The meeting was called to order by Mayor Tate.
INVOCATION
Council M�,anber Marion Brekken then delivered the Invocation.
INTRODUCTION AND PROGEDURE
The members of the Planning & Zoning Canmission were introduced by Mayor Tate,
who then outlined the procedure to be follawed during the public hearings.
PUBLIC HFARTNG, ZONING APPLICATION Z83-39, DAVID AI�BERT & ASSOCIATES
The first order of business was for the City Council and Planning & Zoning
Cc�nm.ission to continue a public hearing relative to Zoning Application Z83-39
submitted by David Albert & Associates.
The public hearing was declared open by Mayor Tate.

Public Works Director Jim Baddaker then reviewed the zoning request. Those
present were advised the property in question involved approximately 1.15
�,,,,,,, acres of land located in the St. L�uis Southwestern Railway right-of-�way near
the intersection of the railroad tracks and State Highway 121 North. The -
requested zoning was "S-P" Site Plan for the placem�nt of two advertising
billboards, with the present zoning being "R-1" for Single-Family D�llings.
Mr. Baddaker also noted the public hearing for this application had been
tabled at the September 20, 1983 meeting.
Mr. Scott Keeshin, representing the applicant, then requested that, due to a
delay in obtaining needed information, the public hearing again be tabled
until the December meeting of the City Council and Planning & Zoning
Comtti.ssion.

Commissioner Harlen Joyce then made a motion to table the public hearing until
December 20, 1983. The mption was seconded by C�Lission Member Gerald Norman
and prevailed by the following vote:

A motion to continue the public hearing on December 20, 1983 was also made by
Council Niember Brekken. Mayor Pro T�n Ware seconded the motion, which ,,,�,�

PUBLIC HEARIl�IG, ZONING APPLICATION Z83-44, RODMAN JORDAN
The next order of business was for the the City Council and Planning & Zoning
Comnission to continue a public hearing relative to Zoning Application Z83-44
submi.tted by Rodman Jordan, Inc.
Mayor Tate declared the public hearing open and called on Mr. Baddaker to
review the request of the applicant.
' Mr. Baddaker noted the property to be considered was located north of East
' Northwest Highway just west of its intersection with Dooley Street. Said
property being approximately 6 acres of land presently zoned "C-2" Comnunity
Business, with the requested zoning being "C-OU° C�rercial Outdoor District.
This public hearing was carried over from the meeting of October 18, 1983.
Mr. Millard Dilg, representing the applicant, advised that the original
proposal for this property had been changed. A group of Grapevine businessr�n
were naw looking at this location as a site for expansion of their individual
business operations. There would be some outdoor storage of business �s
vehicles, thus the "C-OU" zoning was being requested.
During the ensuing discussion, concern was expressed for the specific use of `�'`�
the property and whether C�rcial Outdoor zoning was appropriate.
' No one present wished to coim�nt relative to this request, and no
' correspondence had been received.
A motion was then made by �ission N�er Rick Atkins to close their portion
of the public hearing. The m�tion, seconded by Ccamussioner Tan Pawers,
, prevailed by the follawing vote:

' The next order of business was for the City Council and Planning & Zoning �„
' Carmussion to continue a public hearing relative to Zoning Application Z83-46
submitted by Central Park Developm�.nt Ccxnpany.
, The public hearing was declared open by Mayor Tate.
' Public Works Director Jim Baddaker reported this application had been tabled
' in October. The property in question was located on the south side of West
Northwest Highway near its intersection with Cross Creek Drive. The 4.7-acre
tract of land was currently zoned "R-1" Single-Family Du�lling District, and
the requested zoning was "P-O" Professional Office District.

Upon canvassing the audience, it was found that no one was present to
represent the applicant.
NOTE: Co�nissioner Ron Cook arrived at the meeting.
At the invitation of Mayor Tate, no guests present wished to speak relative to
this zoning request. It was also reported that no correspondence had been
received regarding this matter.
,�, Comnission Member Gerald Norman then made a m�tion to close their portion of
the public hearing. The motion was seconded by Cca�an.issioner Pawers and
prevailed by the follawing vote:

