GRAPEVINE CITY HALL CITY MANAGER'S OFFICE CONFERENCE ROOM 200 SOUTH MAIN STREET CALL TO ORDER: 4:30 p.m. CITIZEN COMMENTS Any person who is not scheduled on the agenda may address the Board of Commissioners under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the Executive Director. A member of the public may address the Board of Commissioners regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chair of the Board or upon the consent of the Board. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. REPORT OF THE EXECUTIVE DIRECTOR f1NFORMATIONAL ONL 2. Report of Public Housing Activity and Issues through September 21, 2020 D. Update the Board on the additional HUD CARES Act funds. E. Update the Board on HUD CARES Act waivers for alternative processes for statutory and regulatory requirements GHA has implemented. NEW BUSINESS 3. Consideration of the minutes from the July 23, 2020 meeting and take any necessary action. 4. Consideration and approval Resolution 20-08 to adopt the PHA Utility Allowance Schedule for 2021. 5. Consideration and adopt HUD's 2021 Flat Rent Schedule. 6. Consideration and approval of Resolution 20-09 to approve the signers on Grapevine Housing Authority accounts. 7. Consideration and acceptance of the June and July 2020 monthly financial statements and take necessary action. ADJOURNMENT In accordance with the Open Meeting Law, Texas Government Code, Chapter 551, 1 hereby certify that the above agenda was posted on the official boards at Grapevine City Hall, 200 S Main Street and on the City's website on September 21, 2020 by 4.30 p.m. JanE(Ey9rett Execu ive Director State of Texas County of Tarrant City of Grapevine The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 24th day of September 2020 in the City Managers Conference Room, Second Floor, 200 South Main Street, with the following members present to wit. - Linda Troeger Chair Bonnie McHugh Vice -Chair Teri Rhodes -Cantu Commissioner Constituting a quorum, with the following also present - Duff O'Dell City Council Liaison Greg Jordan CFO Jane Everett Executive Director CALL TO ORDER Chairperson Troeger called the meeting to order at 430 p.m. Item #1. Citizen Comments No Citizen comments. Item #2. Report of the Executive Director (Informational Orly} A. Rent Delinquency and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders and statistical information for the waiting list for Public Housing through September 21, 2020. B. Capital Funds Report and Work in Progress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. C. Report of Public Housinc I Activity and Issues L. The Executive Director informed the Board the audit of the fiscal year 2019 financial statements has begun. TheExecutive Director gave an update that two evictions have been filed for lease violations. HUD has established a new inspection protocol effective Dec 2021 - The new protocol focuses on the interior of the units, where the current protocol focus on the outside and grounds. The Grapevine Housing Authority has volunteered to participate in the testing of the new protocol. D. Update the Board on the additional HUD CARES Act funds. The Executive Director updated the Board that of the $21,005 allocated to Grapevine Housing Authority, there is $8,650.23Femaining. E. Update the Board on HUD CARES Act waivers for alternative -processes for statutory and regulatory requirements GHA has implemented. The Executive Director updated the Board there have been no new HUD CARES Act Waivers adopted since July 2020. The Board was provided the minutes from the July 23, 2020 meeting for approval. Commissioner Rhodes -Cantu moved and Commissioner McHugh seconded to accept the July 23, 2020 minutes as presented. Ayes- Troeger, McHugh, and Rhodes -Cantu Nays: None Absent: Schaefer and Anderson Motion passed Item #4 - Consideration and appfoval Resolution 20-08 to adopt the PHA Utilitv Allowance Schedule for 2021 The Board was provided a copy of the Utility Allowance Schedule for 2021 for approval Commissioner McHugh moved and Commissioner Rhodes -Cantu seconded to approve Resolution 20-08 to approve the Utility Allowance Schedule for 2021. Ayes- Troeger, McHugh, and Rhodes -Cantu Nays- None Absent- Schaefer and Anderson Motion passed Item # 5 - Consideration and adopt Grar)evine Housing Authoritv's 2021 Flat Rent Schedule The Board was provided a copy of Grapevine Housing Authority's Flat Rent Schedule for 2021 to review. Grapevine ne Housing Authority must use HUD's 2021 Fair Market Rent and calculation to determine the Flat Rent for 2021. Commissioner Rhodes -Cantu moved and Commissioner McHugh seconded to adopt the 2021 Flat Rent Schedule. Ayes- Troeger, McHugh, and Rhodes -Cantu Nays: None Absent- Schaefer and Anderson Motion passed Item # 6 and approval of Resolution 20-09 to approve the siciners on Grapevine Housina Authorit accounts. Due to the annual update of commissioners, the signatories on two of the Grapevine Housing Bank Accounts need to be updated. Commissioner McHugh moved and Commissioner Rhodes -Cantu seconded to approve resolution 20-09 to approve the signers on Grapevine Housing Authority accounts. Ayes., Troeger, McHugh, and Rhodes -Cantu Nays- None Absent- Schaefer and Anderson Motion passed Itern # 7 - Consideration and acceptance of the June and July 2020 monthly financial statements and take necessary action. The Executive Director presented the board with electronic copies of the June and July financial statements for review- Commissioner McHugh moved and Commissioner Rhodes -Cantu seconded to accept the June and July 2020 financial Statements. Ayes- Troeger, McHugh, and Rhodes -Cantu Nays.- None Absent- Schaefer and Anderson Motion passed ADJOURNMENT Commissioner McHugh moved and Commissioner Rhodes -Cantu seconded that the meeting be adjourned. Ayes- Troeger, McHugh, and Rhodes -Cantu Nags: None Absent.- Schaefer and Anderson Motion passed.
