HomeMy WebLinkAboutORD 1987-007 CITY OF GRAPEVINE, TEXAS ORDINANCE NO. 87-07 AN ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS AMENDING CHAPTER 7, ARTICLE I RELATING TO GENERAL PROVISIONS CONCERNING BUILDINGS AND CONSTRUCTION BY ADOPTING AND AMENDING THE 1985 EDITION OF THE UNIFORM BUILDING CODE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE � AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, �4;� TEXAS: Section l. That Chapter 7, Article I of the City Code of the City of Grapevine, Texas, relating to General Provisions concerning Buildings and Construetion is hereby amended in the following particulars and all other existing sections, subsections, paragraphs, sentences, definitions, phrases and words of said City Code are not amended, but shall remain intact and are hereby ra.tified, verified and affirmed: A. That Section 7-1 is hereby amended in its entirety to read as follows: "There is hereby adopted for the purpose of establishing rules and regulations for the construetion, alteration, removal, demolition, equipment, use and occupancy, location and maintenance of building and structures, that certain building code, known as the Uniform Building Code, 1985 Edition. This artiele shall be known as the "Grapevine Building Code" and shall be cited as sueh. A copy of said eode shall be filed in the office of the City Secretary, and the same is hereby adopted and incorporated as if set out at length herein and the ��:� provisions thereof shall be controlling in the construction of all buildings and other structures, subject to all amendments thereof or superseding provisions contained below." �� B. That Section 7-3 is hereby amended by repealing the following la.nguage: "Seetion 105, Moved Buildings, is amended by adding thereto article VII of this chapter." "Section 3802(b), Where Required, is hereby amended by addition of paragraph twelve (12) as follows: (12) Approved automatic extinguishing systems shall be installed in a11 stories of multistory buildings three (3) or more stories in height, excluding gara.ges used • solely as parking garages, without exeeption. Buildings three (3) stories or more in height shall have a hydraulically designed sprinkler system that meets all the requirements of U.B.C. Section 1807(m) as amended. Standpipes may be combined with sprinkler systems." ��� C. That Section 7-3 is hereby amended to add the following language: � "Section 104(e), Moved Buildings and Temporary Buildings, is amended by adding thereto Article VII of Chapter 7 of the City Code." "Section 3802, Automatic Fire-extinguishing Systems is hereby amended by adding thereto paragraph (h) to read as follows: (h) Approved automatic extinguishing systems shall be installed in all stories of multistory buildings three (3) or more stories in height, exeluding gara.ges used solely as parking garages, without exeeption. Buildings three (3) stories or more in height shall have a hydraulically designed sprinkler system that meets all the requirements of U.B.C. Section 1807(m) as amended. Standpipes may be combined with sprinkler systems." Table No. 3-A--Building Permit Fees is hereby amended in its entirety to read as follows: "TABLE NO. 3-A--Buildin� Permit Fees ` TOTAL VALUATION FEE $1.00 to $500.00 $10.00 ,�: : $500.01 to $2,000.00 $10.00 for the first $500.00 plus $1.50 for each additional $100.00 or fraction thereof, to and including $2,000.00. $2,000.01 to $25,000.00 $32.50 for the first $2,000.00 plus $6.00 for each additional $1,0�.00 or fraction thereof, to and including $25,000.00. $25,000.01 to $50,000.00 $170.50 for the first $25,000.00 plus $4.50 for each additional $1,000.00 or fra.etion thereof, to and including $50,000.00 $50,000.01 to $100,000.00 $283.00 for the first $50,000.00 plus $3.00 for each additional $1,000.00 or fraction thereof, to and including $100,000.00 $100,000.01 and up $433.00 for the first $100,000.00 plus $2.50 for each additional $1,000 or fraction thereof. µ• ° OTHER INSPECTIONS AND FEES: l. Inspections outside of normal business hours . . . . . $30.00/hour* (minimum eharge - two hours) 2. This cost shall include supervision, overhead, equipment, hourly wages and fringe benefits of the employees involved." ��.,,.� D. That Seetion 7-4 is hereby amended in its entirety to read as follows: "The eity council shall appoint five (5) members to the housing advisory and appeals board as authorized by the Uniform Housing Code, 1973 edition, and five (5) members to the board of appeals as authorized by the 1985 edition of the Uniform Building Code, and the membership of both boards shall consist of the same five (5) individuals. The five (5) 0206X -2- members appointed to the two (2) boards shall qualifY as members of both boards as required by the respective codes. Terms of the board members and all other duties and responsibilities shall be as i'equired by the codes." E. That Seetion 7-5 is hereby amended by the addition of a new subsection (3) which shall read as follows: "(3) Wood doors shall not be key opera.ted from the inside." �`` ' F. That Section 7-5(b) is hereby amended in its entirety to read as follows: ��,-� "(b) Metal doors. All metal doors leading from the outside directly into the single-family dwelling or into the multifamily structure or living unit shall comply with the following criteria: Doors shall be secured with a deadbolt lock as described in Sections (a)(2) and (a)(3) above." G. That Section 7-5(d) is hereby amended in its entirety to read as follows: "(d) Dutch doors. All Dutch doors leading from the outside directly into the single-family dwelling or into the multifamily structure or living unit shall have a concealed flush bolt locking device to interlock the upper and lower halves. In addition, the Dutch door shall be secured with a deadbolt lock as described in subsection (a)(2) and (a)(3) above. As an alternative to the interlocking device, each half of the door shall be secured with a deadbolt lock as described in subsections (a)(2) and (a)(3) above." Section 2. If any seetion, article, paragraph, sentence, clause, phrase or word in this ordinance, or application thereof to any person or eircumstance, is held �.,� invalid or uneonstitutional by a Court of eompetent jurisdietion, sueh holdings shall not affect the validity of the remaining portions of the ordinance, and the City Council heceby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain�in full force and effect. Seetion 3. The faet that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peaee and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the publie business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its passage and it is accordingly so ordained.