PUBLIC HEARING, ZONING APPLICATION Z83-47, RON HAYNE.S
The next order of business was for the City Council and Planning & Zoning
Conmission to conduct a public hearing relative to Zoning Application Z83-47
submitted by Mr. Rc�n Haynes.
The public hearing was declared open by Mayor Tate.
Public Works Director Jim Baddaker reported the property to be considered
involved 51.987 acres located on the vaest side of Dove Loop R�ad at the
*'�"" Nbckingbird Drive intersection. The zoning was proposed to be changed fran
"P-D" Planned Development for apart�nts, tawnhouses, and office space to
"S-P" Site Plan zoning category for a single-family, detached residential
� neighborhood not to exceed six units per acre.
Mr. Ron Haynes then addressed the Council and the Cc�unission, explaining the
praposed development and cosmetic planning for this property. He noted the
site plan indicated the lots would be 5,000 square feet in size, with the
houses to be built in the center of each lot. Prc�osed variances in the yard
setbacks were also addressed, as well as the proposed develo�nt of Dove I�oop
Road.
NOTE: Council M��ber Larry Oliver arrived during this testimpny.
A lengthy discussion ensued, during which numerous questions were asked of Mr.
Haynes.
Those persons present who wished to express their opinion regarding this
zoning request were then invited to do so. Mr. Bob Hunt, 2323 Eagle Crest
Drive, spoke in favor of the requested site plan zoning. One unidentified
guest, who was opposed to the zoning request, expressed concern for adequate
utilities services. The follawing persons then spoke in opposition to the
request:

In reference to the down zoning of the 52 acre tract of land across
Dove Loop fran I�.isswood Residential h� area.
Being a home owner in this subdivision I feel very strongly that
there is no other feasable program that will benefit all home awners
concerned than the acceptance of the proposal put for.ward by the
Ron Haynes program.
I urge all concerned decision making persons to accept this proposal
as a final decision.

Jim Baddaker, Public Works Director, reported this application involved a
tract of land located on the northeast corner of Dove Road and Northwest
Highway. The property was currently zoned "S-P" Specific Use Permit District
for the storage, possession, retail sale, and off-premise consumption of
alcoholic beverages (beer only) , incidental to the aperation of a convenience
store and gasoline service station, further providing for the construction and
operation of a carwash facility, all in accordance with a site plan. The
applicant was requesting approval of a revised site plan at this time.
�,,, Mr. John Jones, applicant, advised that a PDQ Food Store was operating at this
location. They wished to expand to the east and install a drive-through
carwash facility and relocate the gasoline pumps.
� Follawing a brief period. of questioning, Mayor Tate asked if there were guests
present who wished to speak either for or against the zoning request. Mrs.
Frank Pilney, 1366 Tipperazy, spoke in opposition to the application. No one
else wished to make a co�nt, and it was reported that no correspondence had
been received relative to this request.
A motion was then made by Commission Member Joyce to close the public hearing.
The motion was seconded by Co�anissioner Rick Atkins and prevailed by the
ensuing vote:
Ayes: Spencer, Cook, Joyce, Norman, Paaers, Wilbanks, & Atkins
Nays: None
Mayor Pro Tem Ware made a motion to close the Council's portion of the public
hearing. A second was offered by Council Member Oliver, and the motion

PUBLIC HEARING, ZONING APPLICATION Z83-49, R & R CONSTRUCTION COMPANY

The next order of business was for the City Council and Planning & Zoning
� Comnission to conduct a public hearing relative to Zoning P,pplication Z83-49
submitted by R & R Construction Ccgnpany.
The public hearing was declared open by Mayor Tate.
Public Works Director Jim Baddaker reported this application concerned 8.26
acres of land on the east side of Park Boulevard between Redwood Trail and
Brookside Drive. The current zoning on this property was "SP" Specific Use
Permit District for multi-family develo�ment not to exceed 18 and 20 units per
acre. The requested zoning is "R-MF-1" Multi-Family District.
Mr. Ran Ho7man advised he proposed to build townhouses on subject property.
He noted that he had attended a meeting with several of the neighboring
property awners and had discussed the proposed development with them.
Several inquiries were made of Mr. Ho]man during the ensuing discussion, and
the possibility of sewer and drainage problems was also discussed.
Mr. Charles Nunn, 2013 Redwood Trail, and Mr. Richard Burk, 815 Yellowstone,
then affirnled that they had spoken with Mr. Holman, and that they supported
his proposal, as it seemed the best alternative at this time. Mrs. O. L.
Michaels, 1640 Choteau Circle, also spoke as to the integrity of Mr. Holman.
�** It was reported that a letter of support had been received, which contained 23
signatures of neighboring property awners.
-,�,,,, There being no further cca�urents, Cammissioner Norman made a motion to close
the public hearing. The motion was seconded by Commission Member Joyce and
prevailed the the follawing vote:

