placed on the agenda for public hearing at the discretion of the staff. Based on the size of the
agenda, your application may be scheduled to a later date.
All public hearings will be opened and testimony given by applicants and interested citizenry. Public
hearings may be continued to the next public hearing. Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or a
special use permit can only be approved by city council through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning ordinance shall have,
from the date of submittal, a period of four months to request and be scheduled on an agenda
before the Planning and Zoning Commission and City Council. If after said period of four months an
application has not been scheduled before the Commission and Council said application shall be
considered withdrawn, with forfeiture of all filing fees. The application, along with the required
filing fee may be resubmitted any time thereafter for reconsideration. Delays in scheduling
applications before the Planning and Zoning Commission and City Council created by city staff
shall not be considered a part of the four month period.

1. Please remove the signature block, add case number CU11-16 to
the lower right corner of the sheets and provide a currently sealed
set of plans.
2. Please provide the east elevations of the awning/canopy and label
and cloud the proposed expansion area and the canopy(s) on the
elevation sheet.
3. If the awning/canopy is one in the same please use one
designation. The site plan refers to awnings and the elevation
sheet refers to canopy.
4. Please add the following notes to all sheets:
• Conditional use request CU11-16 is a request to amend the
previously approved site plan of CU08-32 SPRC, CU03-20 SPRC
and CU02-52 (Ordinance 2002-98) for an automotive dealership
with sales and service of new and used vehicles and a two pole
signs, specifically to allow a 1,700 square foot expansion to the

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU02-52 (Ord. 02-98) approved at the December 17, 2002
meeting for an automotive dealership with sales and service of new and used vehicles
and two pole signs specifically to allow a 1,700 square foot expansion to the detail shop,
a 3,200 square foot covered parking structure and two awnings and take any other
action necessary.
Originally, Conditional Use Request CU02-52 (Ord. 02-98) was approved at the
December 17, 2002 meeting for an automotive dealership with one 20 -foot and one 26 -
foot pole sign. The 20 -foot pylon sign with signage specific to the Cadillac dealership is
located at the northeast corner of the State Highway 114 serviceroad and Minters
Chapel Road. The 26 -foot pylon sign, specific to the Saab dealership, is located further
east of the intersection along State Highway 114.
On June 25, 2003, the Site Plan Review Committee approved Conditional Use Request
CU03-20, specifically to reconfigure the site plan relative to the changing of phase lines
between Phase I and 2 of the proposed Cadillac/Saab dealership and a future
dealership, relocation of the westernmost drive along the State Highway 114 further
east to comply with TXDOT requirements and also relocate the northernmost drive
along Minters Chapel Road to improve internal circulation. In addition a covered display
area was approved on the west side of the dealership.
At the April 28, 2004 meeting of the Site Plan Review Committee a request was made
to increase the size of the pole sign designated for the Cadillac dealership from 20 -feet
to 33 -feet. In addition, the applicant proposed to utilize an eight foot chainlink fence
along the northern and eastern boundaries of the secured inventory rather than the
ornamental wrought -iron style fence originally proposed. The Committee approved the
change in the fence material however the request to increase the height of the pole sign
was approved at 26 -feet rather than the 33 -feet the applicant requested.
At the December 22, 2004 meeting of the Site Plan Review Committee, Staff provided
new information regarding a review of automobile dealership signs in the immediate

vicinity. After a review of new information the Committee approved a change in the
height of the Cadillac pole sign from 26 -feet to 29 -feet.
On December 17, 2008, the Site Plan Review Committee approved Conditional Use
Request CU08-32, specifically to allow a 1,700 square foot expansion to the detail shop.
The approval granted in 2008 for the expansion to the detail shop expired because a
building permit was never issued. With this request the applicant proposes to add a
1,700 square foot expansion to the detail shop, which is identical to what was approved
in 2008, a 3,200 square foot covered parking structure and two awnings. The covered
parking structure will be located on the northeast portion of the subject site atop existing
pavement and the awnings will be attached to the north and east elevations of the
existing building.

This letter is to verify that your request for a conditional use permit to allow a 1,700 square foot

Any changes to a site plan approved with a conditional use or a special use (no matter
how minor or major) can only be approved by city council through the public hearing
process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.

To whom it may concern:
The purpose of the 1,700 square feet of additional space as well as the 2 additional awning
structures and 3,200 square foot covered parking structure is to allow capacity for our increased business
at Sewell Cadillac/Saab in Grapevine. Our new car delivery needs have increased dramatically since we
originally opened the dealership therefore we need more space to better accommodate our customers.
The benefit to Sewell Cadillac/Saab will be that it allows us to have more newly sold cars ready
for delivery to the customer, in a controlled environment where they will remain clean out of the sun and
ready for pick-up.
