INVOCATION Council N1�.mber Marion Brekken then delivered the Invocation. ORDINANCE, ADOPTION OF 1983-84 BUDGET "` The first item of business was for the City Council to consider an ordinance adopting the City of Grapevine proposed budget for fiscal year 1983-84. �:�� The caption of the proposed ordinance was read by the City Secretary. City Manager Jim Hancock reported the City Staff had recently reviewed the proposed budget and had made adjustsnents necessazy in order to eliminate the need for a tax increase. Bill Eisen, Assistant City Manager, then reviewed those changes in revenues and expenditures in the General Fund which had been made in order to balance the budget. It was also noted the budget as proposed did not include provisions for the receipt of any revenue fran Braniff Aizways. Follawing brief discussion, Council Member Dunn made a motion that the ordinance adopting the 1983-84 budget be approved. The motion, seconded by Council Member Jim Glynn, prevailed by the follawing vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Glynn Nays . City Secretary Karen Spann read the caption of the proposed ordinance. (1) �I 09/13/83 Assistant City Manager Bill Eisen noted that, due to recent budget adjustrrents, no tax increase was being recomnended and, therefore, the ordinance to be considered proposed a tax rate of 53.4G per $100 valuation. There being little discussion, Council Nlember Brekken made a mption that the ordinance be adopted. The m�tion was seconded by Mayor Pro Tem Ware and prevailed by the follawing vote: Ayes . The caption of the proposed ordinance was presented by the City Secretary. It was noted the ordinance would increase the tax exeng>tion amount from $5,000 to $10,000 of the assessed value of homesteads c�med by persons 65 years of �.. �, age or older. Mayor Pro Tem Ware then made a motion to adopt said ordinance. A second was � offered by Council N1�.mber Glynn, and the motion prevailed by the follawing vote: Ayes . None Absent: Dyer ORDINANCE NO. 83-57 AN ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS, PROVIDING HOMFSTEAD E�'IP'!'IONS FOR PIIZSONS SIXTY-FIVE (65) YEARS OF AGE OR OLDER; PROVIDING FOR � FILING OF AFFIDAVITS; AND PROVIDING AN EE'FF]CZ'IVE DATE ORDINANCE, INCREASE 4�TER RATES The ne� order of business was for the City Council to consider an ordinance amending City Code Chapter 25 relative to water rates. �.�,� Assistant City Manager Bill Eisen reported the budget approved earlier in the meeting included a 7.4� increase in water rates, which was to be considered at this time. It was noted the increase was proposed to cover requirements of bonded indebtedness in the Utility Fund. The caption of the proposed ordinance was then read by the City Secretary. Following Council deliberation, a motion was made by Mayor Pro Tem Ware that the ordinance be adopted. The motion was seconded by Council N�er Brekken and prevailed by the follawing vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Glynn Nays . None Absent: Dyer (2) 09/13/83 ORDINANCE NO. 83-58 AN ORDINANCE AMENDING Z�-iE CODE OF ORDINAlVCES OF THE CITY OF GRAPEVINE, TEXAS, BY A1�'�IDING CHAP'I`ER 25, SEGTION 25-28 RII,ATING TO 4�TER RATES; PR�IIDING A SEVERABILITY CLAUSE; AND DECLARING AN II�GII�ICY �-°, EXECUTIVE SESSION It was then noted by Mayor Tate that the City Council would recess to the �. � Conference Rocgn to discuss personnel pursuant to Article 6252-17, V.A.T.C.S. , Subsection (g) . Follaving the closed �ecutive Session, the City Council reconvened in the Council Chambers to take any necessazy action. Al1 Council Members were present, with the exception of Council Member Ron Dyer. City Manager Jim Hancock reported the City Staff recomrended engagi.ng the services of outside technicians to assist in preparing the doctiurentation necessary for the proposed implementation of the master plan. He added that a proposal for said services had been received from Freese & Nichols, Inc. Consulting �gineers. Council Meniber Dunn then made a motion that the City Manager be authorized to proceed with the hiring of technicians as proposed by Freese & Nichols, Inc. to assist in the preparing of doctur�entation relative to the implementation of the master plan. The mr�tion was seconded by Council Nlember Glynn and prevailed by the follawing vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Glynn Nays .
