Machinery PREPARED BY: Fleet Services REVISED DATE: MARCH 2019 PAGE: 3 of 4 miles and does not require travel on Interstate or State Highway and will have a lead and follow vehicle with flashers, lights, strobes or other visual means of attracting the attention to the equipment or machinery traveling on road or streets. 7.3.3 No passenger will be allowed on equipment or machinery being driven on roads or streets other than the driver transporting the equipment or machinery. The equipment and all attachments to the equipment will be stored in the proper travel position, refer to the manufactures operator manual for proper positioning and securing of specific equipment. No materials such as sand, rock, gravel, tools, etc. will be in any buckets or container attached to equipment or machinery during the travel to work site. Equipment and/or machinery and the tires will be clean of debris and/or foreign objects during travel on public roads or streets. Nylon or cargo straps are only to be used on static loads such as palletized materials, wood, pipe on cradles, containers, crated cargo, motorcycles, ATV's or carts/golf carts. Straps on equipment or heavy machinery can stretch or be cut on sharp edges risking the integrity of the load. Always use the appropriate size and grade chain and boomer according to the size and weight of load. 7.3.4 The driving of equipment or machinery on streets or roadways after dark is prohibited unless an emergency exist and the lead and follow vehicles has appropriate emergency lights. 7.3.5 These rules and procedures only apply when in transit or traveling from the City Service Center or from one work site to another and does not apply to streets or roads that are under construction or being repaired or maintained and properly marked or closed for said conditions. If a work site is split by an in-service or active street or roadway and equipment or machinery must cross during construction or activity, then proper signage and safety measures will be implemented accordingly by department or division. 7.3.6 All trailers owned and used by the City of Grapevine must be registered and have a current license plate and if rated over 4000 lbs. must be State Inspected annually. Check with Fleet Services if you have doubt that a CITY OF GRAPEVINE ADMINISTRATIVE POLICY SUBJECT: Transporting SECTION: D NUMBER: 7.0 City Equipment and Machinery PREPARED BY: Fleet Services REVISED DATE: MARCH 2019 PAGE: 4 of 4 trailer is street legal or needs repairs. Check with Fleet Services if you think a piece of equipment or machinery should have a Texas Machinery License Plate so that it may be driven over the road or on public streets. 7.3.7 If an additional vehicle is needed to meet the Lead and Follow vehicle requirement for transporting equipment, contact the Fleet Services department and a vehicle and driver will assist in your move. Please schedule in advance so Fleet Services is aware and has staff on hand. 7.3.8 When in doubt on how a piece of equipment or machinery should be transported, contact your local dealers or manufacturers of the equipment or machinery, the Fleet Services Department or Grapevine Police Department Commercial Vehicle Division.
