AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS AMENDING ORDINANCE
NO. 89-54 PASSED BY THE CITY COUNCIL ON THE
15TH DAY OF AUGUST, 1989 BY AMENDING SECTION
2 RELATING TO THE EFFECTIVE DATE; PROVIDING
��°� A SEVERABILITY CLAUSE; DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE

WHEREAS, on August 15, 1989, the City Council of the City of
Grapevine, Texas, passed Ordinance No. 89-54 which amended
Chapter 20, Article I , Section 20-17 . 1 (c) of the City Code of
Ordinances relating to temporary signs in the right-of-way; and
WHEREAS, the City Council has determined it is necessary to
further study the regulations relative to temporary signs in the
riqht-of-way as established by Ordinance No. 89-54; and
WHEREAS, the City Council desires to change the effective
date of Ordinance No. 89-54 to November 30, 1989 to permit
further study of the regulations.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble of this
ordinance are true and correct and are hereby incorporated into

the body of this ordinance as if copied in their entirety.
Section 2 . That Section 2 of Ordinance No. 89-54 is hereby
�,. y amended in its entirety to read as follows:
"Section 2 . The provisions of Section 1 of this
ordinance shall become effective on November 30 , 1989 . "
Section 3 . If any section, article, paragraph, sentence,
clause, phrase or word in this ordinance, or application thereto
any person or circumstance is held invalid or unconstitutional by
a Court of competent jurisdiction, such holding shall not affect
the validity of the remaining portions of this ordinance; and the
City Council hereby declares it would have passed such remaining
portions of the ordinance despite such invalidity, which
remaining portions shall remain in full force and effect.
Section 4 . The fact that the present ordinances and
regulations of the City of Grapevine, Texas, are inadequate to
properly safeguard the health, safety, morals, peace, and general
welfare of the public creates an emergency which requires that
this ordinance become effective from and after the date of its
passage, and it is accordingly so ordained.
