INVOCATION The Invocation was delivered by Mr. Bob Stith, representing Metroplex Fellowship. CONSIDERATION OF THE MINUTES �"°"' � The first order of business was for the City Council to con- � sider the minutes of the two meetings of September 15, 1981. Council Member Brekken made a motion to waive the reading of the minutes and approve them as printed. The motion was sec- onded by Mayor Pro Tem Ware and prevailed by the following vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Dyer Nays . None Absent: Shafer PLAT, FIVE-V MOBILE HOME PARK (JOHN VILBIG, OWNER) The next order of business was for the City Council to con- sider a mobile home park plan and take any necessary action relating thereto. City Manager Jim Hancock made a brief presentation outlining the events leading to consideration of the plat. City Engineer Jim Baddaker presented the plat to the Council, explaining its technical aspects. � There was then a very lengthy discussion among members of the Council relating to the appearance of the park in its present ;;,�,,, state, and the numerous code violations that currently exist. During the discussion, the City Staff was instructed to review the City Code relating to mobile home parks for possible Coun- cil amendment. Mayor Pro Tem Ware then made a motion that the plat be ap- proved with the stipulation that the screening fence along , 10/06/81 ' Shadybrook be in place within sixty days. The motion was sec- onded by Councilman Dunn and prevailed by the following vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Dyer Nays . ' �� ' CONNELL DEVELOPMENT CORPORATION, WATER SERVICE PROPOSAL ' The next matter to come before the Council was consideration �,� ', of Connell Development Corporation' s request for water ser- ', vice for seventy-three (73) acres within the City limits of ', Coppell. I Mr. Tommy Stewart, representing Connell Development Corpora- ', tion, addressed the Council stating that since the parties ' involved had been unable to negotiate a contract between the Cities of Grapevine and Coppell relative to water and sewer for the proposed business park in the James Gibson Survey, that Connell Development Corporation had investigated a new , development loan that would allow them to participate in the , project from a cost standpoint. He continued that Connell � Development Corporation was willing to contribute $360,000 toward the construction of a lift station to provide sewer service to approximately 530 acres. He added that the City of Grapevine' s participation was estimated to be $285 , 000. Mr. Stewart then proposed on behalf of Connell Development Corporation to offer $385, 000 to participate in a system by which Grapevine would provide water to approximately seventy- three acres in the city limits of Coppell. Following a short discussion, Councilman Dunn made a motion �' to authorize the City Attorney and Connell Development Cor- a ' poration to negotiate and develop a draft contract relative �� to the proposal for consideration by the Council at a later date. The motion was seconded by Mayor Pro Tem Ware and prevailed by the following vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Dyer Nays . None Absent: Shafer NO PARKING SIGNS - DALLAS ROAD, MINTERS CHAPEL ROAD I The next order of business was for the City Council to con- ' sider authorizing the construction of no parking signs in certain locations on East Dallas Road and Minters Chapel Road. City Engineer Jim Baddaker advised that because of the new ', soccer fields on the south side of Dallas Road, a hazardous traffic situation had developed. He recommended that "No ' Parking" areas be designated on the north and south sides of ', Dallas Road from Minters Chapel Road, west a distance of ', 1, 310 feet, and on the west side of Minters Chapel from �� I, Dallas Road, south 480 feet. II� The City Secretary then read the caption of the proposed ordi- , nance. .u-�r ', Mayor Pro Tem Ware then made a motion that the ordinance be ', adopted. The motion was seconded by Councilman Oliver and ', prevailed by the following vote: , Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Dyer Nays . None Absent: Shafer 10/06/81 ORDINANCE NO. 81-63 AN ORDINANCE AMENDING CHAPTER 23 , SECTION 63 OF THE CITY CODE OF THE CITY OF GRAPEVINE, TEXAS TO PRO- HIBIT PARKING IN SPECIFIED DESIG- NATED LOCATIONS; PROVIDING A PENALTY; PROVIDING A SEVERABILITY CLAUSE; � AND DECLARING AN EMERGENCY SPEED LIMIT, DALLAS ROAD � The next order of business was for the City Council to con- sider an ordinance relative to speed limits on Dallas Road. The City Staff then recommended to the Council, as a result of the soccer fields , that a 20 m.p.h. speed limit be estab- lished from 110 feet east of Twilight Trail to the end of the "No Parking" area between the hours of 4 :00 p.m. to 8 :00 p.m. weekdays, and from 8 : 00 a.m. to 8 : 00 p.m. on Saturdays. The City Secretary read the caption of the proposed ordinance. Council Member Marion Brekken made a motion that the ordi- nance be adopted. The motion was seconded by Mayor Pro Tem Ware and prevailed by the following vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Dyer Nays . None Absent: Shafer �� ORDINANCE NO. 81-64 �,,, AN ORDINANCE OF THE CITY OF GRAPE- VINE, TEXAS REGULATING THE SPEED OF VEHICLES WITHIN THE CITY; SPECI- FYING THE REASONABLE AND PRUDENT SPEED FOR PUBLIC STREETS AND ALLEYS WITHIN THE CITY; AUTHORIZING THE ERECTION OF TRAFFIC REGULATION SIGNS; REPEALING CONFLICTING ORDI- NANCES; PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED TWO HUNDRED DOLLARS ($200. 