The meeting was called to order by Mayor Tate.
INVOCATION
Council MemY�er Larry Oliver delivered the Invocation.
OATH OF OFFICE
City Secretary Karen Spann then administered the Oath of Office to newly
appointed Planning & Zoning Commission Members Ron Cook, Harlen Joyce, and
Shane Wilbanks.
PRESENTATION
Mayor Tate presented a plaque of appreciation to former Councilman William
Shafer, acknowledging his service to the citizens of this comnunity. The
Council Me,mbers also extended their best wishes.
INTRODUGTION AND PROC�DURES
"�""� Mayor Tate then introduced the members of the Planning & Zoning Coimtission and
' reviewed the procedure to be followed during the public hearings.

The next item of business was for the City Council and Planning & Zoning
Comnission to conduct a public hearing relative to Zoning Application Z83-12
submitted by Manufacturers Outlet Center.
Mayor Tate declared the public hearing open and called upon City �gineer Jim
Baddaker to outline the request of the applicant.
Mr. Baddaker advised that the zoning request involved a 1.45 acre tract of
land in the T. Mahan Survey. He further noted that the present zoning was

"PD" Planned Development with the proposed zoning request being for "C-OU"
Co�nercial Outdoor to locate an outdoor nursery next to the existing
manufacturing outlet sales.
Mr. Gary Dalton, representing Manufacturers Outlet Center, then came before
the Council and Planning & Zoning Co�nission to answer any questions they
might have.
Follawing discussion from the Planning & Zoning Conmission and Council, Mayor
Tate then asked if there were guests present to speak for or against the �"
proposed zoning request. Mr. Jesse Woods, neighboring property awner, then
voiced his objection to the zoning change, stating that it was his opinion
that the requested zoning was too broad of a category for the use intended.. � , .,
It was then reported by the City Secretary that no correspondence had been
received concerning this zoning application.
Gcc�Lissioner Harlen Joyce then made a motion to close their portion of the
public hearing. 'I'he �tion, seconded by Comnission Member Gerald Normari,
prevailed by the follo�aing vote:

Nays: None
Council Member Marion Brekken also made a m�tion to close the Council's portion
of the public hearing. A second was offered by Mayor Pro T�n Ted Ware, and
the motion prevailed by the following vote:

The next order of business was for the City Council and Planning & Zoning
Commission to conduct a public hearing relative to Zoning Application Z83-13 '"1�'�
submitted by Mr. Steven I. Ginsberg. �-

Mayor Tate declared the public hearing open.
City �gineer Jim Baddaker noted that the subject property was located at 101
East State Highway 114, the site of the present Majik Market-Gulf Service
Station. He continued, stating that the current zoning was "C-2" Con�tunity
Business with the requested zoning being "S-P" Site Plan Zoning Category for
the storage, retail sale, and off-premise consiunption of beer only, incidental
to the operation of a convenience store and gas outlet and further providing
for all other uses in the "C�" Cananunity Conunercial Zoning Category.
Mr. Steven I. Ginsberg, representing Gulf Oil Corporation, then addressed the
Council and Planning & Zoning C�m.ission and outlined the reasons for the
zoning request. He also introduced Mr. Marty Cloin of G�ilf Oil Corporation,
who read the following letter into the record.

Gentlemen:
McDonald's has no objection to the granting of a permit by the
City which will allaw C�ilf to sell beer for off premises
constunption next to our restaurant at Highway 121 and Main Street,
in Grapevine.

Several situations exist in the Dallas/Fort Worth area where �.ilf
is next to McDonald's and sells beer. We have had no problems as
a result of this.

