TRIPLETT, JR, PLANNER II DATE: JUNE 6, 2012 SUBJECT: CONDITIONAL USE REQUEST CU12-11; LOT 1, BLOCK 1, VTG GRAPEVINE ADDITION RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to Conditional Use Request CU09-30 (Ord. 09-41) approved at the September 15, 2009 meeting for a planned commercial center with an automotive dealership with sales and service of new and used vehicles and two pole signs, specifically to allow the addition of a driveway on the State Highway 114 frontage road and take any other action necessary. BACKGROUND INFORMATION Originally, Conditional Use Request C000-33 (Ord. No. 00-81) was approved at the August 15, 2000 meeting, providing for an automotive dealership with sales and service of new and used vehicles and a forty -foot pole sign with an additional six-foot ground sign. Conditional Use Request C000-64 (Ord. 00-126) approved on December 19, 2000, allowed for some minor revision to the approved site plan. At the May 15, 2001 meeting Conditional Use Request CU01-21 (Ord. No. 01-41) was approved and provided for the placement of a temporary trailer for business purposes and allowed vehicle sales to occur on the premises (particularly the display lot) prior to completion of the permanent 92,636 -sq. ft. building. The Site Plan Review Committee at their January 23, 2002 meeting approved Conditional Use Request CU02-02, specifically to add a 4,408 square foot sales building to the front of the site. The Site Plan Review Committee at their February 27, 2002 meeting approved Conditional Use Request CU02-04 allowing for the addition of a 2,000 -gallon fuel tank and a 1,000 - gallon fuel tank and the enclosure of six parking spaces located to the east of the service center with a six-foot chain link fence to be used for tire storage. The Site Plan Review Committee at their August 28, 2002 meeting approved Conditional Use Request CU02-37, for the addition of awnings to the windows on the main sales building. Conditional Use Request CU02-36 (Ord. 2002-71) was approved at the September 17, 2002 meeting to allow for an expansion to the in-service area parking as well as directional signage on the site. Conditional Use Request CU09-30 (Ord. 2009-41) was approved at the September 15, 2009 meeting to allow for establishing a planned commercial center for an automobile dealership with sales and service of new and used vehicles along with a 17.3 -foot pylon sign and a 30 -foot pylon sign. O:\ZCU\CU 12-11.4sprc With this request the applicant proposes an additional driveway on the State Highway 114 frontage road. The centerline of the proposed driveway is approximately 225 feet east of the existing driveway. Two signs, a pylon sign and an entry sign will need to be relocated as a result of the additional driveway. The total parking provided of 1,056 spaces exceeds the minimum number of 338 required parking spaces for the use on the subject site. /at OAZCUICU12-11Asprc Pacheco Koch DALLAS a FOT l WORTH ;" N April 2, 2012 PK No.: 2857-12.071 Mr. Albert Triplett, Jr. CITY OF GRAPEVINE Development Services 200 S. This request is to specifically request the addition of a proposed driveway from the frontage road of East State Highway 1 14 to align with the center of the existing 68,163 SF building. The proposed Conditional Use will not cause substantial harm to the value, use or enjoyment of other property in the neighborhood, as it is an addition to the existing quality automotive dealership.
