AN ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS, � �
ANNEXING ADJACENT AND CONTIGUOUS TERRITORY TO
THE CITY OF GRAPEVINE, TEXAS; FINDING THAT
ALL NECESSARY AND REQUIRED LEGAL CONDITIONS
HAVE BEEN SATISFIED; PROVIDING THAT SUCH
AREAS SHALL BECOME A PART OF THE CITY AND
"'"�" THAT THE OWNERS AND INHABITANTS THEREOF SHALL
BE ENTITLED TO THE RIGHTS AND PRIVILEGES OF
OTHER CITIZENS AND BE BOUND BY THE ACTS AND

ADOPTED; PROVIDING A SEVERABILITY CLAUSE; AND
FURTNER I�ROVSDING FnR AMEPJD_TNG AND CORRECTING
THE OFFICIAL BOUNDARIES OF THE CITY AS
HERETOFORE ADOPTED AND PROVIDING FOR THE
ORDINANCE TO GO INTO EFFECT UPON PASSAGE OF
THE ORDINANCE ON SECOND READING
WHEREAS, the City, pursuant to the Municipal Annexation Act,
Chapter 43, Local Government Code, has heretofore provided proper
notice and conducted public hearings relating to annexation
proceedings on the tract described in Exhibit "A" ; and
WHEREAS, in accordance with the Municipal Annexation Act, . a
service plan was prepared by the appropri�te department of the
City, which plan was made available for inspection and explained
to the inhabitants of the area to be annexation (of which there
are none) at the public hearings conducted as hereinafter
described; and
WHEREAS, all required statutory notices pursuant to the Act
�, , have been accomplished; and

�.;.., City Council on March 1 and March 15, 1988, which public hearings
were conducted after notices had been published in a newspaper of
general circulation in the City and in the area proposed to be
annexed not more than twenty (20) days nor less than ten (10)
days prior to each hearing; and
WHEREAS, the property to be annexed is contiguous and
adjacent to the City limits of the City of Grapevine and not
within the boundaries or extraterritorial jurisdiction of another
City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1 . That all of the above premises are found to be
true and correct and are incorporated into the body of this
ordinance as if copied herein in their entirety.
Section 2. The service plan submitted in accor�ancp with
� the Municipal Annexation Act is hereby approved as part of this
ordinance, made a part hereof and attached hereto as Exhibit "B" .
Section 3 . That the property described in Exhibit "A" ,
�"" which exhibit is attached hereto and incorporated herein for all
purposes, be and is hereby annexed and brought within the
corporate limits of the City of Grapevine, Tarrant County, Texas,
and same is hereby made an integral part_ hereof.
Section 4 . That the owner and inhabitants of the area
herein annexed be entitled to all of the rights and privileges of
other citizens and property owners of said City and are hereby
bound by all acts, ordinances, and all other legal action now in
full force and effect and all those which may be hereafter
adopted.

Section 5. If any section, subsection, sentence, phrase, or
word herein be found to be illegal, invalid, unconstitutional or
if any portion of said property is incapable of being annexed by
the City of Grapevine, Texas for any reason whatsoever, the
adjudication shall not affect any other section, sentence,
phrase, word, paragraph, or provision of this ordinance or the
application of any other section, sentence, phrase, word,
paragraph, or provision to any other person, situation, or
circumstances , nor shall such adjudication affect any other
�W� section, sentence, phrase, word, paragraph, or provision of the
Grapevine City Code. The City Council declares that it would
have adopted the valid portions and applications of this
"� ordinance and would have annexed the valid property without the
invalid part, and to this end the provisions of this ordinance
are declare� to be severable.
Section 6 . That the official map and boundaries of the City of
Grapevine, Texas , heretofore adopted and amended by and are
hereby amended so as to include the aforementioned territory as
part of the City of Grapevine.
Section 7. That this ordinance shall take effect imme-
diately upon second and final reading.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on first reading on this the 5th day of

It is Staff's reca��endation tYiat the City Council approve the proposed
annexation based on the information provided in the service plan.
SACKGROUND INE'ORMATION:
GE[�ERAL:
The proposed annexation would incorporate 26.8791 acres of land west of
� the O'Dell and a portion of Woodland Hills Subdivisions; west of Druid
Hills and Countryside S�.ibdivisions; south of remaining unannexed
"Stone" property; and north of Estill property .;into the City of
�: � -
Grapevine. -
�,,, POLICE PROZ'ECTION:
The subject txact, within Police District II, is patrolled twenty-four
(24) hours a day, seven (7) days a week with two (2) officers per shift
assigned to the district; and because the tract is surrounded by
existing City of Grapevine incorporated land, no additional patr.ols
will became necessary.
FIRE PRCYi'F,CTION:
Fire protection ard emergency medical service will be provided by the
Southwest Sub Fire Station, located at 2627 Briazwood. The Fire
DepartrnPnt presently serves all adjacent property. F3ecause of the
City's participation in a fire protection agreement with Tarrant
County, this unincorporated area is already receivinR fire protection
fram the City of Grapevine.
S�•7ERAGE:
Sanitary sew�r service to the project site is avail�le through a ten
inch (10") line ��hich runs through the subc3i_vis�or. sitc and continues
� north to the Trinity River Authority interceptor. The ten inch (10")
line has been sized for the total drainage basin including the subject
unincorporated area.

Roadway maintenance will be provided by the City after the interior
streets are constructed to Cit_y standards and are accepted by the City
of Grapevine,. The interior streets will connect to Barberzy Street and _
will provide a continuation on to Parr Road. The remaining interior
streets will connect to Parr Road. The principal means of access to
the subdivision will be fram two arterials, Pool Road and Hall-Johnson
Road and one collector, Parr Road.
LITILITY SE�TICE:
There is an eight inch (8") water line currentiv stubbed out at the
east end of Barberry Street and from a six inch (6") line in Parr
Road. The extension of the eight inch (8") line in Barberry Street
tapping into the six inch (6") line in Parr Road will provide for a
loop syst.�.m in the subdivision wit-h additional connections to the six
inch (6") line in Parr Road at each interior street intersection with
Parr Rr�ad.
The extension of service to this area will not reduce the quality or
quantity of existing service to adjacent existinq custamers. `� n�

Other utility extensions (Power, Gas, Cable Television) will be
accomplished under the terms of existing franchise agree.ments with
Texas Power and Light, Ir�ne Star Gas and Paragon Cable Television.