There being little discussion, Mayor Tate asked if there were any guests
�,,, present to speak regarding this zoning application. 'I'here were none.
The City Secretary then advised that, in addition to the favorable letter fran
the McDonald's Corporation, three other letters had been received from
neighboring property awners (American Bank of Ccalmierce, Payton Wright Ford
Sales, and the Dallas/Fort Worth Regional Airport) stating their approval of
the requested zoning.
A motion was then made by Conmission Member Tom Powers to close their portion
of the public hearing. The mption was seconded by Commission Nlember Harlen
Joyce and prevailed by the follawing vote:
Ayes: Spencer, C,00k, Joyce, Norman, Hawkins, Pawers, & Wilbanks
Nays: None
Council N1Q�nber Charles Dunn then made a mption to close the Council's portion
of the public hearing. The motion was seconded by Council Member Glynn and
prevailed by the follawing vote:

3 � The next order of business was for the City Council and Planning & Zoning
Conmission to conduct a public hearing relative to Zoning Application Z83-14
submitted by Allen Properties.
Mayor Tate declared the public hearing open and called upon City Engineer Jim
Baddaker to explain the requested zoning change.
Those in attendance were advised that the zoning request involved a 9.39 acre
tract of land out of the B. B. B. & C. R. R. Co. Survey on Spur 382 in
Grapevine. He further noted that the present zoning was "I-1" Light
Industrial and "C-2" C�ninity Business with the proposed zoning being for
"C W" Comnercial Warehouse.
A representative of Al1en Properties, Mr. Les Matthews, then presented his
co�zy's proposal, indicating that they wished to locate an air freight
office/warehouse on the subject tract of land.
Mayor Tate then asked if there were guests present to speak either for or
against the zoning change. There were none.
City Secretary Karen Spann reported the only correspondence received was from
the Dallas/Fort Worth Regional Airport stating they had no objections to the
"� proposed land use.
� There being little discussion, Commissioner Tam Pawers made a m�tion to close
�• their portion of the public hearing. The motion, seconded by Ca�ission

The next agenda itc�n was for the City Council and Planning & Zoning Cca�nission
to conduct a public hearing relative to Zoning Application Z83-15 submitted by
Mr. Kenneth B. Kramer.
The public hearing was declared open by Mayor Tate.
Mr. Ba.ddaker noted that the zoning request was for two adjacent tracts of land
comprising 24.5 acres of land in the William Driskill Survey. The two tracts �►
of land were currently zoned "PD" Planned Development, with the requested
zoning being "C-C" Community Cam�rcial on Tract A and "MF-2" Multi-Family on
Tract B. „��
Mr. Mitchell Spector, representing Mr. Kenneth Kramer, addressed the Council
and Planning & Zoning Commission, outlining the proposed development and their
reasons for the requested zoning.
Follawing lengthy questions and discussion from the City Council and the
Commission, Mayor Tate invited those in attendance to speak either for or
against the proposed zoning request. No one wished to make a statement. It
was also noted that no correspondence had been received regarding the zoning
application.
There being no further discussion, Comnission Member Harlen Joyce made a
mr�tion to close their portion of the public hearing. The motion was seconded
by Commissioner Klee Hawkins and prevailed by the follawing vote:
Ayes: Spencer, Cook, Joyce, Norman, Hawkins, Pc7wers, & Wilbanks

Mayor Pro Tem Ware then made a motion to close the Council's portion of the
public hearing. The motion was seconded. by Council Member Larry Oliver and

PUBLIC HEARING, ZONING APPLICATION Z83-16, CROW DEVELOPMENT COMPANY
The next order of business was for the City Council and Planning & Zoning
Commission to conduct a public hearing relative to Zoning Application Z83-16
submitted by Mr. Ron Haynes, representing the Craw Development Company.
The public hearing was declared open by Mayor Tate, who then called upon City
E7igineer Jim Baddaker to review the request of the applicant.
Mr. Baddaker advised that the property in question included approximately 69
acres in the John R. Doss Survey, located just West of the Eti.iless�rapevine
Road and bordered on the North by Hughes Road and on the South by Glade Road.
He further noted the property was currently zoned "C-2" Comrnanity Business and
"I-1" Light Industrial with the requested zoning being for "R-7.5" Single
Family on Tract 1 and "C-C" Ca�munity Co�runercial on Tract 2.
Mr. Ron Haynes, representing Crow Development Co�any, addressed the Council
and Planning & Zoning Conanission stating his con�any's purpose for requesting
said zoning. He then introduced Mr. David Bagwell, who gave a lengthy
presentation of the cosmetic planning and proposed development for this
Pro��y. ,�.�
Following questions and discussion from the Council and Commission, Mayor Tate
asked if there were guests present who wished to speak in regard to the zoning �s
application. Mr. Marvin Hunt, neighboring property owner, made a statement
regarding the proposed feeder road to be built through the property in
question, as shown on the Thoroughfare Plan Map.
There being no further discussion, Conanissioner Klee Hawkins made a motion to
close their portion of the public hearing. A second was offered by Ca�nission
NIQ�r Gerald Norman, and the motion prevailed by the follawing vote:

to conduct a public hearing relative to Zoning Application Z83-17 submitted by
Mr. Ron Haynes, representing the Crow Development Company.