00) FOR EACH OFFENSE; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EMERGENCY ANIMAL REGISTRATION FEE PROCEDURE The next order of business was for the City Council to con- sider an ordinance amending Chapter 6, Sections 22 , 23, 26a, b, & c of the City Code relating to animal registration fee collection and deputy collectors. '""� The Council was advised that, in its present state, the City Code provided for the Collector of Taxes to be involved in the collections of fees relating to the registration of � animals. Because the City no longer has a Tax Collector within its facilities, the City Staff recommended that the words "Tax Collector" throughout Chapter 6, as noted earlier, be changed to read "Court Administrator or designated cashier clerk. " The City Secretary then read the caption of the proposed ordi- nance. , 10/06/81 Councilman Dunn made a motion that the ordinance be adopted. � The motion was seconded by Council Member Brekken and pre- vailed by the following vote: Ayes . None Absent: Shafer �� ORDINANCE NO. 81-65 AN ORDINANCE OF THE CITY COUNCIL OF �• ' THE CITY OF GRAPEVINE, TEXAS AMEND- ' ING CHAPTER 6 , SECTIONS 22, 23 , AND 26A, B, & C, OF THE CITY CODE BY SUBSTITUTING THE WORDS "COURT AD- ', MINISTRATOR OR DESIGNATED CASHIER I CLERK" IN LIEU OF "COLLECTOR OF ' TAXES" ; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EMERGENCY ORDINANCE, SCHOOL CROSSING GUARDS ', The next order of business was for the City Council to con- ' sider an ordinance relating to school crossing guards. I The Council was advised that school crossing guards were �I having difficulty getting motorists to observe their stop sign signals for children to cross busy intersections. City Attorney John Boyle explained the draft ordinance that had been prepared that authorized school crossing guards to �� manually operate traffic control signals pursuant to Art. ', 6701d, Sec. 18 (b) by which traffic is alternately directed ` 4 ', to stop and permitted to proceed. The ordinance also con- ��' ', tained a penalty clause resulting in a fine of not less than ' $1. 00 nor more than $200. 00 for failure to comply. ' The City Secretary read the caption of the proposed ordi- nance. ' Councilman Oliver made a motion that the ordinance be ! adopted. None Absent: Shafer ORDINANCE NO. 81-66 AN ORDINANCE INVESTING OFFICIALLY , DESIGNATED SCHOOL CROSSING GUARDS ' WITH THE AUTHORITY TO MANUALLY OPERATE TRAFFIC CONTROL SIGNALS; ��► MAKING IT UNLAWFUL TO WILLFULLY FAIL OR REFUSE TO OBEY SAID TRAF- II FIC CONTROL SIGNALS; PROVIDING A ��, I PENALTY; PROVIDING A SEVERABILITY ', CLAUSE; AND DECLARING AN EMERGENCY ', RESOLUTION, PAY SCALE, 1981-82 ' The next order of business was for the City Council to con- sider the 1981-82 City Pay Plan and a resolution relating thereto. 10/06/81 Assistant City Manager Bill Eisen explained to the Council that in May, 1980, the Council had authorized the Staff to pursue a grant from the Texas Department of Community Affairs in order to rework outdated portions of the personnel system. He then presented the results of the review to the Council, including the City employee pay plan for 1981-82. Councilman Dunn, Chairman of the Personnel Committee, ad- vised that the Personnel Committee had met on two separate � occasions to discuss the pay plan and, as a result, recom- mended its approval. The City Secretary then read the caption of the proposed �"' resolution. Councilman Oliver made a motion that the resolution be adop- ted. The motion was seconded by Mayor Pro Tem Ware and pre- vailed by the following vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Dyer Nays . None Absent: Shafer RESOLUTION N0. 81-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS APPROV- ING THE CITY OF GRAPEVINE EMPLOYEE JOB CLASSIFICATION SALARY RANGES; AND PROVIDING AN EFFECTIVE DATE PARKS & RECREATION MASTER PLAN ��"" Park & Recreation Director Kevin Conklin addressed the Coun- cil requesting and recommending authorization to engage the �"' firm of Schrickel and Rollins and Associates, Inc. for the purpose of preparing a City-wide master plan for park devel- opment. During the discussion that followed, the Council instructed the City Staff to begin some low-cost, temporary park facil- ities on the Parr site prior to the completion of the master plan. Councilman Dunn then made a motion to accept the recommenda- tion and authorize the City Staff to pursue a contract rela- tive to a City master park plan. The motion was seconded by Councilman Dyer and prevailed by the following vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Dyer Nays . None Absent: Shafer EXECUTIVE SESSION, LITIGATION AND LAND MATTERS The next order of business was for the City Council to recess ,,.�.,, to the Conference Room for the purpose of discussing pending litigation and land matters pursuant to Article 6252-17, V.A.T.C.S. , Subsections (e) and (f) . � Following the Executive Session, the City Manager advised that authorization was needed from the Council to pursue the purchase of a tract of land at the intersection of Briarwood and Timberline for the construction of a sub-fire station, and to further authorize condemnation proceedings in the event the purchase offer was rejected. The City Attorney quoted the caption of the proposed resolu- tion. 10/06/81 Council Member Marion Brekken made a motion that the resolu- tion be adopted. The motion was seconded by Councilman Oliver and prevailed by the following vote: Ayes . Tate, Ware, Oliver, Dunn, Brekken, & Dyer Nays .
