A. City Council to recess to the Conference Room
to discuss pending litigation pursuant to
Article 6252-17 , V.A.T.C.S. , Subsection (e) .
B. City Council to reconvene in the Council Cham-
bers and take any necessary action relative to
pending litigation.

CITY OF GRAPEVINE
The City Council of the City of Grapevine, Texas met in Regular
Session on this the 2nd day of February, 1982 at 7 : 30 p.m. in
the Council Chambers, 413 Main Street, Grapevine, Texas with
the following members present to-wit:
William D. Tate Mayor
Ted R. Ware Mayor Pro Tem
C. L. Oliver Council Member
Charles Dunn Council Member

Marion Brekken Council Member

constituting a quorum with the following members of the City

CALL TO ORDER
Mayor Tate called the meeting to order.
INVOCATION
The Invocation was delivered by Reverend Gary Kindley, represent-
�``° ing the First United Meth�dist Church of Grapevine.

CONSIDERATION OF THE MINUTES
The first order of business was consideration of the minutes of
January 19 , 1982.
Council Member Brekken advised that the second paragraph of Page
5 relating to the repair of Fairway Drive did not accurately
reflect the concensus of the Council. It was suggested that the
paragraph be amended to read as follows : "It was the general
concensus of the Council that the application for the Countv
project be prepared to the Corps, but not pursued beyond that
point without further Council approval. "
Council Member Brekken then made a motion to waive the reading
of the minutes and approve them as amended. The motion was
seconde� by Mayor Pro Tem Ware and prevailed by the following
vote:
Ayes : Tate, Ware, Oliver, Shafer, Dunn, Brekken, & Dyer
Nays : None
UTILITY CONTRACT, GRAPEVINE/COPPELL/CONNELL DEVELOPMENT CORP.
The next order of business was for the City Council to consider
a contract agreement between the City of Grapevine, City of
Coppell, and Connell Development Corporation regarding utility
services .
City Engineer Jim Baddaker outlined the scope of the project.
The Contract was then reviewed in detail by the City Attorney.
Following a lengthy discussion, Councilman Dunn made a motion
to approve the contract with the modification that there be a
time limit of ten years from the date of execution of the con-
tract, at the end of which the City of Grapevine shall not

' continue to provide water to that portion in the City of
', Coppell. The City of Coppell will at that point, if not
', sooner, begin to provide water. The motion was seconded
' by Councilman Dyer and prevailed by the following vote:

ORDINANCE, GOLF COURSE RATE SCHEDULE

The next order of business was for the City Council to con-
sider amending the Grapevine Municipal Golf Course rate
schedule.
The City Secretary read the caption of the proposed ordinance.
City Manager Jim Hancock outlined the suggested rate changes.
' Following a short discussion, Mayor Pro Tem Ware made a motion
' to adopt the ordinance. The motion was seconded by Council
' Member Brekken and prevailed by the following vote:

ORDINANCE NO. 82-03
AN ORDINANCE OF THE CITY OF GRAPE-

CITY CODE, CHAPTER 16 , SECTION 32

The next order of business was for the City Council to con-
sider an ordinance relative to traffic signal lights at
', various locations.
�' City Engineer Jim Baddaker advised the Council of the loca-
tion of the traffic signals authorized within the proposed
ordinance. The caption of the ordinance was then read by
'� the City Secretary.
� Councilman Shafer made a motion to adopt the ordinance. The
' motion was seconded by Councilman Dunn and prevailed by the
following vote:

The next matter of business was for the City Council to con-
sider an ordinance determining speed limits within school
; zone areas.

Mr. Baddaker advised the Council of the proposed locations
for school zone speed limits, after which the City Secretary
read the caption of the ordinance.
Council Member Brekken made a motion that the ordinance be
adopted. The motion was seconded by Councilman Oliver and
prevailed by the following vote :
Ayes : Tate, Ware, Oliver, Shafer, Brekken, Dunn, & Dyer
Nays : None
ORDINANCE NO. 82-05
AN ORDINANCE OF THE CITY OF GRAPE-
VINE, TEXAS, SPECIFYING THE REASON-
ABLE AND PRUDENT SPEED FOR PUBLIC
STREET5 AND ALLEYS WITHIN THE CITY;
REPEALING CONFLICTING ORDINANCES;
PROVIDING FOR A PENALTY OF FINE NOT
TO EXCEED TWO HUNDRED ($200. 00) DOL-
LARS FOR EACH OFFENSE; PROVIDING A
SEVERABILITY CLAUSE; AND DECLARING
AN EMERGENCY
RESOLUTION, CITY POPULATION
The next order of business was for the City Council to con-
sider a resolution determining Grapevine' s population as of
January 1, 1982.
The City Manager, Jim Hancock, explained the method used to
determine the estimated population of 14, 845. The City Secre-
� � tary read the caption of the proposed resolution.
Councilman Oliver made a motion that the resolution be
adopted. The motion was seconded by Councilman Shafer and
prevailed by the following vote:

RESOLUTION N0. 82-04
A RESOLUTION MAKING OFFICIAL THE
FINDING AND DETERMINATION AS TO THE
POPULATION AND NUMBER OF INHABITANTS
OF AND WITHIN THE CITY OF GRAPEVINE,
TEXAS AS OF JANUARY l, 1982
BUDGET AMENDMENT, CORPS OF ENGINEERS
The next order of business was for the City Council to con-
sider a budget amendment to pay the Corps of Engineers for a
portion of operating and maintenance expenses of Lake Grape-
vine.
City Manager Jim Hancock explained the contract between the
City of Grapevine and the Corps of Engineers relating to the
25, 000 acre-feet of navigation water in Grapevine Lake and the
maintenance fee pertaining thereto. He added that the payment
amounted to $7 , 766. 64 and recommended that the budget be
amended to provide payment.
Councilman Dunn made a motion to accept the recommendation of
the City Staff, to amend the budget, and to authorize payment
to the Corps of Engineers in the amount of $7, 766 . 74. The
motion was seconded by Mayor Pro Tem Ware and prevailed by
the following vote:

EXECUTIVE SESSION, LITIGATION
The City Council then recessed to the Conference Room to dis-
cuss pending litigation pursuant to Article 6252-17 , V.A.T.C.S. ,
Subsection (e) . ,�.k
Following the Executive Session, the Council reconvened in the
Council Chambers with all members present. No formal action
was taken relating to pending litigation.
MISCELLANEOUS REPORTS - BEAR CREEK SEWER GRANT
, City Manager Jim Hancock reported that it appeared State funds
' would be available to fund the Bear Creek Sewer Grant project.
ADJOURNMENT
There being no further business to come before the Council,
' Councilman Oliver made a motion to adjourn. The motion was
seconded by Council Member Brekken and prevailed by the fol-
lowing vote:
Ayes : Tate, Ware, Oliver, Shafer, Brekken, Dunn, & Dyer
