All Conditional Use and Special Use Applications are assumed to be complete when filed and
will be placed on the agenda for public hearing at the discretion of the staff. Based on the size
of the agenda, your application may be scheduled to a later date.

Any application for a change in zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required filing fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

SUBJECT: CONDITIONAL USE REQUEST CU07-11; 1600 FAIRWAY DRIVE
RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU03-08 (Ord. 2003-25) approved at the April 15, 2003
meeting an 18 -hole golf course, with the possession, storage, retail sale and on -premise
consumption of alcoholic beverages (beer, wine, and mixed drinks) in conjunction with a
restaurant/clubhouse and enclosed pavilion, specifically to allow the development of a
covered area as addition an existing golf cart wash bay, and take any other action
necessary.
Conditional Use Request CU99-44 (Ord. 99-143), approved at the September 21, 1999
joint public hearing approved an 18 -hole golf course with on -premise consumption of
alcoholic beverages in conjunction with a clubhouse and restaurant.
Conditional Use Request CU99-75 (Ord. 00-04) amended the previously approved plan
by reducing the size of the clubhouse to 9,000 square feet, eliminating the cart barn and
relocating the maintenance building. The applicant received a subsequent revision to
the previously approved plan (CU99-75) from the Site Plan Review Committee at their
June 21, 2000 meeting. Several minor changes were considered and approved relative
to the clubhouse however, extensive proposed changes to the clubhouse area
landscaping plan was not considered by the Committee due to the applicant
withdrawing that part of the request. Conditional Use Request CU01-16 (Ord.01-39)
was approved at the May 15, 2001 meeting and allowed for a modification to the
previously approved plan for Cowboy Golf—specifically the landscaping plan in the
clubhouse area was modified and a monument sign was added.
Conditional Use Request CU03-08 (Ord. 03-25) approved at the April 15, 2003 meeting
amended the previously approved plan by allowing for the development of a 6,000
square foot enclosed special events pavilion.
On October 26, 2006 the Site Plan Review Committee met, and approved CU06-53 on
the subject site, which was a request to add a 1,404 square feet golf cart wash bay
southeast of the existing maintenance building.

With this request the applicant proposes to add 140 square feet (10'x14') of covered
concrete to the east side of the approved golf cart wash bay. Public Works staff had
previously informed the applicant that the concrete slab required a cover in order to
prevent rain water runoff from entering the sanitary sewer system. As a result of the
Public Works requirement, the applicant also requests the approval to extend the cover
used in conjunction with the golf cart wash bay onto the 140 square feet area. Please
see the attached site plan and building elevations.

This letter is to verify that your request to amend the previously approved site plan to
amend the previously approved site plan of Conditional Use Request CU03-08 (Ord. 03-
25) to allow the possession, storage and retail sales of on -premise consumption of
alcoholic beverages (beer, wine and mixed beverages) in conjunction with a
restaurant/clubhouse and enclosed pavilion, specially to allow the development of an
addition to the existing golf cart wash bay at 1600 Fairway Drive was approved by the Site
Plan Review Committee on April 25, 2007. A copy of the approved site plan is enclosed.
Any changes to a site plan approved with a conditional use or a special use (no
matter how minor or major) can only be approved by city council through the public
hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date
on which the City Council grants the Conditional Use, unless within such one (1) year
period: (1) a Building Permit is obtained and the erection or alteration of a structure is
started, or (2) an Occupancy Permit is obtained and a use commenced.

PROPOSED CONDITIONAL USE
This proposed conditional use application is for the addition of a 10'x14'
storage space with roofing, to be adjoined to the previously approved
maintenance pavilion for the Cowboy Golf Course. The pavilion is a
vehicle wash bay for maintenance equipment used at the golf course.
The additional 10'x14' storage space is necessary for the storage of golf
course equipment and supplies.
This additional storage space will be an enhancement to the maintenance
area by confining the cleaning equipment within a building rather than
out in the open. This, along with the wash bay/ maintenance pavilion,
will provide a much cleaner operation and less harmful to the
environment. Both will add value to the site by there use, and also
confine and cover the cleaning process/ equipment. This is also a
modernization of the existing facility which adds to the total value of the
property and the neighborhood.
A development statement is included on the site plan as well.

At your request, an engineer from our firm has reviewed the plan for the new maintenance building at the
above mentioned property. The purpose of this review was to design the roof system to sustain 90 mph
wind loading as required by the city of Grapevine, Texas.
The roof is to be supported by six (6) hollow structural steel (HSS) columns 6"x6"xl/4" at the locations
shown on sheet Al of Norman Patten & Associates job number 0636. The column base plates shall be
12"xl2"xl/2" and shall be welded to the column with a 3/16" full penetration fillet weld. The base plate
shall be anchored into the perimeter beam using 12" long -1/2" diameter anchor bolts cast in place with
concrete. When casting the anchor bolts in place maintain 3" clear space around anchor bolts. CI Ox20
ASTM grade A36 steel channel girders will span the perimeter of the columns supporting the 12 gage
steel studs at 24" o.c spanning the short dimension.
Roof decking shall be steel Vulcraft decking 1.5B24 (or equal) fastened to steel joists with #12 epoxy
coated screws at 12" o.c. The decking shall be braced with three rows of equally spaced bridging
between the steel girders.