Mayor Tate declared the public hearing open.
City �gineer Jim Baddaker then advised the Council M�mbers and Conmissioners
the City Planner had been notified that the applicant wished to withdraw this
zoning change request.
Mr. Ron Haynes, applicant, confirn�ed his request for withdrawal of Zoning
Application Z83-17.
There being no discussion, Commission Me.mber Harlen Joyce made a motion to
accept the applicant's request for withdrawal of Zoning Application Z83-17. A
second was offered. by Commissioner Klee Hawkins, and the motion prevailed by
the following vote:
Ayes: Spencer, Cook, Joyce, Normari, Hawkins, Powers, & Wilbanks
Nays: None
A mption was then made by Council N�er Dyer to also accept the applicant's
request for withdrawal of Zoning Application Z83-17. The mption was seconded
by Council Member Charles Dunn and prevailed by the follawing vote:

The next order of business was for the City Council and Planning & Zoning
Comnission to conduct a public hearing relative to amending Ccx�rehensive
Zoning Ordinances No. 70-10 and No. 82-73.
Mayor Tate declared the public hearing open and called upon Mr. Baddaker to
address the City Council and Planning & Zoning Conmission.
Mr. Baddaker advised those present of the proposed amencht�nts, adding that
these changes were designed to make Con�rehensive Zoning Ordinance No. 70-10
more adaptable to Comprehensive Zoning Ordinance No. 82-73.
Following questions and discussion from the Council Me.mbers and Comnissioners,
Mayor Tate invited those present to speak regarding the proposed amencfi�nts.
An unidentified guest stated that she was in favor of lower density in rnulti-
family apartrnent developments.
The City Secretary noted that no correspondence had been received concerning

the proposed amendments to the C�rehensive Zoning Ordinances.
There being no further discussion, Commission Member Klee Hawkins made a
mption to close their portion of the public hearing. The motion was seconded
� by Comnissioner Tan Powers and prevailed by the following vote:

Mayor Tate then stated that the Planning & Zoning Canmission would recess to
the Civic Center, 311 Main Street, to deliberate further published agenda
items. He also noted the City Council would recess briefly and reconvene in
the Council Chambers to consider the remainder of the agenda items.

After a brief recess, the City Council reconvened in the Council Chambers with ��
all m�nbers present.
CITIZE[�IS REQUESTS - C,AN]PBELL HOMES �,,�,
Mr. Mitch Campbell, representing Ca�bell Homes, then addressed the Council
relative to residential construction on weekends (Section 12-7 [9] of the
Grapevine City Code) . He respectfully requested the City Council consider
am�nding the code to allaw homebuilders to work in residential areas on
Saturdays.
CONSIDERATION OF THE MINUTFS
The next item before the City Council was consideration of the minutes of the
m�eeting of May 3, 1983.
There being no additions or corrections, Council Nlember Jim Glynn made a
motion to approve the minutes as published. Council Men�r Marion Brekken
offered a second, and the motion prevailed by the follawing vote:
Ayes: Tate, Ware, Oliver, Dunn, Brekken, Dyer, & Glynn

The next order of business was for the City Council to conduct a public ""�"'�

acres of land in the G. B. Knight Survey. He added that a petition for
annexation had been received by the awners of said property and reviewed the
history of this annexation request.

noted that no correspondence had been received in reference to the matter.

been received fran the Chamber of Coim�erce requesting grants-in-aid funding
for their July Fourth Festival.
Council Nlember Ron Dyer, Chairn�an of the Grants-In-Aid Review Committee,
advised that the Committee unanimously recommended approval of the request by
the Chamber of Comnerce for $4,850 to be used for their July Fourth Festival
this sturmer.