The next order of business was for the City Council and Planning & Zoning
Commission to conduct a public hearing relative to Zoning Application Z83-50
submitted by Mr. John Ball.
Mayor Tate declared the public hearing open, and Mr. Baddaker then explained ,,,��
the request of the applicant.
Those present were advised the property in question was 212 acres of land
located south of Mustang Drive and west of Highway 121 South, said tract �'�`
abutting the Oak Creek Estates subdivision to the east. The current zoning on
the property being "C-2" Community Business and "R-1" Single-Family Dwelling
District, with the requested zoning being (1) "S-P" Site Plan District for loow
density, residential dwellings, (2) "R-MF-1" Multi-Family District, (3) "C�"
Cormtunity Co[mtercial District, (4) "M-FW" Freeway District, and (5) "R-MF-2"
Multi-Family District, all as delineated by separate metes and bounds
descriptions.
Mr. John Ba.11, applicant, then revie�aed the proposed developmerit for this
', tract. It was noted the single-family developtrent being considered for Site
� Plan zoning would, generally, have zero lot line characteristics. Mr. Frank
II Graham was also called upon to clarify a few points.
' During the discussion which follawed, concern was e�tpressed by the Council and
the Canmission for the 5,000 square foot lots proposed in the single-family
developn�nt. The location of the proposed north-south arterial street was
also discussed at length.
Those guests wishing to comrent relative to this zoning application were then
i.nvited to do so, and the follawing persons spoke in opposition to the

Mr. Don Harris fran the Planning Department of Dallas-Fort Worth Airport also
addressed this zoning request, as a portion of the property is located in the
airport noise corridor. He noted the Airport had no objections to the
proposed development.
City Secretary Karen S�ann reported that one letter of apposition had been
received fran Mr. Larry Lightner, one letter stating no objection was received
from Mr. William H. Leder of the DFW Airport, and one petition had been

Dear Ms. Spann:
We represent Larry Lightner, a property awner within 200 feet of the
tract of land included in the above-referenced rezoning case. I
would appreciate your including this letter as part of the public
hearing held in conjunction with that request.
Mr. Lightner owns property directly to the south of the tract
involved in the rezoning case. Included in the application for
� rezoning is a site plan that locates a portion of a proposed major
� arterial road, which according to the city's thoroughfare plan
wouldconnect Kimbell Road with Glade Road. The proposed location on
;,r,�,, the tract in question will also establish where the proposed road
will cut across land both to the north and to the south. The
proposed location wr�uld have a substantial negative impact upon Mr.
Lightner'sproperty.
In order to avoid damage to his property, Mr. Lightner requests that
the southerly exit of the proposed major arterial road be coter-
minous with the �sterly boundary of the tract involved in the
rezoning.
There is no reason fran either a planning or engineering standpoint
that the southerly exit of the proposed major arterial road cannot
be located in that position. The thoroughfare plan for the city is
designed to serve as a general guide for the location of different
types of streets. It was never intended to service to pinpoint the
location of street improvements. Certainly a deviation of several
hundred feet in locating a proposed road was in the contemplation of
the consultants who prepared the thoraughfare plan. For instance,
it appears that i.n the northern portions of the tract involved in
this rezoning, the proposed major arterial road is several hundred
feet to the west of where it appears in the thoroughfare plan.
°''�� Locating the southerly exit of the proposed road several hundred
feet further to the west would appear apprapriate, where no one
;�, w�uld be harmed by such action and the detrimental effect on Mr.
Lightner's property would be minimized. Mr. Lightner is not
requesting the entire road be moved, but only that when it exits to
the south of the tract in question it be at a point coterminous with
that tract's western boundary.
To the extent the southerly exit point of the proposed major
arterial road can be shifted to the western boundary it w�uld be
possible for Mr. Lightner to make property available to the city to
allaw that road to continue in a southerly direction. Moreover,
locating the road in that position would forestall possible litiga-
tion, that might tie-up the property and road construction for
several years.
Therefore, to the extent the rezoning is allawed, it should be done
with the condition that the southerly exit of the proposed major
arterial road be at the western boundary of the tract in question.

