ORDINANCE NO. 8 6-5 5
AN ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS
REYOKING THE TAXICAB FRANCHISE GRANTED TO
METROPOLITAN TRANSPORTATION SERVICE, INC. ON
DECEMBER 6, 1983 BY ORDINANCE NO. 83-68; PROVIDING
A SEVERABILITY CLAUSE, DECLARING AN EMERGENCY
AND PROVIDING AN EFFECTIVE DATE.

WHEREAS, Metropolitan Transportation Service, Inc. was granted a taxicab
fra.nchise by Ordinance No. 83-68; and
' '�¢"`" WHEREAS, Ordinance No. 83-68 provides that the grantee shall comply with
all provisions of Chapter 22 of the Gra.pevine City Code; and
WHEREAS, Section 2 of Ordinance No. 83-68 provides that the City of
Grapevine may terminate the franchise under the provisions of Chapter 22 of the
Grapevine City Code, as amended, prior to e�iration of the franchise; and
WHEREAS, Metropolitan Transportation Service, Inc. has violated Chapter 22
of the Gra.pevine City Code by failing to keep in full force and effect a contract of
public liability insurance; and
WHEREAS, a hearing has been held regarding the revocation and based upon
the evidence concerning the violation by the grantee, the City Council desires to
revoke the taxicab franchise granted to Metropolitan Transportation Service, Inc.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1. That all of the above premises are found to be true and correct
and are incorporated into the body of this ordinance as if copied in their entirety.
� Section 2. The City Council hereby revokes the franchise granted to
Metropolitan Transportation Service, Inc.
� Section 3. If any section, article, paragraph, sentence, clause, phrase or word
in this ordinance, or application thereto any person or circumstance is held invalid
or unconstitutional by a Court of competent jurisdiction, such holding shall not
affect the validity of the remaining portions of this ordinance; and the City Council
hereby declares it would have passed such remaining portions of the ordinance
despite such invalidity, which remaining portions shall remain in full force and
effect.
Section 4. The fact that the present ordinances and regulations of the City
of Grapevine, Texas are inadequate to properly safegard the health, safety, morals,
peace, and genecal welfare of the inhabitants of the City of Grapevine, Texas,
creates an emergency for the immediate preservation of the public business,
property, health, safety, and general welfare of the public which requires that this
ordinance become effeetive from and after the date of its passage and it is
accordingly so ordained.

Texas this the 2nd day of September 1986.
