The City Council of the City of Grapevine, Texas met in Special Workshop
Session on this the 19th day of May, 1983 at 7:00 p.m, in the Council
Chambers, 413 Main Street, with the follawing persons present to�,vit:

constituting a quonun, with the follawing �rs of the City Staff:
James L. Hancock City Manager

Karen Spann City Secretary
with City Attorney John F. Boyle, Jr. absent.
CALL TO ORDER
The meeting was called to order by Mayor Pro Tem Ted Ware.
INVOCATION
The Invocation was delivered by Council Memb�r Charles Dunn.
WORKSHOP
�
Mayor Pro Tem Ware then advised those present that the purpose of the meeting
�,; was to conduct a workshop relative to the proposed capital improvements
program.
The primary item of discussion was the proposed street improven�xit program.
The Council expressed their concern that consideration be given to creating
alternative routes to improve the traffic flaw rather than just upgrading
current streets to curb and gutter standards.
NO'I'E: Mayor Tate arrived during discussion of the street iirq�rovem�zt program.
Parks & Recreation Director Kevin Conklin then reviewed the proposed
natatorium project and answered questions from the Council Nlembers.
City Engineer Jim Baddaker was instructed to refigure the proposed dollar
am�unts of the street projects, taking into consideration the Council's desire
to postpone full development of certain streets in favor of improved traffic
f low.
It was the general consensus of the City Council that the City Staff would
prepare tentative bond propositions for Council review.
No Council action was taken.

City Manager Jim Hancock then reported that the City of Colleyville had
requested withdrawal from their water contract with the Trinity River
�r Authority and several other area cities, one of which was Grapevine. He
stated that this was not a popular request among the other contracting cities
and the approval of said request for withdrawal would require 100o consent of
all rnunicipalities involved.
The proposed development of Timberline Drive was then discussed at length. It
was the general consensus of the Council that City �gineer Jim Baddaker
should proceed with the advertisement for bids for said develo�xnent.
There being no further discussion, Mayor Pro Tem Ware made a motion to
adjourn. The motion was seconded by Council Member Dunn and prevailed by the
follawing vote:
