AN ORDINANCE AMENDING THE CITY CODE OF
THE CITY OF GRAPEVINE, TEXAS, BY
AMENDING CHAPTER 20 , SECTION 20-44
RELATING TO DRIVEWAY DESIGN AND PLACE-
MENT STANDARDS IN ITS ENTIRETY; PROVID-
ING A PENALTY NOT TO EXCEED THE SUM OF

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS :
Section 1 . That the Grapevine City Code be, and the same
is, hereby amended by amending Chapter 20 , Section 20-44 relating
to driveway design and placement standards, in its entirety and
that it shall read as attached in Exhibit "A" .
Section 2 . Any person violating any of the provisions of
this ordinance shall be deemed guilty of a misdemeanor and upon
conviction thereof shall be fined in a sum not to exceed Two
Hundred ($200 . 00) for each offense and a separate offense shall
be deemed committed upon each day during or on which a violation
occurs or continues.
Section 3 . If any section, article, paragraph, sentence,
�,,:.� clause, phrase or word in this ordinance, or application thereof
to any person or circumstance, is held invalid or
unconstitutional by a Court of competent jurisdiction, such
holding shall not affect the validity of the re�aining portions
of the ordinance, and the City Council hereby declares it would
have passed such remaining of the ordinance despite such
invalidity, which remaining portions shall remain in full force
and effect.
Section 4 . The fact that the present ordinances and
regulations of the City of Grapevine, Texas, are inadeguate to
properly safeguard the health, safety, morals, peace, and general
welfare of the inhabitants of the City of Grapevine, Texas,
creates an emergency for the immediate preservation of public
business, property, health, safety, and general welfare of the
public which requires that this ordinance shall become effective
from and after the date of its passage and it is accordingly so
ordained.

EXHIBIT "A" TO

Sec. 20-44. DRIVEWAY DESIGN & PLACEMENT STANDARDS
�
A. Definition of Driveway Types: For the purposes of interpreting the
�, provisions of these rules and regulations, the following definitions shall
apply.
1. Residential Driveway - One which provides access to a single
family residence, or a duplex. These drives shall, whenever possible,
intersect on collector or residential type roadways only.
2. Commercial Driveway - One which provides access to an office,
retail or institutional building or to a multi-family complex having
more than two units. It is anticipated that such buildings will have
incidental truck service. Commercial drives shall access, whenever
possible, onto collector and arterial thoroughfares only. In those
cases where commercial drives must access residential streets, the
spacing requirements of collector streets shall govern the driveway
placement. (Fig. 20.2)
3. Industrial Driveway - One which directly services substantial
numbers of truck movements to and from loading docks of an industrial
facility, warehouse or truck terminal. A centralized retail
development, such as a community or regional shopping center, may have
one or more driveways specially ,designed, signed and located to
provide access for trucks and such driveways shall be considered
"'°�" industrial driveways. Industrial plant driveways whose principal
function it is to serve administrative or employee parking lots shall
be considered a commercial driveway. Industrial drives shall access,
whenever possible, to arterial thoroughfares or industrial roadways.
In those cases where industrial drives must access residential or
collector streets, the spacing requirements for minor arterials shall
govem the driveway placement. (Fig. 20.2)
B. State Highways - All driveways on State numbered highways shall
conform to the more restrictive of the most current SDHPT regulations
regarding driveway placement and construction or the City of Grapevine
Standards.
C. Driveway Dimensions:
1. Driveway Widths - As the term is used here, the width of a
driveway refers to the width of pavement at the property line. No
property shall have drive widths in excess of sixty (60%) percent of
the property frontage. .
a. Residential Driveways - Residential driveways onto streets
shall have a minimum width of twelve (12`) feet and a maximum
width of twenty-five (25') feet. (Fig. 20.1) Joint access
residential drives shall have a minimum width of twenty (20')
""�"" feet and no less than nine (9') feet on either property. (Fig.
20.3)

b. Commercial/Industrial Driveways - �ao way operation (90° ""�""

(1) Commercial drives shall have a minimum width of twenty ���
(20') feet and a maximum width of forty (40') feet. (Fig.
20.2)
(2) Industrial drives shall have a minimum width of thirty
(30`) feet and a maximum width of forty (40') feet. (Fig.
20.2)
(3)� Toint access drives shall meet or exceed the minimum
required width and have no less than ten (10') feet on
either property. The full drive width and access pavement
to both properties shall be constructed with the first
, development. Approval of a joint access drive requires a
�� signed letter of agreement between both owners submitted

c. Commercial/Industrial Driveways - One Way Operation
(1) Ninety degree (90°) drives shall have a width of
� twenty-two (22') feet for ingress and twenty (20') feet for
. egress, with the separation median width being a minimum of
of eight (8') feet and a maximum of ten (10') feet. (Fig.
20.4) """�
(2) Sixty (60°) degree angular drives shall have a width of �.,:�
twenty (20') feet for ingress and sixteen (16') feet for
egress, with the separation median width being a minimum of
, eight (8') feet and a maximum of ten (10') feet. (Fig,
I 20.5)
(3) Joint access ninety (90°) degree drives shall have a
width of twenty-two (22') feet for ingress, twenty (20')
feet for egress, the separation median width being a
minimum of eight (8') feet and a maximum of ten (10') feet
and no less than ten (10') feet of pavement width on either
property. The full drive width and access pavement to both
properties shall be constructed with the first development.
Approval of a joint access drive requires a signed letter of
agreement between both owners submitted with the site plan.

