F NUMBER: 1.0 PREPARED BY- Information Technology REVISED DATE: 02/01/2014 PAGE: 1 of 2 PURPOSE 1.1 The purpose of the Voice and Data policy is to standardize and ensure compatibility of software, hardware, and data used for City business. This provides consistency throughout the organization, which improves communication efficiency. The City of Grapevine Voice and Data (Computer) Policy has four purposes: 1.1.1 To provide for standardization and compatibility for City use. 1.1.2 To protect all computer software copyrights. 1.1.3 To protect the City's microcomputer environment from computer viruses. 1.1.4 To set acceptable use policy for all voice and data network resources. POLICY 1.2 The City is committed to preventing copyright infringement. It is the policy of the City of Grapevine to respect all computer software copyrights, and to adhere to the terms of all software licenses to which the City is a party. The City of Grapevine licenses the use of computer software from a variety of third parties. The software developer normally copyrights such software. The City is subject to all copyright laws pertaining to the use of copyrighted software and documentation. Unless expressly authorized by the software developer, the City has no right to make copies of the software except for backup or archival purposes. This restriction includes, but is not limited to, making unauthorized copies for use on more than one computer (unless expressly provided for in the licensing agreement). This restriction also includes the introduction of unlicensed copies of software into City owned equipment. 1.3 The City is committed to protecting the integrity of the City of Grapevine's voice and data network from viruses and other threats. All data from any outside source whether on a portable media or from the internet should be scanned for viruses prior to entering into City voice and data network. 1.4 The City is committed to establishing and enforcing acceptable use policies for all voice and data network resources. This protects the City, its employees and citizens from avoidable problems, security breaches lawsuits and downtime. F NUMBER: 1.0 PREPARED BY- Information Technology REVISED DATE: 02/01/2014 PAGE: 2 of 2 Information Act, and may be accessible to the public under that Act. 1.5 DEFINITIONS 1.5.1 Director of Information Technology (IT) The senior executive charged by the City Manager with management oversight of the IT Department. 1.5.2 Voice and Data Network The sum total of all computers, phone equipment, network infrastructure and software owned, leased or otherwise under the control of the City of Grapevine, whether interconnected or not, by cables, telephone lines or other communications links. 1.5.3 Software Computer data such as programs, routines, and symbolic languages essential to the operation and maintenance of computers. This includes both open source and commercial products. 1.5.4 Computer Virus Any computer program or routine intended to disrupt normal computer operations. 1.5.5 Upgrading Upgrading may apply to the introduction of new or modified hardware or software that is intended to afford the user the latest technology in that area. NOTE: Upgrading hardware may be accomplished without changing the outward appearance of the machine. 1.5.6 User A user is a person, (employee) who has been entrusted with access to the City of Grapevine Computerized Network. 1.5.7 Login The keystroke routine required of the user to access his/her user account. Network security requires a login and a password, to gain access.
