AN ORDINANCE AMENDING THE CITY CODE OF
THE CITY OF GRAPEVINE, TEXAS, BY
AMENDING CHAPTER 13 , SECTION 13-3
RELATIVE TO LIBRARY FINES AND BY ADDING
SECTION 13-4 RELATIVE TO LIBRARY MEETING
ROOM USE; PROVIDING FOR THE REPEAL OF
""�`�' CONFLICTING ORDINANCES; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING A PENALTY
NOT TO EXCEED THE SUM OF TWO HUNDRED

SHALL BE DEEMED COMMITTED UPON EACH DAY
DURING OR ON WHICH A VIOLATION OCCURS;
AND DECLARING AN EMERGENCY ,

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS:
Section 1 . That the City Code of the City of Grapevine,
�, Texas, is hereby amended by amending Chapter 13, Section 13-3
�I relative to Library fines and shall read as follows:

Section 13-3 . Library fines
Library fines and fees for the Grapevine Public Library are
hereby set and established as follows :
� a. A fine of ten cents (10�) a day will be charged for
each book, cassette, phonorecord, filmstrip, compact
disc and toys not returned by the date it is due.
� b. A fee of one dollar ($1 . 00) will be charged to replace
�I . lost library cards.
� c. A fine of twenty-five cents (25G) a day will be charged
! for each framed art print and sculpture not returned by
the date it is due. .
� d. A fine of one dollar ($1 . 00) a day will be charged for
each video cassette, computer software, 16mm film, and
� equipment (16mm projector, filmstrip projector,
; cassette player, slide projector, camera, etc. ) not
' returned by the date it is due.
� e. A fine of ten dollars ($10 . 00) a day will be charged
` for each compact disc player, video player, and
, microcomputer not returned by the date it is due.

f. A fee of twenty-five dollars ($25.00) per year per
� family is hereby established for library patrons living
i outside of Tarrant County.
; Section 2 . That the City Code of the City of Grapevine,
�� . Texas, is hereby amended by adding Chapter 13 , Section 13-4
I relative to Library meeting room use shall read as follows :
�� Section 13-4 Library meeting room use

i The meeting room in the Grapevine Public Library is provided
for library-related activities such as story hours, film
II programs, book reviews, discussion groups and other events
� sponsored or co-sponsored by the Library and related to
ffurthering the use of library materials .
i Section 3 . That all ordinances or any parts thereof in
� conflict with the terms of this ordinance shall be and hereby are
deemed repealed and of no force and effect.

Section 4 . If any section, article, paragraph, sentence,
clause, phrase or word in this ordinance, or application thereto �
to any person or circumstances is held invalid or
unconstitutional by a Court of competent jurisdiction such
holding shall not affect the validity of the remaining portions
of the ordinance; and the City Council hereby declares it would ,
have passed such remaining portions of the ordinance despite such �
invalidity, which remaining portions shall remain in full force ;
and effect. �

Section 5 . Any person violating any of the provisions of
this ordinance shall be deemed guilty of a misdemeanor and upon �
� conviction thereof shall be fined in a sum not to exceed Two
Hundred Dollars ($200 . 00) for each offense and a separate offense
shall be deemed committed upon each day during or on which a
violation occurs or continues after the notice period provided
herein has expired. The Court shall order removal and abatement
of the nuisance.
Section 6 . The fact that the present ordinances of the City
of Grapevine establishing library fines and fees at the Grapevine
Public Library do not adequately protect the investment thereof
creates an urgency and an emergency and in the preservation of
I� the public health, safety and welfare requires that this
ordinance shall take effect immediately from and after its

passage and the publication of the caption as the law and charter
' in such cases provides . ,
