and other related matters.

The City Council and Planning & Zoning Comnission of the City of Grapevine,
Texas met in Joint Special Session on this the 2nd day of March, 1982 at
7:30 p.m. with the following persons present to wit:

,� The meeting was called to order by Mayor Pro Tem Ted Ware.
INVOCATION
Dr. Jim Able, representing First United Nlethodist Church, delivered the
invocation.
PUBLIC F�'.,ARING, REPLAT WOODLAND ESTATES
The first order of business was for the City Council and Planning & Zoning
Commission to conduct a public hearing relative to the replat of Woodland
Estates.
Mayor Tate declared the public hearing open.
City Engineer Jim Baddaker presented the proposed replat and outlined the
availability of utilities in the area.
A discussion among members of the Council and Planning & Zoning CcaYutLission
follawed relative to future road improvements on Parr Road and Hall Johnson
Road and the rnzn�ber and size of the proposed lots.
�""'"' Mayor Tate then asked if there were guests present to speak for or against the
� replat.
tir�. Mr. Henzy Haynes, 3604 Kelsey Court, then spoke in opposition to the proposed
replat.
Also, several unidentified guests questioned the procedure used to notify
property awners in the area of the requested replat. Members of the City
Staff then explained the new state statute relative to notification of
property awners and advised that all requirements had been met by the City of
Grapevine.

The City Secretary was then asked if there were any petitions or letters to be
read into the record. There were none.
, There being no further discussion, Member Gerald Norman made a motion to close
the Planning & Zoning CorrYnission's portion of the public hearing. The motion
, was seconded by Nlember Harlen Joyce and prevailed by the follawing vote:
Ayes . Spencer, Norn�a.n, Joyce, Glynn, & Anderson

' Council Nlember Shafer then made a motion to close the Council's portion of the
public hearing. The motion was seconded by Mayor Pro Tem Ware and prevailed „�,�

Mayor Tate asked if there were any Citizens Requests or Miscellaneous Reports
to come before the Council. There were none.

The next order of business was for the City Council to consider the minutes of

', motion that the minutes be approved as printed. The motion was seconded by
' Council NIemb�r Shafer and prevailed by the follawing vote:

I CONNELL/GRAPEVINE/COPPELL AGREII�]T, UTILITIES
� The next order of business was for the City Council to consider a contract
' agreement between the City of Grapevine, City of Coppell, and Connell
Development Corporation regarding water and sewer service.
City Manager Jim Hancock gave a brief history and noted that the significant
change since the last revietiv pertained to the stipulation that Coppell wc�uld
provide water to the area in question within ten years of the date of the
execution of the contract.
There being little discussion, Mayor Pro Tem Ware made a motion to approve the
contract as amended and to authorize its execution by the proper City
officials. The motion was seconded by Council P�Ie.mber Dyer and prevailed by
' the follawing vote:

, The next order of business was for the City Council to consider an ordinance
', amending Ordinance No. 74-28 pertaining to the organization and procedures of
ii the Convention & Visitors Bureau and other related matters.
', The City Secretary read the caption of the proposed ordinance.
', Follaaing a short discussion among members of the Council, Mayor Pro Tem Ware
made a motion to adopt the ordinance. The motion was seconded by Councilman

The next order of business was for the City Council to consider setting the
date for a public hearing to consider an application to relocate a portable
building.
The City Secretary advised that an application had been submitted by C. O. A.
Industries of Texas requesting permission to relocate a portable structure.
She advised that the City Staff reco�nended a public hearing be set on the
matter for March 16, 1982.
Counci]sr�n Oliver made a motion to accept the rec�endation of the City Staff
and set the public hearing for March 16, 1982. The motion was seconded by
Council N�r Brekken and prevailed by the follawing vote:

RECESS
DZayor Tate then called a brief recess pending the reco�ndations from the
Planning & Zoning Commission.
After a brief period of time, the Council was called back to order with all
members present.
WOODLAND ESTATES, REPLAT
The next order of business was for the City Council to consider the
recoa�anendation of the Planning & Zoning Commission relative to the replat of
Woodland Estates.
It was reported that the Planning & Zoning Conmission recom�nded approval of
the replat of Woodland Estates.
Counci7man Dunn then made a motion to accept the recomnendation of the
Planning & Zoning Commission and approve the replat of Woodland Estates. The
motion was seconded by Mayor Pro Tem Ware and prevailed by the follawing vote:

The next order of business was for the City Council to consider the
recommendation of the Planning & Zoning Conanission relative to the replat of
Hyland Greens South.
The City Engineer reported that the Planning & Zoning CoirHnission recommended
approval. He then presented the replat to the Council. There being little
discussion, Mayor Pro Tem Ware made a motion to accept the reco�ndation of
the Planning & Zoning Co�nission and adopt the replat of Hyland Greens South.
