ORDINANCE NO. 88-19
AN ORDINANCE OF THE CITY OF GRAPEVINE,
TEXAS, AMENDING THE CITY OF GRAPEVINE CODE
OF ORDINANCES, CHAPTER 8, RELATING TO COURTS
AND CRIMINAL PROCEDURES, BY ADDING A NEW
SEC. 8-5 REQUIRING PAYMENT OF FINES IN
�'" LAWFUL MONEY OF THE UNITED STATES; PROVIDING
THAT THIS ORDINANCE SHALL BE CUMULATIVE;
PROVIDING A SEVERABILITY CLAUSE; DECLARING
AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, THAT:
Section 1 . Chapter 8, relating to Courts and Criminal
Procedures, of the City of Grapevine Code of Ordinances, is
hereby amended by adding thereto a new Sec . 8-5 relating to the
payment of fines which shall read as follows :
"Sec . 8-5 . Fines Payable in Money.
All fines, costs, bonds or other
required payment of any kind whatsoever
shall be payable in lawful money of the
United States only. Coins must be wrapped
in coin wrappers of a type that are
generally accepted and used by United States
banking institutions . Each coin wrapper
must be identified with the name of the
person making payment, or, if different, the '
name of the person for whom payment is made,
r *�"'� the date of payment, and the citation or
other identifying number to which the
;,�,� payment pertains . Nothing in this Sec . 8-5
sha�ll prohibit the payment of fines , costs ,
bonds or other required payment by check
provided that the check does not discharge
an obligation unless the check is paid in
full . "
Section 2 . This ordinance shall be cumulative of all
other ordinances of the City and shall not repeal any of the
provisions of said ordinances except in those instances where
provisions of those ordinances are in direct conflict with the
provisions of this ordinance.
Section 3 . If any section, article, paragraph, sentence,
clause, phrase or word in this ordinance, or application
thereof to any person or circumstance, is held invalid or
unconstitutional by a Court of competent `jurisdiction, such
holdings shall not affect the validity of the remaining
portions of the ordinance, and the City Council hereby declares
it would have passed such remaining portions of the ordinance
despite such invalidity, which remaining portions shall remain

in full force and effect .
Section 4 . The fact that the present ordinances and
regulations of the City of Grapevine, Texas, are inadequate to
�• properly safeguard the health, safety, morals, peace and
general welfare of the inhabitants of the City of Grapevine,
Texas, creates an emergency for the immediate preservation of
the public business , property, health, safety and general
welfare of the public which requires that this ordinance shall
become effective from and after the date of its passage and it
is accordingly so ordained.
