E NUMBER: 3.0 PREPARED BY- City Manager's Office REVISED DATE: 02/01/2014 PAGE: 1 of 2 PURPOSE 3.1 The purpose of the Building Evacuation policy is to insure employee and patron safety by implementing an emergency evacuation procedure for City Facilities. PROCEDURE 3.2 REASONS FOR EVACUATION o Anytime a fire alarm sounds. o At the direction of the City Manager. o Any employee who foresees a situation that may endanger the health or safety of the employees/patrons in that building. 3.3 Once a building evacuation is ordered, either by fire alarm or other means, the building must be evacuated immediately. 3.4 EVACTUATION PROCESS 3.4.1 Each city building will have a Building Monitor appointed by the City Manager. The Building Monitor will be charged with formulation of an evacuation plan for that building, and will have full authority to direct the building evacuation. Furthermore, it will be the responsibility of the Building Monitor to submit the evacuation plan to the Emergency Management Coordinator on an annual basis. 3.4.2 Once an emergency alarm sounds or an evacuation is ordered, employees will follow the evacuation plan appropriate for their building. 3.4.3 The Building Monitor reports the situation to the Fire Battalion Chief or other emergency personnel on the scene and directs the evacuation. E NUMBER: 3.0 PREPARED BY- City Manager's Office REVISED DATE: 02/01/2014 PAGE: 2 of 2 3.4.4 In each building there will be at least one male and one female employee charged with the duty of"Searcher". These employees are responsible for searching the building for remaining employees and guests as the others evacuate. The Searchers check the restrooms and all offices to be sure all employees have exited the building. However, if there is immediate physical danger or risk associated with remaining in the building, the Searchers should also evacuate immediately. 3.4.5 Upon leaving the building, the "Searchers" report to the Building Monitor. The Building Monitor should designate someone to call 911 to insure that emergency services have been notified. 3.4.6 There will be no smoking outside of the evacuated building unless the Fire Battalion Chief designates a particular area as safe for smoking. 3.4.7 The elevators will not be used as a means of evacuation in a fire. 3.4.8 No one may re-enter the building until the Building Monitor, under the advisement of emergency personnel, deems it safe. 3.4.9 Within 24 hours of the evacuation, the Building Monitor submits a written report detailing the evacuation reason and procedure to the City Manager and Emergency Management Coordinator.