Public Wbrks Director Jim Baddaker advised the property to be considered in
this application was located north of West Northwest Highway between Lucas �,
Street and Scribner Street. The zoning being requested was "R-MF-2"
Multi-Family District and "C�" Comrnuzity Commercial District, with the pro-
perty currently zoned for a Planned Development of apa.rtments, tawnhouses, and
retail/office space.
Mr. Jackie Davis, applicant, then outline the proposed develo�nt of this
property. It was indicated. the Multi-Family zoning would be on the north half
of the tract with the Conmunity Catm�rcial zoning on the southern portion.
Ntunerous questions were then asked of Mr. Davis by the City Council and
Planning & Zoning Camn.ission. The matter of increased traffic problems in
this area was also discussed.
Mrs. Haward Holt, 322 Lucas, and Mr. Aubrey Mauldin, 314 Lucas, both spoke in
opposition to the requested zoning. It was also reported that three letters
had been received, each one opposing the development and expressing concern
for traffic burdens. One petition containing 10 signatures had also been
received in opposition.

Mayor Tate then asked if there were guests present who wished to speak either
for or against the zoning request. Ms. Ann Rochelle, 205 Hall Street, spoke

Winchnill Estates had expired. Therefore, the plat was considered to be
approved by the Comnission and was naw before the City Council for considera-
tion. He noted the property was located on the east side of Pool Road just
north of the Druid Hills Addition and west of the Skyline Oaks S�abdivision.
Concerns about drainage in this area were also addressed.
Mr. Baddaker advised that additional rightrofJway will be obtained for the
develo�nt of Pool Road, and the City Staff rec�nded approval of the
proposed plat.
There being little discussion, a m�tion was made by Council Member Charles

Bill Eisen reported the present contracts with SCA Services of Fort Worth for
both refuse and brush collection and disposal were due to expire on
November 20, 1983. He added that the City Staff rec�nded advertising for
bids for these services and noted the reasons why this course of action was
chosen. It was also the reccm�rendation of the City Staff that the existing
contracts be extended for a period of six mpnths to allaw ample time for the
bidding process.
Follaving a brief discussion of contract proposals, Council Member Ron Dyer
made a motion to authorize the City Staff to advertise for bids for the col-

the DFW Airport Hilton Hotel. She noted that City Code required this position
be filled by a representative of a hotel or motel operated in the City, and
that Mr. Kenneth Wilson, the new Vice President and General Manager of the
Hilton Hotel, had submitted his application for consideration.
There being little discussion, Council Member Dunn made a motion that Mr.
Kenneth Wilson be appointed to serve on the Boa.rd of the Convention & Visitors

The next order of business was for the City Council to consider the recan-
mendation of the Planning & Zoning Commission relative to Zoning Application
Z83-52 (Dalworth) and a subsequent ordinance if applicable.
Chairman Sharron Spencer reported the Planning & Zoning Conmission recomnended
approval of the three- and four-family zoning request by a vote of 4 to 3.
Follawing the reading of the caption of the proposed ordinance, it was noted
this application would require a 3/4 vote of the City Council for approval as
a result of the opposing response fran neighboring property awners.
Follawing brief Council deliberation, Mayor Pro Tem Ware made a mr�tion to
' accept the recamrendation of the Planning & Zoning Corrmission and adopt the
ordinance. The motion was seconded by Council Member Oliver and prevailed by
the ensuing vote:

The next item before the City Council for consideration was the rec�ndation
of the Planning & Zoning Commission relative to the preliminary plat of the
Hazwell Addition, Phase II.
Mrs. Spencer advised the Planning & Zoning Cca�mission recomnended approval of
the preliminary plat by a vote of 7 to 0.
There being little discussion, Mayor Pro Tem Ware made a motion to accept the
rec�ndation and approve the preliminary plat of the Harwell Addition, Phase
II. The mr�tion was seconded by Council Member Oliver and prevailed by the
follaaing vote:

PLANNING & ZONING COMMISSION RECONJNIENDATION, PRELIMIl�IARY PLAT, DOVE CROSSING
The next order of business was for the City Council to consider the
rec�ndation of the Planning & Zoning Commission relative to the preliminary
plat of Dove Crossing.
Chairman Sharron Spencer reported the Planning & Zoning Comnission had tabled
the consideration of this preliminary plat. This plat concerns the same
property involved in Zoning Application Z83-47 submitted by Mr. Ron Haynes,
which was previously denied by the Canmission and tabled by the City Council.
The Conmission will reconsider the prelim;narv plat of Dove Crossing pending
the outcome of the zoning request.
No formal action was taken by the City Council.
