The City Council of the City of Grapevine, Texas met in Special Workshop
Session on this the 18th day of August, 1983 at 6:30 p.m. in the Concourse
Center, 3800 Fairway Drive, with the follawing members present to�wit:

Mayor Tate called the meeting to order.
INVOCATION
The Invocation was delivered by Council Member Larry Oliver.
DINNER
Dinner was then served to members of the City Council and Administrative City

WORKSHOP
The first item to be considered by the City Council was a resolution voting on
a proposal to increase the ad valorem tax rate; calling a public hearing and
directing the giving of notice of said public hearing pursuant to the Property
Tax Code, Section 26.06.
City Manager Jim Hancock and City Attorney John Boyle then reviewed the reasons
for said resolution and its contents, noting that State law prohi.bited the
City of Grapevine from excluding currently insolvent Braniff Airways, Inc.
fran its property tax rolls; thus raising the total assessed value and greatly
increasing the percentage of proposed tax increase. They further corm�ented
the City Staff reco�nded approval of the proposed resolution, which outlines
the circt�nstances and requirements and calls for a public hearing to be held
August 30, 1983.
The caption of the proposed resolution was read by the City Secretary.
There being little discussion, Mayor Pro Tem Ted Ware made a mr�tion that the
resolution be approved. A second was offered by Council Nlea�nber Marion
Brekken, and the motion prevailed by the following vote:
Ayes . Tate, Ware, Oliver, Brekken, Dyer, & Glynn
Nays . None
Absent: Dunn

A PROPOSAL TO INCREASE PROPERTY TAXES;
CAIZING A PUBLIC HEARING; DIRECrI'ING THAT
NOTICE BE GIVII�I IN ACCORDANCE WITH Tf�

PROPERTY TAX CODE; AND PROVIDING AN
EFFECTIVE DATE
' City Manager Jim Hancock then reviewed several major changes in the 1983-84
budget proposal of the Utility Enterprise Ftiind, which included (1) a 7.40
increase in water rates, (2) the first of the three annual installments for
land recently purchased for expansion of the sewer plant and maintenance
facility, (3) the addition of three new personnel in the Water Department, and
(4) increased payments to the Trinity River Authority due to increased usage
of water and sewer services. ,��
Assistant City Manager Bill Eisen then reviewed an analysis of projected
revenues and expenditures for the Utility Enterprise �znd, the Golf Ehterprise ��
Ftznd, and the Hotel/Nbtel Occupancy F�.ind.
Many issues were discussed, though no formal action was taken by the City
Council.
It was the general consensus of the Council that the next 1983-84 budget
workshop w�uld be held on Tuesday, Septemb�r 6, 1983 at 6:30 p.m.

There being no further business to come before the Council, a mr�tion to adjourn
was made by Council Member Oliver. The motion was seconded by Council Member
Dyer and prevailed by the follawing vote:
