INVOCATION The Invocation was delivered by Dr. Mark Woods, Nlem�rial Baptist Church of Grapevine. RECOGNITION - CLEAN-UP C.ANIPAIGN PARTICIPANTS Mayor Tate began the meeting by recognizing and expressing appreciation to � those groups assisting in the recent clean-up campaign. There were several Boy Scout Troups in the audience. IN'IRODUCTIONS AND PROCIDURES Nlemb�rs of the Planning & Zoning Cc�unission were then introduced, after which Mayor Tate explained the procedure to be follawed during the public hearings. PUBLIC I�'ARING, ZONING APPLICATION Z82-22, GEORCGE WRZGHT The next order of business was for the City Council and Planning & Zoning Comnission to conduct a public hearing on Zoning Application Z82-22 sub�iitted by Mr. George Wright. �,,, Mayor Tate declared the public hearing open and called upon City Planner Marc Guy to explain the request of the applicant. r1r. Guy reported that the 6.09-acre tract of property was located in the P. R. Splane survey. He advised that the present zoning was "C-2" Co�nunity Business District with the � requested zoning being for "PD" Planned Development for townhouses in accordance with a site plan. Mr. Bill Perry, 1515 West Mockingbird, Dallas, Texas, made a presentation on behalf of the applicant, during which he reviewed. the site plan in detail. 05/18/82 Ntunerous questions �re then asked by �ers of the Council and Planning & Zoning Coir�nission relating to unit size and construction materials, drainage issues, and the proposed development of Ponderosa Drive. Mayor Tate then asked if there were guests present to speak for or against the application. Mr. Jack Lairsen, Jr. , awner of the property in question, and Mrs. Karen Robbins, neighboring property awner, both spoke in favor of the requested zoning. The City Secretary reported that the only correspondence received regarding r� the zoning was fran property awner Jack Lairsen. There being no further discussion, Planning & Zoning Conariission Member Gerald ,�,� Norman made a motion to close their portion of the public hearing. Gerschick. Mayor Tate declared the public hearing open and called upon City Planner Marc Guy to explain the requested zoning. r1r. Guy noted that the property i.n question was located on the northeast corner of Lucas Drive and West Northwest � Highway. He added that the current zoning was "C-2" Co�rnuzity Business � District, with the requested zoning being for "SP" Specific Use Permit ,�,�, District for the operation of a landscaping and grass sales establishment, providing for the outside storage and display of materials incidental to a landscaping and grass sales establisYrment, and further allawing all other uses as permitted in the "C-2" Conmunity Business District, all in accordance with a site plan. Dr. Gerschick then made a brief presentation during which he outlined the proposed use of the property. The City Council and Planning & Zoning Co�mission then asked. several questions relating to the outside storage of materials, parking surface, and fencing. Mayor Tate asked if there were guests present to speak for or against the application. There were none. The City Secretary reported that she was in receipt of one letter of opposition from the awner of the Village School located at 1015 West Northwest Highway. There being no further discussion, Planning & Zoning C�mission Nlember Harlen Joyce made a motion to close their portion of the public hearing. The motion was seconded by Councilman Oliver and prevailed by the follawing vote: Ayes: Tate, Ware, Oliver, Dunn, Shafer, Brekken, & Dyer Nays: None PUBLIC HEAR�IG, ZONING APPLICATION Z82-24, JOHNNIE HIGH The next order of business was for the City Council and Planning & Zoning Comnission to conduct a public hearing on Zoning Application Z82-24 sukxnitted by Mr. Johnnie High. 05/18/82 Mayor Tate declared the public hearing open and called upon Mr. Gtiiy to explain the request of the applicant. Those in attendance were advised that the property (Block 1, Lot 24, Original 'Ibwn of Grapevine) was presently zoned "C-2" Canurnuzity Business District with the requested zoning being for "SP" Specific Use Permit District for mini warehouse storage units in accordance with a site plan. Mr. High then addressed the Council, explaining in detail the site plan and proposed use of the property. �;��. Follawing a short discussion among the Planning & Zoning Comnission and Council, Mayor Tate asked if there were guests present to speak for or against the application. Mrs. Roger Boland, neighboring property awner, asked several questions, but did not express opposition to the requested zoning. The City Secretary reported that she was not in receipt of any correspondence regarding the zoning application. There being no further discussion, Planning & Zoning Co�nission Member Gerald Norman made a motion to close their portion of the public hearing. Mayor Tate declared the public hearing open and called upon City Planner Marc Guy to explain the requested zoning. Mr. Guy advised that the property in question, Lot Six (6) , Block Four (4) , of the J. J. Daniels Addition, was presently zoned "R-1" Single-Family Dwelling District, with the requested zoning being for a "SP" Specific Use Permit for