G NUMBER: 10.0 PROCUREMENT REGULATIONS PREPARED BY: Purchasing/Finance EFFECTIVE DATE: 10/1/17 PAGE: 1 of 1 PURPOSE Delay on Implementation of Procurement Threshold POLICY 10.1 UNIFORM GUIDANCE PROCUREMENT REGULATIONS Background On December 26, 2013 the Office of Management and Budget(OMB) released its final rule of"Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards." This guidance to federal agencies streamlines and supersedes guidance that was previously contained in eight different circulars. Non-federal entities, such as the City of Grapevine, Texas must examine and revise their internal policies to ensure consistency with the Uniform Guidance and with agency-specific policies. Application The Uniform Guidance administrative requirements and cost principleswill applyto new and incremental funding awarded after December 26, 2014. Existing Federal awards will continue to be governed by the terms and conditions under which they were awarded. Delay on Implementation of Procurement Threshold Statement on Uniform Guidance Procurement Regulations: On May 17, 2017, the Office of Management and Budget (OMB)granted an additional one-year delay for implementation of the procurement standards under the Uniform Guidance in 2 CFR 200.317 to 326. The grace period now extends through December 25, 2017, meaning entities with fiscal years beginning on or after December 26, 2017, must have procurement standards, for federal expenditures, that meet the more stringent requirements of 2 CFR 200.317 to 326. The City has elected to delay implementation of 2 CFR 200.317 to 326 until October 1, 2018, which corresponds to the extension provided by OMB. Revised: 9/15/2020
