The City Council of the City of Grapevine, Texas met in Regular Session on
this the 2nd day of November, 1982 at 7:30 p.m. in the Council Chambers, 413
Main Street, with the follawing members present to-wit:

CALL TO ORDER
Mayor Tate called the meeting to order.
INVOCATION
The Invocation was delivered by Reverend C. G. Wiley representing Grapevine
Church of God.
CONSIDERATION OF THE MINUTFS
�"'" The first order of business was for the City Council to consider the minutes
� of October 19, 1982.

Council Me�r Brekken made a motion to waive the reading of the minutes and
approve them as published. The motion was seconded by A�a.yor Pro Tem Ware and
prevailed by the follawing vote:
Ayes . Tate, Ware, Ihu�n, Brekken, & Dyer

OBSEF�IATION MENIO, CITIZEDIS ADVISORY COMMITTEE
The next order of business was for the Citizens Advisory Conur►ittee to present
a Citizens Observation Me� form to the Council and for the Council to
consider adoption of said form.
Assistant City Manager Bill Eisen advised that the Chairman of the Citizens
Advisory Comnittee had requested the item be tabled until the meeting of
Novemb�r 16 pending the availability of a representative of the Comnittee to
address the Council.
Council Member Brekken made a m�tion that the item be tabled. The mption was

The next order of business was for the City Council to consider the adoption
of the Canprehensive Zoning Ordinance, second reading.
The City Secretary read the caption of the proposed ordinance.
Council N1�.mber Dunn made a motion that the ordinance be adopted on second
reading. The mption was seconded by Council Nlember Dyer and prevailed by the
follawing vote:

SPECIAL ANNOUNCII�NT
City Ehgineer Jim Baddaker addressed the audience and announced that letters
had been mailed erroneously stating that a replat public hearing wr�uld be held
on November 2. He advised that the correct date for the replat public hearing �
was Novernber 16 and apologized for any inconvenience to interested parties.

ZONING CASES, INSTITUTED BY THE CITY OF GRAPEVINE
The next order of business was for the City Council to consider instructing
the City Staff to institute a zoning case within the area generally described
as southwest of the DFW Airport under the City's Comprehensive Zoning
Ordinance No. 82-73.
Council NI�mber Dyer recommended to the Council that a zoning case be
instigated by geographical area with the intent of bringing all unplatted land
not currently zoned in accordance with the future land use map into compliance +��
under Comprehensive Zoning Ordinance No. 82-73.
It was the suggestion of the City Staff that the City be divided into three ,�,
geographical areas and zoning cases submitted in one area at a time, with a
building moratorium in effect in each area while the zoning case was pending.
Members of the Council expressed concern about the large number of tracts that
w�uld have to be considered at one time and also expressed concern about the
unfairness of one area of the City being affected by a building moratori�n
while other areas were not.
During a lengthy discussion, it was suggested that zoning cases be instituted
according to zoning classification rather than geographic location. It was
the general concensus of the Council that the more critical areas of concern
were the unplatted areas currently zoned "R-2" (two-family) and "R-3"
(multi-family) that are not consistent with the master plan land use map.
Council M�mber Dyer then made a motion to table consideration of the item,
pending the Staff's review and delineation of the tracts discussed, and to
call a special meeting for November 9 for further consideration of the matter.
The motion was seconded by Council MemUer Brekken and prevailed by the
following vote:

BUILDING NIORATORIUM - PII�IDING ZONING CASE
'� The next order of business was for the City Council to consider the
I establishment of a moratorium on the issuance of building permits and the
processing of subdivision plats while the zoning case is pending for a period
of time not to exceed ninety (90) days.
Mayor Pro Tem Ware made a motion to table consideration of the establishment
of a moratorium until November 9, pending action relating to the instigating
of a zoning case. The motion was seconded by Council Member Brekken and
prevailed by the follawing vote:
Ayes . Tate, Ware, Dunn, Brekken, & Dyer
Nays . None
Absent: Oliver & Shafer
E�'IVE SESSION, LITIGATION
The next order of business was for the City Council to recess to the
Conference Room to discuss pending litigation pursuant to Article 6252-17,
V.A.T.C.S. , Subsection (e) .

Follawing the F�ecutive Session, the Council reconvened in the Council Chamber
with all members present with the exception of Council Members Oliver &
Shafer. No action was taken relative to pending litigation. �+�
