GENERAL WELFARE OF THE CITIZENS OF THE CITY OF
GRAPEVINE, TEXAS.
IN ACCORDANCE WITH ARTICLE 6252-17 , V.A.T.C.S. , AS
AMENDED BY CHAPTER 227 , ACTS OF THE 61ST LEGISLATURE,
REGULAR SESSION, THE SPECIAL CITY COUNCIL MEETING
EMERGENCY AGENDA WAS PREPARED AND POSTED ON THIS THE

The City Council of the City of Grapevine, Texas met in Special Session on
this the 22nd day of August, 1985 at 7:00 p.m, in the Council Chambers, 413
Main Street, with the following members present to-wit:

constituting a quortun, with the following members of the City Staff:
James L. Hancock City Manager
Kelvin Knauf Assistant City Nianager
Karen Spann City Secretary
CALL TO ORDER
Mayor Pawers called the meeting to order.
INVOCATION
The Invocation was delivered by City Secretary Karen Spann.
EXECUTIVE SESSION, REAL ESTATE
Mayor Pawers advised the purpose of the special meeting was for the City
'� "' Council to conduct a closed session relative to real estate, as provided by
Article 6252-17, V.A.T.C.S. , Subsection (f) . The City Council then recessed
,�a �, to the Conference Room.
Council Member Dyer arrived and offered co�nents during the closed delibera-
tions and subsequently left the meeting.
Follaaing a lengthy Executive Session, the City Council reconvened in the
Council Chambers. With the exception of Council M,eml�er Dyer, all me.mbers were
present.
City Manager Jim Hancock reported that no formal Council action was necessary
as a result of the closed meeting.
MISCII.�,ANEOUS REPORTS
N',ayor Powers then noted a question raised by the City's bond counselor and
financial advisor relative to possible use of the water and sewer capita.l
recovery fee to retire debt and provide additional coverage for the proposed
bond sale for expansion of the sewer treatment plant. Accounting procedures
and intended use of the capital recovery fee w�re considered in the brief
discussion which followed. No formal action was taken.
Council Member Wilbanks left the meeting during this discussion.

Council Member Spencer then instructed the City Staff to e�edite their review
of imple.n�entation of a capital recovery fee for street improvements and make a
� fornial presentation to the Council as soon as possible.
ADJOURNNID>1T
There being no further business to ccgne before the City Council, a motion to
adjourn was offered by Mayor Pro Tem Ware. The motion was seconded by Council
Member Spencer and prevailed by the ensuing vote:
Ayes . Powers, Ware, Brekken, Glynn, & Spencer
Nays . None
Absent: Dyer & Wilbanks
