AN ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS,
AMENDING CHAPTER 22 OF THE CODE OF ORDINANCES
RELATING TO TAXICABS , BY AMENDING ARTICLE
VII, SECTIONS 22-7. 2 (a) AND 22-7. 2 (f)
RELATIVE TO INSPECTION FEES; BY AMENDING
SECTION 22-7 . 5 RELATIVE TO PERMITS AND BY
�^° REPEALING SECTIONS 22-2 . 9 AND 22-2 . 11 ;
PROVIDING A PENALTY OF FINE NOT TO EXCEED THE
SUM OF FIVE HUNDRED DOLLARS ($500 . 00) FOR
� EACH OFFENSE AND A SEPARATE OFFENSE SHALL BE
DEEMED COMMITTED UPON EACH DAY DURING OR ON
WHICH AN OFFENSE OCCURS OR CONTINUES;
PROVIDING A SEVERABILITY CLAUSE; DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
WHEREAS, on the 2nd day of December, 1986 the City of
Grapevine (the "City") granted to Fort Worth Cab & Baggage, a
franchise to operate a taxicab service in the City; and
WHEREAS, the City desires to simplify the permitting and
billing process; and
WHEREAS, the City desires to eliminate the two percent (2�)
franchise fee on gross receipts; and
WHEREAS, the City desires to increase the inspection fee to
thirty dollars ($30 . 00) per vehicle; and
WHEREAS, the City desires to allow taxicabs displaying a
current and valid City of Fort Worth taxicab permit to operate in
�� the City; and
� WHEREAS , the City desires to eliminate the requirement for a
taxicab office within the City limits .
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1 . That Chapter 22, Article VII, Section 22-7 . 2
Subsection (a) be amended to read as follows:
" (a) Before being allowed to initially operate upon
the streets of the city, each taxicab shall be
inspected and approved by the director. Each
taxicab shall thereafter be inspected annually to
ensure the continued safe operating conditions of
the vehicle. No taxicab shall be driven or
operated upon the streets of the city unless:
i. the same is in safe condition and free from
mechanical defects with particular
reference to, but not limited to lights,
'"�'' brakes, tires and steering apparatus;
ii. a valid inspection sticker has been issued
'� and is displayed as required hereby; and
iii. a current, valid taximeter certificate, as
required by section 22-7 . 4 (f) , has been
issued and is in effect. Upon a
satisfactory inspection and payment of an
inspection fee in the amount of thirty
dollars ($30. 00) , the director shall issue
an inspection sticker to the holder which
shall be permanently displayed on the lower
lefthand corner of the front windshield.
Each inspection sticker shall expire on the
thirty-first day of December following the
date of issuance. The provisions of this
shall be in addition to any inspection
requirements promulgated under state law. "
Section 2. That Chapter 22, Article VII, Section 22-7 . 2
Subsection (f) be amended to read as follows:

" (f) When a taxicab is removed from service and placed
back in service by the same owner, the owner
�,,, shall pay to the director thirty dollars ($30. 00)
for reinspection. "
Section 3. That Chapter 22, Article VII, Section 22-7 .5 is
amended by the addition of a new subsection (g) which shall read
as follows:
" (g) In lieu of the permit requirements set forth in
this section, the City will accept taxicabs
properly displaying a current and valid City of
Forth Worth taxicab permit. "
Section 4. That Chapter 22, Article II, Section 22-2 . 9 and
22-2 . 11 be repealed in their entirety and that the remainder of
the sections be renumbered accordingly.
Section 5 . Any person violating any of the provisions of
this ordinance shall be deemed guilty of a misdemeanor and upon
conviction thereof shall be fined in a sum not to exceed the sum
of five hundred dollars ($500. 00) for each offense and a separate
offense shall be deemed committed upon each day during or on

which a violation occurs or continues .
Section 6. If any section, article, paragraph, sentence,
� clause, phrase or word in this ordinance, or application thereto
any person or circumstances is held invalid or unconstitutional
by a Court of competent jurisdiction, such holding shall not
affect the validity of the remaining portions of this ordinance;
and the City Council hereby declares it would have passed such
remaining portions of the ordinance despite such invalidity,
which remaining portions shall remain in full force and effect.
Section 6 . The fact that the present ordinances and
regulations of the City of Grapevine, Texas, are inadequate to
properly safeguard the health, safety, morals, peace, and general
welfare of the public creates an emergency which requires that
this ordinance become effective from and after the date of its
passage, and it is accordingly so ordained.