D. Driveway Radii: All driveways intersecting dedicated streets shall
be built with a circular curb radius connecting the roadway curb to the
design width pavement of the driveway, measured at the property line.
Drive radii shall fall entirely within the subject property so as to begin
�< at a point on the street which is located within the limits of the
projection of the property corners perpendicular to the street curb. (Fig. �
20. 1 & 20.2)

a. The curb radii for a residential drive shall be a minimum of
„�._,,� five (5') feet and a maximum of ten (10') feet. (Fig. 20.1)
b. The curb radii for a commercial drive shall be twenty (20')
feet. (Fig. 20.2)
c. The curb radii for an industrial drive shall be twenty-five
(25') feet. (Fig. 20.2)
2. Sixty (60°) degree intersection. (Fig. 20.5)
a. The curb radii shall be five (5') feet for the outside of
the drive and five (5') feet for the median.
b. Driveway radii shall always be designed to become tangent to
the street curb line in order that the definition of the
location of the edge of pavement for the thoroughfare may be
maintained.
E. Driveway Spacing and Location in Relation to Other Drives: Spacings
and locations in relation to other drives and to intersecting roadways, and �
standard details are outlined in Figure 20.I through 20.7.
1. Driveways shall not be allowed to be placed within the functional
boundaries of intersections which include the transition sections of
„�,,,,;,, acceleration and deceleration lanes. (Fig. 20.6)
2. Driveways shall not be within twenty (20') feet of the conflict
area of T or Y intersections. (Fig. 20.7)
3. All driveways must maintain a minimum distance of five (5') feet
from utility poles, fire hydrants, underground manholes or vaults,
curb inlets, etc. (Fig. 20.1 & 20.2)
4. Exiting lots with street frontage that can not meet the minimum
spacing standards specified in this section and accompanying figures
will be allowed one minimum width drive for principal access to be
located so as to present the least possible effect on traffic flow.
In cases where corner lots can only meet the minimum driveway spacing
standards on one street, access shall not be permitted on the street
where the minimum standards are not met.
' S. Median Cuts and Spacing - Only one driveway opening shall be
allowed per median opening on either side of the roadway. Drives not
aligned with median openings shall not be allowed within seventy-five
(75') feet of the limits of the median opening. (Fig. 20.6) r

F. MISCELLANEOUS: �
1. Residential Access to Collector and Arterials - Driveways from
single-family dwellings and duplexes are to be placed on local and
collector streets and shall not be placed on arterial streets and the
following specific roadways: Park Boulevard, Dove Road, Dove Loop,
Heritage Avenue, Cheek-Sparger Road, Hall-Johnson Road, Pool Road,
Baze Road, Grapevine-Euless Road, Hughes Road, Glade Road, Dooley
Street from Wildwood Street to Bushong, north-south section of Kimball
Road, a proposed 4-lane arterial to run north-south from Dove Road to
Kimball Road parallel to and west of the existing Snakey Lane, or any
other street not yet constructed but shown as a 4-lane or larger
street in the Grapevine Thoroughfare Plan, as amended.
2. Thickness - All reinforced concrete driveways opening on City
, streets with curb and gutter shall have a minimum thickness of six
�! (6") inches within the street right-of-way.
3. Culverts - Where culverts are required, the culverts shall be
of Class III, ASTM C-76 reinforced concrete pipe with tongue and -
groove joints and shall have a minimum length of three (3`) feet
beyond driveway edge for all driveways. Minimum size shall be fifteen
� (15") inches inside diameter.
4. Expansion Joints - Expansion joints for reinforced concrete
driveway aprons shall be placed where the driveway apron joins ''"�'
sidewalks, concrete curb and gutter, concrete paving and at the
right-of-way line. � �
5. Slope - Reinforced concrete driveway aprons shall slope upward
toward the property they serve so that the sidewalk grade is met or
the apron rises six (6") inches in the first five (5') feet behind the
curb.
6. Water Meter Boxes - Water meter boxes shall not be placed in
driveways. A fee of one hundred fifty dollars ($150.00) shall be
charged to cover the relocation of ineters and services in order to
comply with this section.