the construction and operation of an office building facility in accordance with a site plan. Mr. Stewart then addressed the Council and reviewed the site plan of the proposed project. There were few questions from members of the Planning & Zoning Conanission and City Council. Mayor Tate asked if there were guests present to speak for or against the application. There were none. Mayor Tate declared the public hearing open and called upon the City Secretary to explain the request of the applicant. Those in attendance were then advised that Mr. Dennis was requesting permission to place a mobile home on the rear of the property located at 605 East Dallas Road. �� Mr. Dennis then addressed the Council, reviewing in detail the location of the mobile home in relation to the remainder of the property. There were few questions fran men�k�ers of the Planning & Zoning Comm.ission and Y� Council. Mayor Tate asked if there were any guests present to speak for or against the application. There were none. The City Secretary reported that she had received one expression of favoritism fran neighboring property awner Mrs. G. G. Clunbie residing on Dooley Street. The City Council adjourned for a brief session, after which Mayor Tate called the Council back to order with all members present. CONSIDERATION OF THE MTNUTES The next order of business was consideration of the Minutes of May 4, 1982. Council NIQ.mber Brekken made a motion, duly seconded by Mayor Pro Tem Ware, to waive the reading of the minutes and approve them as published. The motion prevailed by the follawing vote: Ayes: Tate, Ware, Oliver, Shafer, Dunn, Brekken, & Dyer Nays: None ZONING ORDINANCE, ZONING APPLICATION Z82-21, WIDIIVER The next order of business was for the City Council to consider the "'�""` reco�nexidation of the Planning & Zoning Comnission relative to Zoning Application Z82-21 (Widener) and a subsequent ordinance. The Council was reminded that the Planning & Zoning C�ission ha.d previously � � reported the follawing recomnendation: Approval of the requested zoning by a vote of four to three, providing for a six-foot (6') screening fence on the east property line, with the fence being wooden, with two-feet (2') masonry coltmuzs twenty-five feet (25') on center, said fence ending one hundred fifty feet (150') from the intersection of Highway 121 and Ball Street. The City Secretary then read the caption of the proposed ordinance. 05/18/82 Following a lengthy discussion, Council Member Shafer made a motion to accept the rec�ndation of the Planning & Zoning ConuYtission requiring the screening fence, as described, along the east property line. Following a lengthy discussion, Council Nlember Shafer withdrew his motion. Mayor Pro Tem Ware then made a motion to approve the "C-2" Commznity Business District Zoning, providing for a screening fence in accordance with the Planning & Zoning Co�ni.ssion's reco�riendation, and further providing that ten � (10) feet of native timber be left intact inside (west of) the screening fence. Council Memb�r Brekken then reco�nded to the Council that the following appointments be made to the Citizens P,dvisory Conmittee: District 2, Shannon M. Stiner; District 7, Glendon W. "Bud" Wetzel; District 8, Ron Watson; and District 11, Ronald D. Banks. A motion was then made by Council Nlember Brekken that Shannon Stiner be appointed to represent District Ztao on the Citizens Advisory Conunittee. The mption was seconded by Mayor Pro Tem Ware and prevailed by the follawing vote: Ayes: Tate, Ware, Oliver, Shafer, Dunn, Brekken, & Dyer Nays: None Council Member Duru1 then made a mr�tion that Glendon Wetzel be appointed to � represent District Seven on the Citizens P,dvisory Committee. City �gineer Jim Baddaker advised that stop signs needed to be erected in the �,, � area of Bushong Road, Dooley Street, Silverside Drive, Katie Drive, and Redbud Drive in the northeastern portion of the City. He then explained in detail the exact location of each proposed sign and reco�ranended adoption of the ordinance. The City Secretary then read the caption of the ordinance. Council Nleniber Dunn made a mr�tion that the ordinance be adopted. S. Corps of F�gineers for the purpose of providing an alternate route to Fairway Drive. The City Secretary read the caption of the proposed resolution. City Manager Jim Hancock outlined the need for the extension of Farm-to-Market Road 2499 from the Tarrant-Denton County lines in an east to southeasterly direction to its intersection with State Highway 121. He added that the resolution would serve as a request to the Tarrant County Conmissioners Court to petition the Department of Highways and Public Transportation of the State of Texas to approve the project for financing and construction at the earliest possible convenience. Council M��r Oliver then made a motion to adopt the resolution. The City Secretary advised that she was in receipt of two applications to relocate portable buildings, one from Don Gerschick and the other from 0'Hare Flight Kitchens. She recormiended that both public hearings be scheduled for June 1, 1982. ��: Counci]man Oliver made a motion to accept the rec�ndation and schedule both public hearings for June 1, 1982.
