City Council to conduct a public hearing relative to the annexation of a thirty acre tract of land located east of Minters Chapel Road near its intersection with State Highway 114 . B. City Council to conduct a public hearing relative to the annexation of State Highway 26 right-of- way from Pool Road to State Highway 114 . C. City Council to conduct a public hearing relative �"^ to the annexation of a nine acre tract of land in the G. B. Knight Survey. � VI. OLD BUSINESS A. Councilman Oliver to report to the Council rela- tive to portable buildings for commercial use. B. City Council to consider appointing an alternate member to the Convention & Visitors Bureau Board. VII. NEW BUSINESS A. City Council to consider a resolution authoriz- ing the City Attorney to draft an annexation ordinance. B. City Council to consider the appointment of a committee to review subdivision design and con- struction standards. VIII. EXECUTIVE SESSION A. City Council to recess to the Conference Room � to discuss pending litigation pursuant to Article 6252-17 , V.A.T.C.S. , Subsection (e) . ,�,,, B. INVOCATION The Invocation was delivered by Council N�er Oliver. CONSIDERATION OF Tf� MINUTES �"� The first order of business was consideration of the Minutes of June 15 & 24, 1982. Council Member Brekken made a motion to waive the reading of the minutes and approve them as published. The motion was seconded by Mayor Pro Tem Ware and prevailed by the following vote: Ayes . Tate, Ware, Oliver, Brekken, & Dyer Nays . None Absent: Shafer & Dunn PUBLIC HF.AR�VG, FNNEXATION, MINTERS CHAPEL ROAD AT HIGHWAY 114 The next order of business was for the City Council to conduct a public hearing relative to the annexation of a thirty-acre tract of land located east of Minters Chapel Road near its intersection with State Highway 114. Mayor Tate declared the public hearing open and called upon City Manager Jim Hancock for a report. Mr. Hancock explained that the thirty-acre tract of land had been petitioned for annexation by Tomlin Properties of Dallas. He then briefly outlined the City's service plan for the property. Mayor Tate asked if there were guests present to speak for or against the application. There were none. �� There being no further discussion, Council Me.mber Oliver made a mption to close the public hearing. The motion was seconded by Council N1�mber Brekken �;, and prevailed by the follawi.ng vote: Ayes . Tate, Ware, Oliver, Brekken, & Dyer Nays . None Absent: Shafer & Dunn PUBLIC HEARING, P.SVNEXATION, HIGHWAY 26 RIGHT-0E-WAY The next order of business was for the City Council to conduct a public hearing relative to the annexation of State Highway 26 rightrof-way from Pool Road to State Highway 114. 07/06/82 Mayor Tate declared the public hearing open and asked Mr. Hancock to explain the item. He noted that the City had instituted the annexation proceedings for traffic control purposes. He added that the tract contained approximately 25 acres. Mayor Tate asked if there were guests present to speak for or against the application. There were none. There being no further discussion, Mayor Pro Tem Ware made a motion to close the public hearing. The motion was seconded by Council Member Brekken and �>�, prevailed by the follawing vote: Ayes . Tate, Ware, Oliver, Brekken, & Dyer Nays . None Absent: Shafer & Dunn PUBLIC �ARTNG, P.NNEXATION, HIGH COUNTRY (KNIGHT SURVEY) The next order of business was for the City Council to conduct a public hearing relative to the annexation of a nine-acre tract of land in the G. B. Knight Survey. Mayor Tate declared the public hearing open and called upon the City Manager to outline the request for annexation. Mr. Hancock noted that the petition had been submitted by Mary Stone Myers and Fred Joyce. The City's service plan for the area was then reviewed briefly. Mayor Tate asked if there were guests present to speak for or against the application. There were none. There being little discussion, Council Member Brekken made a mption to close the public hearing. The motion was seconded by Council Member Dyer and prevailed by the following vote: Ayes . Tate, Ware, Oliver, Brekken, & Dyer '�"� Nays . None Absent: Shafer & Dunn PORTABLE BUILDINGS FOR C�RCIAL USE The next order of business was for Council Member Oliver to report to the Council relative to portable buildings for comr�ercial use. Council N1�mber Oliver advised that he had met with members of the City Staff for the purpose of reviewing the e,xisting ordinances. He added that he had concluded that strict enforcement of the existing ordinance would eliminate the need for any ordinance amenchnent at the present time. A short discussion ampng memUers of the Council then ensued. No formal action was taken. APPOIN'!'N�r, CONVIIV�!'ION & VISITORS BUI2EP,U BOARD, AL'I'ERNATE NIENIBER The next order of business was for the City Council to consider appointing an alternate member to the Convention & Visitors Bureau Board. City Manager Jim Hancock reported that Doil Dalton (Convention & Visitors Bureau Alternate Me.mber) was recently appointed a full member to fill the unexpired term of Richard Eakins, thereby creating a vacancy in the alternate ��► position. He noted that several applications had been submitted for consideration. �e,. z�. Council Member Brekken then made a mr�tion that Lynn Eggers be appointed second alternate of the Convention & Visitors Bureau Board. The motion was seconded by Mayor Pro Tem Ware and prevailed by the follawing vote: NO`i'E: Council N1�mber Shafer arrived. Ayes . Tate, Ware, Oliver, Brekken, & Dyer Nays . None Abstain: Shafer Absent : Dunn 07/06/82 ANNEXATION RESOLUTION, AUTHORIZATION DRAF'I'ING ORDINANCE The next order of business was for the City Council to consider a resolution authorizing the City Attorney to draft an anne�tion ordinance. The City Secretary read the caption of the proposed resolution relating to the previous public hearings regarding the annexation of three tracts of land. Mayor Pro Tem Ware made a motion that the resolution be adopted. The motion �., was seconded by Council Nleml�r Oliver and prevailed by the fol�awing vote: Ayes . Tate, Ware, Oliver, Shafer, Brekken, & Dyer � Nays . None Absent: Dunn RESOLUTION NO. 82-29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING � DRAFr!'ING OF AN ORDINANCE REL�TING TO Tf� ANNEXATION OF TfiREE TRACTS OF LAND DESCRIBID FiEREIN CODM'II'ITEE APPOINTM�V�r, SUBDIVISION DESIGN & CONSTRUCTION STANDARDS REVIE,in1 The next order of business was for the City Council to consider the appointment of a co�i.ttee to review subdivision design and construction standards. City �hgineer Jim Baddaker explained that the present City ordinances controlling subd.ivision construction were limited and in need of ameridment. He added that a lengthy set of design and construction standards had been drafted and felt it advisable that a conanittee be established to review the proposal and to formulate a reco�nenda.tion to the Council. � Following the volunteered services of Council Nlember Shafer and Mayor Pro Tem �, Ware, a m�tion was made by Council Me.mb�r Oliver that Council Members Shafer and Duruz and Ma.yor Pro Tem Ware be appointed to the heretofore mentioned review comnittee. The motion was seconded by Council r�mber Dyer and prevailed by the following vote: Ayes . Tate, Ware, Oliver, Shafer, Brekken, & Dyer Nays . None Absent: Dunn EXECUTIVE SESSION, LITIGATION The next order of business was for the City Council to recess to the Conference Roc�l to discuss pending litigation pursuant to Article 6252-17, V.A.T.C.S. , Subsection (e) . Following the E�ecutive Session, the Council reconvened in the Council Chambers with all members present with the exception of Council Nlember Dunn. Mayor Tate called the meeting back to order and asked the City Manager if Council action was necessary regarding the matter discussed in the �ecutive Session.
